No, this is wrong. Test it with someone slotting a aura 3 acc, not using FA, BU or tactics.
I've tested it myself, with a lvl 50 spines/DA slotting 3 acc in DS and quills against a lvl 50 regen stalker with Hide one-slotted for defense. 17 hits and 328 misses.

I've always wanted to pit Carni against my Necro / Dark MM. Nearly got the chance of fighting one in the 3vP event but they pulled out.

Blind has a Sleep component, which'll drop FF's Mez protection pretty quick. -

Well i can tell you from my own chars Quills 4 acc 1 end red and 1 damage in it; Death Shroud 3 acc 2 damage 1 end red; Repulsions field 3 end reduc but the power is a joke anyway..... None of them work i have stalkers dancing next to me when i have quills and death shroud on..... You cant slot it wrong lol they just dont work and my Fire tanker blazing Aura again 3 acc and it dont work...... But im going over old ground. Perhaps it would help if i posted screen shots of the stalkers standing next to me having a disco

No, it wouldn't.
I have a Stalker and the only time I can dance with such impunity is if I have external +Def buffs like a Cold Corruptor's.
You have Quills and Death Shroud? Well, get Tactics. That's Hide+Stealth negated, unless they're stackong GI. If you see a Miss, pop something like Spine Burst or Dark Regeneration. Everything has counters, stalkers are no exception. -

Well when you pick up Forge (and I suggest Cauterise over GI or TP Foe for Sirens Call as it's so scrapper heavy) it'll be a much fairer fight.
But the Scrapper should just kill you, ignore the brute, then try and kill the brute. -
See, that's the thing, against another combo (hell, against another Secondary) you'd have a much better chance.

Well, to be fair, the Brute would have been a hell of a lot harder to take down if you did have Cauterise.
It's a small point, and yes Sirens Call is a good place for Scrappers as it's the perfect level for them, but really, Big Heal > Little Heal. -

Knockback should stack like holds. If you slap 2 blaster holds it will break acrobatics. Same should apply with knockback. Make it properly stackable and increase the knockback chance a bit. This would make it more usefull in pvp.

Then BFs should protect against it like they do holds. I think it says that BFs do protect against knockback but ive never seen it work.

With enough they negate Repel, not KB iirc.
And I think it'd be good to give Energy an unrestistable knockback chance, as opposed to another secondary effect. But then, they'd need to tweak Fire again, the secondary on that is just DoT and is easily negated in team PvP. -

Thing with maneuvers against something like a 53 Hero is that unless there's 8 of you running it, the net gain isn't worth the slots, the defence is pretty small for Corrupters and you really should be rolling with at least two ToHit Debuffs either from something like Rad or Dark anyway, so it shouldn't be an issue.
As for an LRSF without acrobatics? You'll want it for the KB Protection, the hold protection means squat and things like Disorients will just ignore it. But you do not want to be knockedback by someone like BAB or States.
LR is fine for -Regen and the self -rec from EMP may prove annoying. You can spam LR a lot faster, too, and the Slow component is a nice bonus. -
Vengeance is Resistance, not Protection, and as such it'll shorten the Duration of the Mez effect.
As for Hero Builder, that's got so many mistakes in it's ludicrous. They've still got energy punch wrong for Blasters and it's been ages since that was noticed. -

Also, I'd follow Imaginary's slotting changes quite thoroughly if you're going with the 2nd build.
Regarding the 1st: I'd put at least 1 Rech in Healing Aura, you don't want Range in any of your attacks come the newest patch on the Test Server. Wait till you score some Dam/Range SHOE's.
If your attacks are going for damage, go with 3dam, 1acc, and 1rech and 1end, for PvP go 3dam, 2acc, 1end. If you're going for -res go 3acc 3rech.
2Rech in EF, move a slot to something else.
Drop the range in LR, you wont' be using it to pull and you Debuffs should make getting in that tiny bit closer pretty damned safe.
Skip Maneuvers unless you plan on stacking it with another 7 in the team, the boost from assualt is a better net gain with less slots invested in it.
Drop Sirens Song, grab Screech, more reliable in PvE and PvP.
You will seriously want ToHitDebuffs in RI for the LRSF over DefDebuffs. I'd drop the Rech, go for 2end, 3tohitdebuff 1defdebuff or swap one of the end for another defdebuff.
You slot Maneuvers over Tactics? Do the opposite, swap maneuvers to assualt as I suggested, throw those slots in to Tactics. 3ToHit 2End.
Amplify, I'd take it sooner if possible, and slot at least on ToHit for emergencies.
EM Pulse'll want 3 recharge, 2 acc and 1 hold. It's got a huge duration out the box, so more than 1 is overkill.
Powersink, 3end 3rech. I don't care if you say your End is fine with AM, Powersink slotted like this will make the difference between little downtime to Zero downtime. If your desperate for a EndRdx in there, drop one recharge.
Shackles I'd probably slot with 2x Acc 2x Hold, you've AM and Hasten. I'd move those two extra slots elsewhere (Amplify maybe?)
Drop the ToHitBuff on Vengeance, it's good out the box anyway and the Def is really the only incredibly usefull part, besides you'll have Tactics flying around, RI and you should also have a Thermal spamming Forge for LRSF.
Mutation is fine.
Oh, and for the love of God, stick 2 Jump in CJ, not Def, and move the 3rd slot to another power, Def is pointless to slot for in CJ.
Finally, try and work in your PPP Shield. That combined with EF should give you what, about 55-60% Damage Mitigation against it's Damage Types (iirc it's energy, smash, lethal) -

The thing lacking is communication normally and having someone just telling people what to do (or who to get) is all that is missing. My opinion is villains are underpowered compared to heroes but not by that much. It must be a defiant thing because not seen anything like that on union (2 heroes or villains dominating a zone) and I have spent just a tiny amount of time in the pvp zones (ok I admit it, I have spent lots of time in there).

Thing is, it's the perception of casual PvP'ers that Villain's are vastly underpowered, which means newer players don't want to roll them. You've really got to dig deep and find the right builds to really get a good villain team going. -

I was one of the three, you really need to learn to use Integration.
