Since you want to primarily work on the Windows platform, like others said, C# would be good to learn. It's a full blown OO language so if you ever decide to learn Java or C++ down the road, they'll be easier to pickup.
Visual Studio is a great IDE, I'd say it's Microsoft's best product, although it can be pretty expensive. The free version should serve you fine for starting out. -

Most purples and PvP IO's are not worth spending A-merits on, you'd be better off just buying them off the market.

My Mind/Fire will be taking the concealment pool for more LotG slots. And that will put me at 87.5% global recharge at lvl 22, great for exemping down.

As you can see I use a purple inspiration and it only lasts for about 10 seconds or so. -
I have noticed that sometimes when I use inspirations, they won't last the full duration that they're suppose to. For example, I would pop a purple and 10 seconds later it would drop off of me without the icon blinking like it's suppose to. Now, I've encountered this ever since GR went live, this bug could have been there before, but I haven't noticed it before.
Has anyone else been experiencing this problem at all? I have uploaded a video to youtube to show this bug occurring, just have to wait till it's done processing until it's viewable. I'll post the link once it is. -
Unfortunately I only had my Stalker ready and completely slotted this week, I'll be working on getting my thermal to 50 and slotted for next match. Anyways, it was good times.

The only problem I see is getting some of those sets at a lower level.

I think Psi Mastery is underpowered, especially on a Permadom. Link Minds offers negligible defense, you don't need the mez protection from Indomitable Will if you're in Domination, and Word of Confusion is pretty bad in general. Ice Mastery for Sleet and softcapped S/L defense would be a much better choice. Could also go with Fire Mastery for more AoE damage.

Well WP doesn't have a heal either, just regen. As far as which is the better farmer, elec/shield of course, but SS/Fire is even better.

Actually I would say damage aura's or other toggles are one of the worst places to slot procs since they only have a chance to go off every 10 seconds. There are some exceptions such as proc'ing out Hot Feet on a Fire/Kin since slotting damage enhancements wouldn't matter with Fulcrum Shift.

Came to the thread late, but I wouldn't be opposed to a buff to RTTC to make it a less crappy taunt aura. On the other hand, it might be that some Scrapper taunt aura's are too strong, like AAO. I've had Shield Scrappers peel AV aggro off of my Shield Tank for a decent amount of time on multiple occasions while I was spamming taunt.

50% global recharge is fine, Spines doesn't require a lot of recharge to be effective. Also, here's something that some people don't get, you don't need softcapped defense. The 38% defense will make a HUGE difference and it's one purple away from being over the softcap. The build is endurance heavy with all those Obliterations, but CP, PP, and Consume should offset that.
A few things I would change is to slot Obliterations in Consume since end doesn't matter in that power. If you do that, you can slot either Quills or Blazing Aura with Multi Strike's for better end reduction and the defense bonuses. Maybe take the second slot out of CJ and put another one in Hasten, don't need the defense or regen it's providing now. -
Burn is pretty awesome, my SS/Fire/Pyre Brute kills faster than ever now.

It depends what you mean by better. Fire indeed does better ST damage, but SS does better AoE damage.

You also have to consider that Foot Stomp has a wider radius, it will be paired with Rage, and you can slot the FF+rech proc in addition to the knockdown.
As far as ST damage goes, Fire wins. -
I'd go either SS/Fire or Fire/Fire. SS will have better AoE with just Foot Stomp if you take the Patron AoE and Burn. Fire will have better ST damage though.

I really don't care what accounts they use, just as long as they're not using the same characters.

I personally wouldn't make a farming build very differently from a regular one. The only difference really is taking ally buffs or not, either way I'd go Stone Mastery and aim for the S/L defense softcap.

Because you'll use Blaze more than Flares, therefore get more use out of the proc. At least I do on all of my Fire characters.
