There's nothing to stop her being a member of HC, but she can't legally operate as a hero in the US unless she's a registered hero, and I very much doubt that HC would accept an unregistered hero, considering how desperate they are to be accepted by the authorities.
There's plenty of IC precedence for joining the HC though. Hell, you're invited to join by the game lore itself.

He wants to get in. He believes strongly in the fight and he has the strength to back it up. But he refuses to register. Vanguard refuse to let him in. Why?
It doesn't matter how you attempt to fudge it; there comes a point where you CANNOT ignore the game mechanics as they WILL stop you doing some things. The only way to get through such limitations is by following the rules of the game world we are in. Getting in to the War Zone requires a hero or villain to have a security/threat level of 35, and the ONLY IC way to get that is to be a registered hero/destined one. You might not like that, but those are the rules of the game.

Sorry, this is getting a bit out of hand. Let me come back to reality. Put simply if we follow the story laid out for us and aren't allowed to deviate, there isn't a whole lot to make our characters really stand out. Hell i'd say a full 100% of the people who turn up to GG goes against a small game mechanism somewhere, I can happily dig up a few if you really want, but I don't see the need i'm flexible enough that if something's belivable i'll happily accept it. Richard can be rich, Red can be from Russia, some people can't even speak english (How do they even function with contacts?) i'm not gonna pick holes in it. -

Beause the NPC's aren't controlled by anything intelligent. You cn happily take liberties with them if you want and i'd expect people wouldn't mind as long as you don't stray into "Taking the [censored]" territory, hell Fans has argued with Longbow, stalked Statesman with a camera and been drinking with the Tsoo. Officaly these are all impossible to represent in game, the Tsoo don't offer characters chances, Statesman doesn't move and Longbow don't chat back except as a few lines of "Be careful out there".
It's strange how we're being so enormously inflexible over Security Levels, and yet the situation where it would come up I can easily see going without thier need. Or do you honestly think Vanguard want people to sign up with Freedom Corp an organisation, that at best they have a relationship with described as "Not openly hostile" -

Well as a Non-RP'er. I don't see how it would matter, but for the sake of the argument. let's say he did RP. It's because he's being wierd OOC that's stopping him from entering the zone, he's avoiding leveling up as some kind of challenge. It's a purely OOC mechanic preventing him from enetering, one the developers don't expect you to do normally.

They take him to the firing range to make sure he really can handle himself (Basic checks you understand, we don't distrust you but we do have standards to keep) and then find out that contrary to your opinions he's really not ready for the stuff out there. They are then escorted back outside with a "Call us again if your circumstances change, we wish you the best of luck" -

Several reasons some of which you'll have to find out IC. The easiest and most obvious would be the Company History with FC and the Phalanx. They've activated tried to choke HC's ability to operate in Paragon City once before! -

The game is set up as a game first a world to RP in second. NPC's say at most a few lines of text! I find it funny that you'd think Vanguard would WANT you to go and sign onto FC so they can track your progress, considering how badly they seem to get along with FC in the first place. The "You must be 35" is a nice way to OOC inform you you need to be level 35, while still remaining some measure of ICness. You can easily translate security to level into something equivalent for your progress if you need a yard stick,fame, power level, public coverage, corperate muscle, etc.
Do you really think im trashing the game world by saying I work for HC and do not get along with FC? -

How do you get in to the hazard zones? These are sealed against anyone not authorised to be in them.
How do you get your missions? The contact system is based around you being registereed.
How do you take part in the task force missions? These are handed out by senior heroes in the city, and they're not going to hand over such important missions to illegal vigilantes!
How do you explain that the cops and other heroes aren't trying to arrest you? You're an illegal vigilante; you'd be on the arrest list.

They're sealed to protect people from wandering in there. I don't think the can exactly stop people from going in, jsut warn them against it heavily. Also it's not sealed off for all but Heros, there's other things in the zones!
We don't all do the same contact missions. Else we'll all have technicaly done the same missions. That'd be very silly! Plus your characters skim the Police Radio band for missions generally anyway!. I'm sure how you can work out how a non registered hero can abuse that. Also most of the contacts are in no way associated with the police, they're just regular people, scientists, concerned citizens, magicians, etc.
Task Force Missions? Since when have the Freedom Phalanx showed any regard for the law? They frequently believe themselves above it, held to a different universaly accepted law. I'm sure they'd turn a blind eye unless you hammered it into thier face, in which case you're just asking for it.
Technically the Citizen's Crime Fighting Act doesn't require registration, since the original case wasn't registered and it was created to allow that sort of action. However you'll probably have to be prepared to have them make your life fairly awkward, pressuring you into regestering.
Why are people so adamant people have to be registered anyway? There really is no mention of it being neccessay.
You're being very restrictive with characters if my first contact HAD to be FSBA. Especially since I never did thier stupid missions! Kumiko strongly dislikes FC and thier methods being openly critical of them frequently, but under your arguments I literally wouldn't be able to RP that i've been with Hero Corp since arriving from Japan as i'd have had to take charity missions from FC. It wouldn't for the character at all.
Also i'm sure you could join Vanguard unregistered. They invite VIllians, so legality really doesn't come into it! It's jsut when you're tough enough to be of use.
When I do missions IC, what's actually happening is rarely what's written on the mission text, else your effectively locking people into a very stale gameworld! -
Hello people at KM-Tech!
My name's Fukada Kumiko I'm 15 years old and I believe I should receive the grant because it would allow me to pursue my chosen career without worrying about supporting a family back home.
I've worked hard to get to where I am now as a well respected member of Hero Corps and a successful entrant into a brand new television show, but without the financial burdens weighing me down I'm sure my career could really start to take off! I've put my soul into making it so people will look at Costumed heroes and not see us as some Hurclean figures sat on pedestals, but as productive and helpful members of a system just like them, working together for a common good and having a bit of fun as they do it. After all everyone has something they're good at, being able to do Calculus or program computers might not seem like an amazing thing to do to some people compared to say...super strength but it really is!
If the didn't convince you, well my hero name due to a series of unfortunate circumstances is Fanservice Girl. I think I deserve some kind of prize for managing to put up with it this long!
I'll also buy a Jetski. I think I'll stop writing there.

It does rather seem like there'd have to be some benefits when you think about the demands in time and money that being a hero makes. Most heroes do seem to have a full-time job as well as their hero commitments, but then I suppose if being a hero was easy, it wouldn't really be heroic.

Freedom Corps is where you go if you want to get paid to be a Hero, that's why Freedom Corps exists in the first place, to clear up the question of employed heroes. Heroes are private law enforcement, that need licenses to do it, as much as a Cop needs a license to wield a hand gun.

Hero Corps are employed Heroes! Freedom Corps is non profit. I guess you could join Longbow in Freedom Corps if you need the cash! -
While we're doing ideas, in LARP we have a thing called Monstering, where people go play short one shot characters to fill out a plot (Or jsut go act all monstery and hit people)
Do you think this could catch on? For when people need..say psychatrists, or a mugger, or a messenger, or a refugee, or a concerened citizen, or a lawyer, or... whatever! Sure it'll require people willing to keep a character slot free and a level of trust they'll play it responsibly. But I thought it could be fun! -
It's a good way to get to know everyone, and let them see your not as wierd OOC as you are IC.

small problem here. no hero corps branch in Paragon, was destroyed when it was opened and another has never been built, as the Disciple Badge explains.

Actually there's plenty of good reasons they're not made to join the PPD. The Might for Right act has left a bitter taste about heroes being required to serve the government as well as the fact the government simply doesn't have the manpower to enforce the law without heroes help. Even if half of the current heroes consented they'd find themselves considerably short staffed.
Also as said, it goes against the spirit of the original Law! That allows anyone to step in and arrest someone providing they follow the rules Police Officers would.
The Hero Registration Licence to me is an OOC document made to look a bit neater than the bland character sheet. I mean..not all our heroes have done the Outbreak mission, even if we did do the tutorial. It'd strain credibility a little!
Why am I so keen to flesh this out? Well it's a big thing for my character! They believe heavily in government oversight and accountability, even going as far to occasionally voice the opinion (In her own nervous little way) that Heroes not in the employ of the government are more of a liability than they are a help.
As for ignoring the fact that you need to make money? That'd kill a lot of characters quirks and motivation! I don't think it's something you should hand wave so nonchalantly. It can be quite character building, or just an interesting side note. -
Probably because it's so rare for Heroes to actually kill people (Well, ignoring Players contributions to the world that is >.> ) that i'm sure when it did it happen there'd be a veritable storm of outrage.
I mean people would see it as you abusing a trust, to act with the best intentions. Not to mention that Police killings are heavily investigated and harshly dealt with in the US currently, horror stories aside. -

Well that's the point of the Citizen Crime Fighting Act, it makes Vigilante justice legal.
You couldn't detain someone without sanction before the act, you could after. Proving you had done so accordingly, if not you'll be in trouble! -
Deadly force is for when all other options have been exhausted or are too risky to enact upon to save a life. Since States could quite happily take a bullet, or disable an attacker before he fired, then I'd say if he killed someone for it he'd be found guilty of murder in court.

Well you say that, but I've never seen anything anywhere that would support it, how would it work for people with Secret Identities, do they give their actual details to a government organization? If not then how does that even work?
The original law was made so anyone, at any time, could step in and save the day (Giving actual Citizen Arrest powers, you don't even need super powers to exercise them!). Making them own a licence to do it is a much more tame version of said law!
For the revised law, they added in the allowance or people to form organizations to exercise these new rights (Super Teams!) which you do need some kind of licence or registration for. Although I've no idea why, as the right to form an armed Militia is a basic right in America anyway! Maybe it's so you can get building rights for a base and such, you are weaponizing or storing some seriously dangerous stuff in most after all! -
Don't forget the Freedom Phalanx have claimed themselves to "Be above the law of any one state" as if operating off some universal set of laws.

Well I'll admit to being the one who started this but then it's something I really would like better defined, Fans works for Hero Corps full time because she needs the money after all!
The way I saw it, heroes (And in fact, anyone) are legally allowed to bring in Criminals providing the follow the law and system police would when doing so. No licence is needed to do it (Otherwise that'd undercut the original spirit of the law!) and registering is more like reserving your name and listing your abilities, so that people can't imitate you or pinch your name and confusion will be avoided with the actual law enforcement agency. I mean, when you first bring in criminals they're going to take your details, else there's no accountability!
I'd assume any hero that killed someone would at least go to trial or a police station interview to make sure it was justified and unavoidable. Rampant killing would soon turn public opinion against the idea of non-state employed law enforcement!
Why do I care so much? Well shockingly my character has argued about Privatization, Government Control and Oversight before in fairly big detail, it's a large part of the character! -
The twist i've got going for me is it'll be the reverse, a Destined One who's determined to join Arachnos.
Toxic's been obssesed with them for 47 levels now. 3 more and she'll be ready to sign up! -
To be ultra picky you're not a member of Arachonos anymore when you become a Destined One.
That's why you did it, to give yourself the chance to get a leg up those within the organization never could. -
It's fairlyself sustaining in regards to fuel, being able to make nuclear material is pretty handy! I'm sure it'll eventually run out of power, but not any time in Irad's lifetime.
Repairs and Maintinance are done be a seperate repair robot, it bugs him for new parts all the time.
