Well Fury can build in seconds, MM inherent works fine. Kind of makes me laugh that MMs are getting a substantial boost when they already are way above Doms as far being able to survive but presumably Bodyguard has been implemented to placate the hordes of insane MM players; all the more reason to suspect the mystery Dom buff is going to be rubbish.
Domination is completely different in that you get no benefit even at very high levels, get killed at 85% Domination and all that time is wasted for no benefit. When you play as a Dom in PvP you have the narrowest of margins for error, no shield, no buff, no debuff, no heal, no other AT has attack as their only defence.*
There's never been a time when Tanks were not fairly stupid in PvP, or, whatever they are they aren't tanks for sure. There was a recent announcement that Gauntlet will be working in PvP.
*Edit: erm, except of course Blasters, but even they have the option to take Devices or Ice, both of which have defensive powers, and the really quite nice thankyou Force Mastery Ancillary. We get a pet spider. -

Only blaster energy melee has automatic toggle droppers. Tank and brute have to do it the old fashioned way, by stacking enough disorients to break past the mez defence. This is pretty unlikely to happen.

All Blasters have toggle droppers, but only */En has the toggle-drop + stun effect which is why it's so nasty. Non-Energy might drop toggles but they don't stun, allowing you to re-toggle whereas without a BF or equivalent you can't respond Vs Energy, because you're stunned. -
I think you also need Invisibilty since only Stealth will make you seen more easily.
I came up with this which might be a little off; I'm also not sure about Confuse since it has a very long animation time (nearly 6 seconds?) although clearly has its uses. This also only gives you 2 attacks, with a view to picking up Bitter Ice Blast after 40, you could maybe drop confuse for Bitter.. I would slot attack for damage and not slows. Fly definitely needs 3 slots for speed otherwise you'll be crawling around. Another option, drop medicine pool (at least for now) and keep Confuse, also get Bitter Ice Blast.

I can't really disagree with wanting better attacks at lower-to-mid level, the problem would be we would be out-damaging Corruptors if our damage was upped.
What I have found is the two late attacks my damage becomes very great post-level 35 so I've gone from mediocre 'torturer' to scrapper-like damage with those attacks and domination running. Even without Domination the damage I do at level 40 is way way above what I do at 30. I'm not entirely happy about this but it does mean I can compete with Scrappers and Blasters for damage post-40 and for me that means Recluse's Victory and anything else the game can throw at me.
I just like the way Domination works, but I can also see not everybody does. It works badly in PvP along with our low survivability, and that combination is pretty depressing. -
I would dump mesmerise and try to get Stamina at or before level 30 so you can use it in Siren's, even better before 25 so it's there in Bloody Bay as well. Unless you're in a +Per team you will simply get repeatedly killed by stalkers in Warburg.
I've noticed you're steering away from the melee attacks in ice - in which case you may want to think about going down a Fly / Concealment path for 'hands off' control and a few blasts. Going down the leaping pool route is maybe less worth it if you're not in melee. The 'fly is rubbish in PvP' line is overstated. -

Well hang on! Doms can't get to 50 yetAs nutty as getting another pet is (not really keen on that) if a Toxic Tarantula pet does similar damage to the PvE TT then a Dom with one of those will be doing tons of damage. Two hits from a TT takes me out. At level 40 with Domination I am reasonably confident I can outdamage a Controller.

Very strongly disagree with this. Not only do I think Domination works well, I think it works the best out of all the other villain inherents, possibly all other inherents. The only issue I have with Domination is the difficulty in building it up in PvP, otherwise it works great. -

D'oh! ...indeed, in addition my Def figures are completely wrongo - you get 19.7% from Rock, Crystal and Minerals as a Brute, 3 slotted with SOs, according to character builder. -

There is much more complaining about Doms on the US boards so you can get a distorted view from that. My view about Doms is that they are mostly OK in PvE but sub-par in PvP, on the whole because of the difficulty of getting Domination; since your life expectancy as a Dom in PvP at melee range (against a scrapper or blaster) is between 2-4 seconds its a game of constant avoidance.
It's worth noting that the complaints about Controller damage started with Defenders so I think it's less an issue with Doms being out-damaged by Controllers and more that Controllers just being able to do high damage. At high level I would be very surprised if Controllers out damage Doms, certainly with my two high level attacks I can take out a squishy in seconds in Warburg, as compared to a minute+ in Siren's. I have no capability against stalkers so I've spent minimal time in Warburg but the late attacks make a big difference. -

If you think you will be doing more damage in PvP with a dominator than with a controller you are in for a rude awakening, I'm afraid. Currently most controller builds, including your earth/rad, will outdamage dominators in most situations. For a full discussion of the problems doms have in PvP you might want to check out the dom section on the US boards before you invest a lot of time. Things may improve as balances are introduced over time, but currectly dominators are arguably the weakest AT in either CoV or CoH when it comes to PvP.

I don't entirely agree with this and I've seen damage comparisons between Doms and Controllers and it's fairly close. What is true is that you shouldn't expect more damage from Doms, they do OK from low to mid and in my case (Plant/Thorns) start doing huge damage level 35+.
As far as PvP goes I'm not at all sure what 'weakest' means, they are extremely fragile but can be extremely potent. Plenty of heroes have made me public enemy number one because I'm a greater threat to them than any other AT in the zone, not at all because I think I am but because they've said so. The reality is heroes aren't used to seeing that many Doms because so many people have said "Doms are weak", saying so doesn't mean it's true. -
After looking at the actual build you're right, it's very team buff oriented at the expense of attacks. All of Sin's advice looks good. There are some lame ducks in Ice but pretty much all of Thermal is good.

Asraf! to Kuroshi (Synaesthetix) who somehow managed to get to 50 with a Claws/SR toon after leaving the poor hero languishing in a post-ED funk. He managed it during a fight with Shadowhunter (cleverly manoeuvered into the water for a -20% damage Res bonus) and the assistance of Aeronaut, Eir, Filth and Finland's finest - Coldest War and Aldwych.

It's a tricky one, with the right team I've come up with a combination that would simply own:
Brute: Dark Melee/Stone Armour - DM is awesome in PvE, awesome in PvP 'nuff said, the heroes will 'fear you' :P. Stone - the roughest, toughest there is - what can hurt a mountain? nothing. What can a mountain hurt? nothing. What can move a mountain? nothing. says it all.
Corruptor: Assault Rifle/Traps - ever seen what FULL AUTO does to a Granite Tank? That you should see, what Full Auto does to a Granite Tank you should see; the thing shreds heroes. Traps - one word: Time Bomb. What is good in PvE becomes awesome in PvP, Traps is worth it for this one power.
Dominator: Gravity/Psionic - damage all the way. Your team manages to corner a difficult controller? slap on Dimension Shift - "game over dude" a good one for high damage teams. Psionic - Drain Psyche - fighting a Granite Tank again? if they've got no Endurance, they've got no toggles, it's like an 'I win' button for villains.
Mastermind: Necromancy/Traps - 'you cannot kill what does not truly live' good one if you like to stay at range. Traps - two words: Force Field Generator - possibly the best Mezz buff for villains in the game, especially if you have superspeed as a travel power.
Stalker: Ninja Blade/Regen - Ninja Blade was probably optimised for PvP and if you play with a Ninja Mastermind you can disguise yourself as a henchman - deception is your cheapest toggle :P. Regen - yes it's overpowered, yes you'll get complaints for using it from Heroes, but there's a reason it rules in PvP: head and shoulders above the other secondaries. -
I'm fairly sure Creepers doesn't reveal invisible foes or break a Stalker's Hide, whether vines appear I'm not sure. I do know that Arctic Air from Ice Control will reveal a Stalker. This is one of my problems with Warburg, I've almost no capability Vs. Stalkers so hardly ever go there.

You could take a look at Nightbringer's PvP build a few posts down, also Ice/Thermal, I wouldn't change much for PvE if anything. The heated argument that follows his post doesn't say much except "take Thaw it's good".

The good news is Plant Control is a lot of fun and fast for leveling largely because of Seeds of Confusion which with a good team will mean fast progress and it gets even better with Creepers+Seeds.
For PvP it does well enough, I think it's probably outclassed by Mind for control and Ice looks very good if you plan to spend PvP time in melee, which in fact you have to do to be fully effective as a Dom. Ice seems to have quite a bit of safety built in at close range which I'm fairly envious of, but I don't have experience playing.
Seeds of Confusion and Creepers are the standout powers for PvP (and pretty much PvE as well). The fact that you get Seeds early makes it unusual in the PvP zones, and has caused a few surprises when a Scrapper or Blaster has accidentally smoked a team mate "stop attacking me you tool you're confused" was a comment I saw hero-to-hero in local once
I don't know what you might be thinking for an assault set but looking at it I'm not sure Energy is tops (for once). At high level I've found Thorns a very strong set of attack powers but it's fairly weak around the mid levels until level 35. Impale is a very effective -Fly, immob attack in PvP. -
Just a note on the spectator thing, if people really want to watch fights and not be attacked they can always get the temporary Phase Shift power which takes one patrol.

The mental image I have of most people who trash talk or complain over broadcast is something like the crazy, lunatic German kid so I don't get concerned that I'm doing something wrong, the opposite in fact.
Debt. For me PvP = debt. Anyone who complains about getting debt over broadcast is a muppet. Most of my debt has come from Siren's. If someone complains about debt like this gets put on my 'mental ignore list' because they're talking nonsense.
If anything the only people who are playing 'wrongly' are those harrassing you over broadcast some of which you could petition them for if they're personal attacks.
Anyone who goes into a PvP zone and then expects to fight duels and be 'left alone' is actually abusing the zone.
