It's my understanding that half of Stealth's defense bonus suppresses when in combat, so slotted as you have you'll get around 4% defense instead of the 8% shown in this build. In addition, Stealth has a run speed debuff and IMO, those two things make Maneuvers a much better choice. Maneuvers has a slightly higher endurance cost (.06 EPS) but both are relatively end-heavy and should be slotted for end reduction.
Other issues:
Instead of the Scirocco's Acc/Dam and the end red common in BA, try two Scirocco's, the Dam/End and Acc/Dam/End. That will give you more damage, slightly more end reduction, and the 2-slot regen bonus from the Scirocco's.
As others have noted, the attacks with the Kin Combat sets need another slot, they are currently underslotted for accuracy and damage. I like the Mako's Acc/Dam/End/Rchg, but any IO with accuracy and damage will do.
The GA End/Rchg in Fire Shield is a wasted slot, FS doesn't need that much end reduction. Drop it and move the GA +Def there so you still get the 5-slot bonus.
The slotting in Healing Flames is sub-optimal, using the low-level Triage IOs means that you need to have 6 slots to slot it fully. I prefer 5 Doctored Wounds since it has a recharge bonus, but if you want to keep the Numina's I'd drop the Triage IOs and slot a recharge common instead, which will free up a slot.
You're taking Boxing way earlier than you need to. I'd take Fire Sword at 6, CJ at 14, and Boxing/Tough at 16/18. Alternatively, you could take Boxing/Tough at 14/16, Burn at 18 and CJ at 20. Personally, I'd take Combustion earlier, and delay Taunt or Blazing Aura, but your call.
Consume is pretty heavily slotted for an attack that's primarily a end recovery tool. I'd slot it primarily with recharge and end mod and use the Oblit set in Fire Sword Circle. But if you do want to slot it with an attack set use 3 Eradication instead.
Mocking Beratement has a nice S/L def bonus for 4-slotting, so I'd try to find an additional 3 slots for Taunt.
The fifth slot in Plasma shield is not needed for end reduction and the F/C def bonus is not worth slotting for. I'd drop the RA End, add another slot, and move the Steadfast +Def and Steadfast KB IOs there. Another option is to move the two Steadfasts to Temp Protection, which would actually save a slot.
Tough is very underslotted for resistance in the posted build, I'd put another Reactive Armor set there, which will get your S/L resistance to almost 74% and provide more S/L/E/NE def.
Instead of a end red common in Burn and Combustion, try a Multi Strike Acc/Dam/End, which will more fully slot it for damage. I'd actually swap out the Erad Acc/Rchg for an Acc/Dam/Rchg also.
Weave doesn't need five slots, and you sure as heck don't need the fire resistance bonus for the third GotA. Drop the GotA Def/End/Rchg and use the slot elsewhere.
IMO, the typed defense bonuses in BotZ are really too small to slot for; I'd drop everything but the KB IO.
The Gaussian's set isn't a great choice for typed defense, it's a lot of slots for a relatively small bonus. I'd use 2 Rectified Reticle instead plus a slot or two for recharge and move the rest of the slots elsewhere.
Maneuvers, or Stealth if you choose to keep it, really needs end reduction. I'd drop one of the defense IOs and slot a end red common.
I don't see much point in getting Conserve Power but not Physical Perfection. I'd drop either RotP or Temp Protection. And if you keep Temp Protection, drop the Psi resist IO, it's next to useless.
Here's your build with the changes I recommended. I also managed to free up enough slots to use Boxing as a set mule for another KC set. This gets you within 1% of soft-capping S/L, and E/NE is at 32%

Update: Installed the wireless card from Newegg, and it works great! The reception is terrific, not surprising given that my computer is about 5 feet from the router.
Sound: No joy there. The Creative installer doesn't show me where it's putting the files, (and won't let me decide, *very* annoying) I can't see what format they're in, and when I have Windows search for drivers, it doesn't find anything.
Next step is to contact Creative and see if I can get the drivers without installer, or if they have another suggestion. -

For sound, you could try a more manual install. I tried downloading the installer for your card to have a look at it. It appears to decompress a bunch of files into a folder under c:\windows\temp. If you open the properties of that unknown device, there should be an Update Driver button on one of the tabs. Click that then go for a manual install and point the install towards the temp folder. Have it search there for drivers. Be sure the little check box to have it search subfolders is selected. See if that doesn't get you somewhere. -

Update! I think (hope) I have found the reason for both of my problems, and how to fix them.
First, the internet problem. Googling my onboard NIC (a Marvell Yukon 88E8001) I found this:

Evidently, the combination of that particular network card, an ASUS mobo similar to mine (the one mentioned is a P8N SLI, mine is a P5N SLI) 64 bit Windows 7 and more than 3 GBs of RAM will cause this problem. Change any one of those things and it works fine. Since I don't want to downgrade to 32 bit Win 7 or reduce the amount of RAM, changing NIC cards is obviously the best solution.
Unfortunately, before I figured this out I ordered a cheap wireless card form Newegg; I should have gotten a new network card! Ah well. I'll use the wireless card for now and see how it works--if the performance isn't what I want it to be I'll buy a new network card. Or maybe Marvell will release a driver that fixes the problem; I read that the most recent driver update fixed the problem for 64 bit Vista but not Win 7.
Sound problem:
I did get the onboard sound to work, it was just a matter of the speakers plugged into the wrong port. (D'oh!)
Regarding my Creative sound card, I noticed there was a disabled, unknown audio device listed in the device manager. When I checked the properties, it said it was disabled because there was no driver for it.
As I mentioned earlier, I downloaded the 64 bit driver for the card, but it won't install because it can't find a supported device. That's right folks, evidently it's unidentified because it doesn't have a driver and I can't install the driver because it's unidentified.
At this point my plan is to try and find a generic 64 bit sound driver so I can at least enable the card. After that, hopefully once it's enabled the Creative driver will install and I'll be a happy camper again.

It really is a horrible attack with an atrocious DPA and DPS. For Ice Melee the suggested attack chain involves only FF, IS, FT, and Gloom. With ample uses of Frost and Frozen Aura in AoE situations of course!
LSK, here's a revised build with Frost instead of GFS and Maneuvers instead of Soul Tentacles. Of course, you could drop something else if you prefer.

LSK, I really think you'd be better off going for 32.5% S/L/E/NE than 40% S/L and 22% E/NE. Also, do you really need four powers from Soul Mastery? As it is, your build is rather slot-starved, especially the Ice Melee ST attacks, so I'd consider dropping one of those.
Other issues:
As I mentioned, the Kinetic Combat sets need another slot if possible since they're currently underslotted for accuracy and damage.
Obliteration is a poor choice for BA since it's so low in end reduction. If you lower your sights on S/L def and slot Eradication there instead you'd have it better slotted for end reduction and get some E/NE def besides.
If you swap out the DW Heal/End/Rchg in Healing Flames for a Recharge, you'll be close to the ED cut-off for both healing and recharge.
Consume has long recharge, I'd replace the End Mod/Acc with an End Mod/Acc/Rchg.
Drop the second BotZ in SJ, the .63% E/NE def bonus is not worth slotting for.
Burn needs more slots, and *definitely* more recharge.
Swap out the LotG Def/Rchg in Weave for a Def/End/Rchg. The amount of defense enhancement you'll lose in tiny, but you'll gain some needed end reduction.
Frozen Aura is unslotted for end reduction and needs another slot in general. Use the Erad quad plus something like a Multi Strike Acc/Dam/End or Dam/End.
Darkest Night is a *very* high-end toggle. If you can't slot sufficient end reduction in it, I'd drop it altogether.
Here's a redo of your build with your power choices. Unfortunately, I couldn't get E/NE def quite to 32%, but it's considerably closer.
Another option is to drop one of the Soul Mastery powers for Maneuvers. I know you're not fond of it, and I'm not either for sets that can soft-cap easily like Invul, Ice or Shields. But for a set like Fire that has no native defense at all, I think it's a reasonable choice.

Which has been working to a point. The last string of adjustments I made I was debating whether or not to put my final slot into Hasten or Conserve Power (in hopes of getting CP back up quicker). From what I'm gathering though it seems like my build buried any issues regarding damage, regen/recovery but has left significant holes in endurance which my answer of Conserve Power and Consume coming back up quicker became an unrealistic round-about goal.

I disabled the firewall in my modem, and have not had the problem since. It seems it didn't play nice with Windows Firewall. Try that.
How to access your modem: in your browser address bar, type 192.168.0.1
The router/modem has its own firewall, but I'd be surprised if that's the problem since none of the other Win 7 PCs in the house have any trouble, and I was able to successfully get a wired connection on my son's laptop. -

The 32 and 64 bit versions are 'equivalent' versions. There is no downgrade from 64 to 32. While you could install the 32 bit version, it would be a clean wipe-and-install replacement for the 64 bit version. Since you clearly have a 64 bit system, a 64 bit OS is generally best. You'll get the most out of your hardware and have better memory management meaning you get to use the full 4GB of memory you have installed. A 32 bit OS can only use ~3GB of the 4 you have. It's a technical limitation.

Sooo, you're running many attacks underslotted for end reduction, in part because you want to get Consume up often enough to make up for the lack of end reduction in your attacks. And you want Spiritual for *more* recharge so you can use your underslotted-for-end-reduction attacks more often and have Consume up more often to compensate.
Consume aside, what is all the recharge *for*? Once you have a smooth attack chain, having a lot of additional recharge is only useful for key long recharge powers, or if you're facing recharge debuffs. At some point, I think you need to ask yourself if you're getting more recharge as an end (no pun intended) in itself rather than as a means to achieve a specific goal.
I'd recommend slotting the majority of your attacks--including BA--with sufficient end reduction so you won't have to rely heavily on Consume to keep your end bar from bottoming out. Make sure you slot your attacks with sets that either provide you with defense, (I'd recommend trying for 32.5% to S/L/E/NE) recharge or some other desirable bonus like recovery or regen. If you have an end-sustainable build, then you should be able to add Spiritual for additional recharge and have Consume as something to get you through the tough spots and not a 'use as soon as it's up' power. After all, you do want some reserve in case of long AV fights, recovery debuffs, etc. -

Not a CoH problem directly, but definitely preventing me from playing.
Last night I installed Window 7 on my gaming machine. I had been on XP, so it was a full "Custom" install. Everything seemed to go well, but now I can't access the internet and it's not recognizing my sound card. Argh!
I've been on the phone with Verizon Tech Support (my ISP) twice and Microsoft once about the internet problem, and at this point they're blaming each other.
My home FIOS network comes up as "Unidentified network" in the Network & Sharing Center, and if I use the Troubleshooter it gives me the message "Local Area Connection doesn't have valid IP connection". It sees my network card and reports that it's working properly, but there's no connection. The wireless computers in my house can connect with absolutely no problems.
I've tried a whole bunch of things, resetting the router, unplugging the cable (it's a wired connection) updating the network card driver, disabling TCP/IP 6, and several other suggestions I found in an internet search. If anyone has any ideas that might work I'd send you cookies, pie, whatever you want.
At this point I'm ready to go out and buy a Wireless card because then I'd have at least some internet access. I'd appreciate any suggestions for what type of wireless card to look for that would work with my motherboard. (CoH Helper posted below.)
My sound problem is that my computer has a Creative Labs X-Fi Xtreme Gamer sound card, but is convinced that it doesn't exist. I tried to enable the onboard sound in BIOS so I'd have *something*, but no luck so far. The next step is to crack open the case and make sure it's seated properly, not fried, etc.

For primarily solo play, I don't think soft-capping is really necessary, but I do think the OP needs at least 32% defense to S/L as well as E/NE/F/C. To do that, first order of business is to drop the Leadership Pool for Fighting. Weave provides a lot more defense at a lower end cost than Maneuvers, and the S/L resists in Tough will be useful, too.
Other issues:
You don't have a Steadfast +Def slotted, you definitely need to pick one up and slot it in a resistance power.
Quick Strike and Body Blow are underslotted for accuracy; at least one of the non-KC IOs should have some accuracy in it. I'd drop both procs in Body Blow, procs are most useful in quick-recharging attacks or AoEs.
High Pain Tolerance needs to be slotted for resistance as well as Healing--two level 50 commons will do. I'd move the Regen Tissue +Regen to Health.
Drop the RA endurance IO in MoB; it doesn't need that much end reduction and the F/C def bonus is not worth slotting for.
Use a Def/End/Rchg in IW instead of a Def/Rchg, it'll still be above the ed cut-off for defense and will have more end reduction. Also IMO you should not bother to 4 slot IW unless you have extra slots. IW only provides Psi defense but Heightened Senses has S/L/E/NE/F/C defense--if anything, it needs to fully slotted.
Rise to the Challenge is overslotted. Pull two slots and put the +regen/recovery in a passive like FH or Health.
QR is underslotted, is has a higher base value than either Stamina or Physical Perfection. I'd add another slot to get it closer to the ED cut-off.
The Gaussian's set in Power Siphon is a poor choice for a typed defense build, it's a lot of slots for relatively little return--especially since you need to concentrate on getting your S/L defense up. Rectified Reticle is a good alternative.
Mako's Bite and Obliteration are primarily positional defense sets, I'd use another Kinetic Combat set and Eradication instead, which will give you more defense with fewer slots.
The regen/recovery values of Physical Perfection are half that of Health/Stamina, but you've slotted Health much more lightly. Pull a heal slot from PP and put it in Health.

I read "super budget" as "super expensive", but I can easily see how one could get the opposite meaning from it. "Super" can either suggest size or quality, which when used in conjunction with "budget" leads to completely different interpretations.

My biggest concern with the build is that only one out of all the attacks is fully slotted for damage--Smite. All the rest are either underslotted (Shadow Punch) or completely UNslotted for damage--everything else.
I know that a Brute can and should use Fury to buff damage, but to leave most attacks unslotted for damage seems like a really bad idea to me. Especially since there are plenty of ways to build for defense using sets that actually enhance damage as well. -

There's an additional, enhanceable defense buff that you get when allies are nearby, but most players just consider that a nice bonus and not something to count on. If you check the info on PF in Mids' you'll see that the allies are set to zero, so the only part that is being counted is the "always on" part, not the ally-dependent buff. -
Dropping CJ/SJ for Fly could work if the OP doesn't mind not having CJ (it *is* a nice power) and has City Traveler to skip the Fly prereq.
Terse, if that option doesn't work, as I mentioned in my first post you could drop an attack like Fire Sword. Unfortunately, that would leave you low on ST attacks until level 35. If you have vet attacks like Sands of Mu that could help, or you could take Fire Sword while leveling and respec out of it later.

EDIT: Oops, just noticed that your original build had Fly/CJ instead of CJ/SJ, so presumably you do have City Traveler. So yeah, dropping CJ would work if you want to give up the additional movement speed and defense that CJ provides. On my Shield/Elec I actually skipped getting an epic pool altogether and got Aid Self instead. -
If there's a 'gold standard' for Ice Armor, I'd say that it's to soft-cap S/L/E/NE without EA. It's not hard to do, but most take the Fighting Pool to get Weave in order to accomplish that rather than Maneuvers. Weave has much more defense than Maneuvers at a slightly lower endurance cost, but you do need to take three powers to get it. However, one of those powers, Tough, is also quite useful.
So I'd consider dropping Maneuvers and two other powers to pick up the Fighting Pool. Personally I'd skip at least one of the Soul Mastery powers (the Widow pet, certainly) if not two, or one epic and one other power, like Smite.
Other issues:
Frozen Armor is extremely underslotted; IMO it needs four slots, or three if you want to use a Enzyme Ham-O as one of them. The same goes for GA and Weave if you take it. You want at least 30-40% end reduction in each, currently FA, GA and Maneuvers are all unslotted or underslotted for end reduction.
If possible, add another slot to Shadow Punch so it has sufficient accuracy and damage.
Eradication is a much better choice for Shadow Maul, Soul Drain and Icicles since it provides a nice E/NE def bonus. You just have to add an additional slot or two from another set for end reduction. Currently, Icicles is extremely underslotted for end reduction, it should get at least 60%.
Hoarfrost is underslotted, I'd recommend 5 slots of Doctored Wounds, which also gives a decent recharge bonus.
Siphon Life is a good attack and should be slotted as such rather than as a heal.
Energy Absorption should be slotted for high defense, recharge and end mod. I recommend adding 3 high level End Mod set IOs, heavy on the recharge.
Hibernate is way, way overslotted. It doesn't benefit from recharge so I'd just leave it with a Heal or End Mod common in the base slot. The Regen Tissue is completely wasted there, you'll only get the regen bonus when Hibernate is active. Put it in Health instead.
Dark Consumption can also be slotted with Erad for the E/NE defense bonus, but end red is less of a concern there since DC has a tiny end cost.

Okay, from the top:
Deflection needs to be slotted for *defense* primarily, not just resistance. Four-slotting it for defense with LotG or GotA will do a lot more for you than the tiny defense bonuses in RA. Add two level 50 resistance commons in the last two slots, and move the Steadfast +Def--One with the Shield would work well.
Ditch the Psi resistance IOs; you're not going to be able to accrue enough resistance to make a difference.
Kin Combat is NOT a good choice for positional def, it's very expensive and the bonuses aren't large. You could get twice as large a melee defense bonus by 6-slotting ToD.
I'd move the Numina and Regen Tissue uniques to Health. True Grit needs to be slotted with Heal to maximize the HP bonus. Use two resistance commons instead of the Imperv Armor.
Having two attacks slotted with Oblit can be a problem because they're underslotted for end reduction. Once Deflection is properly slotted you won't need both, so I'd change the slotting of FSC, perhaps to Scirocco's Dervish if you need the AoE def.
A properly slotted Shield tank does NOT need Maneuvers to soft-cap. I'd drop it and pick up Grant Cover, which will provide some defense debuff resistance. Hasten would also be a good choice.
A full set of Gaussian's is a better choice for positional defense than the Rectified Reticle since they have a 2.5% defense bonus to all positions.
Here's a quick redo of your build with around 50% defense to all positions with no Maneuvers. I didn't use LotG everywhere I could have because it was over the Rule of 5 for some bonuses. If you are willing to drop an attack, Fire Sword for instance, you could also pick up Hasten which would be very useful. I added LotG +Recharges up the limit of 5, but if they're outside you budget you can easily replace them with another LotG IO.
