. You get the S/L soft cap, I get more damage - firing off FS 33% more often in fact and Dark Obliteration 50% more often. That's more than worth it IMO. Anyway, I am running a SM/ElA with a similar level of survivability as the build I posted (ignoring Fault) and I'm more than happy with it, so instead of going for more survivability I go for more damage. The synergy between SS and ElA is such that the potential for AoE damage is much better than the potential for survivability, so I build for what such a toon does best. There are much more other powerset combinations that can have better survivability than there are those that can have better damage output anyway, so I'll play a different toon if I primarily want survivability.

You can't HP cap a brute unless he's /stone or /invul, and even then I don't think you can cap him without gimping him. You can, however, have 3000 hp which is close enough (accomplished with perma Dull Pain/Earth's Embrace, accolades and set bonuses). You can get somewhat over 2600 hp with a /WP brute (and you should).
There are several things you can do with your /WP toon: slotting for regeneration, hp and defense, and you should do it all at the same time. Regeneration and hp are the same thing really, as the best way to increase your regeneration is to get more hp (since the amount of regenerated is based on the amount you have in the first place). Slotting for typed defense is better instead of positional, because you already have some typed defense to start with and typed defense bonuses come together with hp bonuses. Slotting for recharge is not as good an option as with some other secondaries since you don't have any clickies (still, 30% to 50% global recharge should be attained anyway).
I don't have any good claws/WP builds on hand at the moment, but for an example a WM/WP build I have has 35% S/L/F/C defense, 40% E/N defense, 50% S/L resistance, 2650 hp and regenerates 125 hp/s with 10 mobs in range of RttC. Oh, and he has 37.5% global recharge (but not Hasten). -
Djeannie, what is the intended purpose you have for this toon? Is it tanking, AoE damage, ST damage? Because I see a little bit of everything in there, but nothing is emphasized in particular. Even if you want an all-arround decent toon, some improvements could be made.

Reaching 20% to 30% defense is of noticeable benefit, not little to none. Sure, softcap is nice and uber, but a set without any defense powers is a bad candidate for softcapping. It can be done, but too much would be sacrificed - your damage would be gimped.
I didn't pull those 20% to 30% as arbitrary numbers - that's an amount that can be reasonably attained after near permahaste or permahaste has been reached. And permahaste (or close to it) = perma Energize (or close to it) = Foot Stomp every 5.5 secs, which together with those 20% to 30% defense gives you great survivability and a huge damage output.
EDIT: I see you were talking about softcapping only S/L. That's a viable build direction. Just not the one I'd personally recommend since your damage output is much lower that way. If you want the absolute best in survivability, /ElA is not a good choice. It is a choice that lends itself much better to offensive builds. -
I advise you to slot for positional instead of typed defense. Due to the way set bonuses are spread out over sets, when slotting for positional defense it's much more easier to have high recharge too. And high recharge should be your priority on an /elec toon because of Energize and Power Sink. With permahaste or close to it, you will have close to perma Energize. You'll also devastate everything with your Foot Stomp. I have a SM/ElA/Mu brute slotted for recharge and positional defense. He lacks a few seconds to permahaste and has about 20% defense to all positions. He's very survivable even without taking Fault into account, having a several layers of mitigation: resistance, defense, regeneration (not to be ignored with near perma Energize), click heal, end sapping. You'll be fine vs one enemy. Arguably the most powerful set without IO investment. Again, you won't have problems tanking most content, and those few instances where you'll have trouble will be solved with buffs. -
I'm running a SM/ELA with 20% defense, near permahaste and specced for AoE. I jump into a mob, cast Power Sink, Electric Fences and Ball Lightning leaving them with 0 endurance, and then proceed to cycle Tremor, Ball Lightning and Electric Shackles with ST attacks during the gaps between the AoEs. Everything is dead pretty quickly and I emerge unscratched due to Energize. So I assume a SS/ELA is going to do even better (rolled one myself to see personally). SM/ELA can be more survivable because of Fault, but I don't use it often while running +1/x8.

Exactly.
Nah, only a bit of patience and looking at the prices. I got them over a week or so for prices like 1, 1.5 or 2 mill apiece. Prices also fluctuate on weekly and monthly bases, mind you, so it could be that they are more expensive at the moment (haven't looked after I finished my build). -

The salvage, however, cost me 100M but you could probably get it cheaper if you have patience (I wanted it NAO). -

Then she's more than playable
But let's take a look at the numbers so we see how can you make the most of her. The primary/secondary combo is a bit uncommon, mostly because /ElA is somewhat squishy early on and FM/ doesn't have any sort of mitigation (knockback, mezzes etc) but only damage damage and more damage. So you have a super high damage primary, and a secondary that is tough enough but a late bloomer. Between 20 and 28, when you get Energize, you'll feel the squishiest. After that, it gets much better, especially once you get Tough.
Once you get Energize, slot it asap with at least 4 slots in total, and I really recommend that you frankenslot it for heal and recharge. You'll save a precious slot or two that way, and you really need both to be maxed. At 35, get Power Sink and frankenslot it for recharge and endmod, and all your endurance worries will vanish forever.
Once you have Energize and Tough, you'll be quite robust. If you take Mu Mastery as your patron pool, you'll get another survivability layer in endurance drain - jump into a mob, fire off Power Sink, Electrifying Fences and Ball Lightning and their endurance will be emptied.
But you have a problem, and that's too many powers to take. If you take all of your attacks except Breath of Fire (which is a common practice for a leveling build), all the useful stuff you need from your secondary, Stamina and a travel power, you won't be able to start dipping into the Fighting pool before 38, getting tough at 41. That's late. What I suggest is skipping one of the first two attacks (I'm not sure about it but people say it's better to drop Fire Sword because Scorch makes for better attack chains without big amounts of global recharge) and skipping Grounded while slotting a -KB IO (Steadfast Protection into an armor toggle, or IMO better, Karma into your starting CJ slot if you go the jumping route). Then you can get Tough at 30 if you take Lightning Field early, or even at 14 if you postpone Lightning Field to 30 instead. I'd recommend the first choice, however, as LF is a great source of damage. And since you are FM/, you should capitalize on it.
But since you say this is your first villain, you probably won't be able to afford a -KB IO unless you get lucky. An alternative is not to take a travel power and make due with temp travel powers (raptor and zero-g packs) or Ninja Run if you have the Martial Arts booster.
As for the endgame... You'll be both an AoE and ST beast. I have a fully IO'd SM/ElA myself, and he's a real monster. Soloes +1/x8 without any problems. You'll be somewhat squishier since you lack the massive mitigation SM/ offers, but you'll do more damage. So if you intend to IO the toon out - go for near permahaste, and then about 20% defense. I miss a few seconds till permahaste and have melee defense at 25% with other positions at 18%. No purples, but I do have 2 LotGs. -

If you don't have anyone else, then you've got to be more careful about how many foes you engage at one time. The Dominator can pull foes off and try to help manage aggro, but the Brute may have to keep an eye out for him in case there's a run of back luck. -
Claws have great ST damage, and great AoE damage. Spin on one FU does more damage than FS with doublestacked Rage IIRC. Only trouble is the small radius, but play smart and clump your foes.

Reasoning.
slotted shadowfall for resists gives around 20 % to nrg, neg nrg and cold damage I believe.
Give up s/l resist from your epic armor for better "team" functionality. And defender values for leadership is too good to pass up.

Aid Self is completely superfluous on a /WP toon.
If you're looking to sink some serious inf on this toon, you can go without Stamina with only QR and PP, due to the way that PP can be slotted with Miracle and Numina. -

Looks like an incredibly expensive and incredibly unoptimized build to me. Why do you have more than 3 pieces of Shield Wall when the only useful thing you get from it (extra HP) requires those 3 pieces? If you have Focused Accuracy, Physical Perfection with a total of 5 slots is a much better choice than Conserve Power. You cannot run the top ST DPS claws chain because you lack Slash.
Those are the glaring problems, there are probably many more smaller tweaks. -
Wrong
Spin does more damage than FS - spin with a single application of FU does more damage than double-rage FS, and you can have FS double stacked without problem.
It does have smaller radius though, but is up more often. -

When considering the same sets on brutes and scrappers, I don't think there should be any major differences in the order of power picks and slot placement. There is a significant difference in slotting attacks though: scrappers need to slot both for accuracy and damage early on, but brutes don't need to slot for damage. They get much more damage from fury than enhancements, so you can use those slots for end redux. Example: 3 SOs worth of damage slotting will give a brute a little less than 95% to damage, while a near full fury bar will give 180%. You should still slot for damage later on, but it isn't necessary during the early levels (before 20 or even 30). -
Claws, DB, ElM, FM, SS and WM all have good AoE damage, some of them better than others. SS and WM only get their AoEs at lvl 32, but they're great (I don't count Whirling Mace, available at 18, as a good AoE power). All of them except ElM also have good ST damage (again, some are better than others). You can't go wrong with any of them.
Of the secondaries, SD will give you the most damage but you can't have it with DB or claws. You won't have problems with any secondaries except for SA (penalty to recharge and damage) but some of them can be a bit tricky to play, and some become more powerful earlier and for less inf than the others.
For the smoothest first-time bruting experience, your choice of primary among the ones already mentioned is largely irrelevant (except if you don't like redraw and pick a clicky secondary, or would like AoE powers before 32), while WP is definitively the most "user friendly" secondary and quite good for soloing at x8 too. -
In short: slot for recharge first, and then for some +hp and defense. Here's a quick and dirty sample build according to your parameters:

More recharge can be gained by relaxing your parameters and lowering defense a bit -
I always took pulverize. Never had problems with attack chains.
This is of course for an endgame build. Get both for leveling.
