Base Workshop

Hello Base Building Community, after much research, tours on test, and
exploring the base construction forums I have found some new and interesting
base desing ideas ! Alot has changed, and I have found a small list of a few
things that are different. . . .
Objects can be placed in other objects.
Desks can be stacked on top of themselves, repeatedly, for easy
floating.
You can float objects on desks/lamps that are far smaller than the
object is.
By panning up, you can float a desk far from its initial location.
Cabinets and Shoji Lamps function as magic desks for walls.
Large Wall Lights allow you to turn wall items at a 45 degree angle
to the walls.
Adding and subtracting walls can speed up the floating process.
You can slide objects into the floor while floated.
Hanging Lamps allow floating below the ceiling.
Doorways can be blocked.
Objects can easily be placed in elevated floors and desks, by
panning up and looking through the base floor.

Redeemers

Business went back mostly to normal for the Redeemers. They were brought in to
help usher civilians away from a few bank robberies and they were even called
in to clear out a few Council cells when other freelance heroes couldnt be
available. They had a respectable position, but they were starting to notice
that they werent being given any respect.
Can you believe the way that precinct chief was glaring at us? Blizzard Front
ranted from the back of McBains van after a foiled robbery, Like we only beat
those guys up because they beat us to the punch
Were gonna deal with that a lot, Garm replied as he gazed glumly out the
passenger window, Were still monsters to a lot of the people were trying to
help now.
Maybe that Tom guy had the right idea, Ashen Roast muttered, Maybe we should
investigate a case on our own, show that were willing to go above and beyond
our duties to protect these people.
No, thats not our job, the Caliban replied, We start going out looking for
trouble, its going to find us. Then well be in a heap we dont want to see.
Trust me, guys, theres plenty enough out there.
Cripes, Garm, Briggs growled, You keep talking like that, Im gonna start
calling you Whipped Dog.

Back at the base, Mider Caid was poring over a document Azuria had sent him to
research before it was time for his next mission. It was something about a
goddess named Merulina, but it wasnt making any sense to him. He wondered if
it made any sense to anybody.
Why do we gotta wait for you, cape? he heard behind him.
Why, Johnny, I didnt hear you knock.
The former Freakshow Swiper growled some insult in the back of his throat, but
the wizard preferred to ignore it. He laid the parchment back onto the desk and
walked past the scrapper-class hero to head to the main floor of the base.
Johnny didnt take kindly to the slight and followed angrily after.
Why are you here, huh? You aint a thug like us!
Johnny, either youre better or youre not, Mider intoned disinterestedly, If
you have doubts, dont try to take your frustrations out on me.

Slag slipped on a small patch of ice and his feet shout out from underneath him.
He slammed against the concrete hard and started holding his head in pain. Hed
be fine in a few seconds, but the pain was still there.
I dont need to put up with your insubordination, the wizard explained as he
kept walking away, Either you straighten up, or Ill put in with Mort to get
you transferred. Im sure theres a group of testosterone-drunk idiots who
still pine for their old days of villainy among us somewhere
You really shouldnt push him, the former Skull, Somber, muttered as he walked
over to the surprised Slag and started to help him up, Hes not kidding. Some
of us are still on probation.
I know, Slag growled and showed him his bracelet, Im one of them.
It was an experimental system, tags that would zap the wearer to the Zig if he
ever got out of line. It was controlled by a monitoring team in the Galaxy City
Freedom Corps building that waited for the word from the Redeemers various
team leaders to activate the tags and zap the apparently unreformed criminals
back to incarceration. There were a few Redeemers wearing the bracelets, and
Somber scratched his wrist absent-mindedly at the thought of how close even he
was to receiving the same treatment.
I think its stupid, Johnny muttered as he picked at the device, Havent I
paid my debt? Am I not a fine, upstanding member of society!?
No, the former Skull replied, Johnny, youre scary.
Shut the Hell up, twig boy!
Hey! Mider shouted from the other end of the main floor, You two coming or
not? Weve gotta clean up a Hellions cell!
Fantastic, the man standing next to him barked in aggravation, Maybe this
time Ill be able to burn the face off an old friend the same way Johnny got to
cut an old buddys hands off
Calm down, Cinder. They may be old friends, but theyre breaking the law. Our
orders are just to go in and get the artifact they stole from the museum. If we
can, well arrest their boss
The former Hellion grumbled and headed out the door. They didnt have their own
transportation, instead relying on the teleporters and their own travel powers.
While they argued, the Strik brothers and Olive were already well on their way
to the hideout.
It was a sad state his group was in, Mider Caid realized. Despite their failure
last time, the group was hardly any closer. The Striks remained with
themselves, Olive never said anything and Johnny was still a belligerent and
bellicose malcontent. Only Somber Graves and Cinder Burst ever really spoke
with him, but they hardly had much relevant to say. They were still teenagers,
and were busy trying to either get back into school or get the materials
necessary for a G.E.D. They couldnt help him anyway. The others in the group
needed a show of leadership and confidence from Mider, he just didnt know if
he could do it.
I spent so long wishing I was doing this, he muttered as he followed the
former Freakshow scrapper and the Skull Bone Daddy, Now I wish I was a MAGI
clerk again

The tall arches of the Midnight Squad meeting hall crowned the artistic
austerity of the stone walls with seamless, graceful tastefulness, creating in
the round chamber a sensation of vast space, almost as though the round table
with its surrounding banners, as well as the thin, elegant columns, were a
shrine, or a throne room. Within the arches, light scattered into mellow
grayness, dissipating into nonexistence in the corners and underneath the
vaulted ceiling, providing the illusion of a limitless, boundless space; too
large for the place containing it, constrained only by the corridors flowing
from it.
Underneath the dome, in the perfect stillness of the empty room, a shape was
hunched over the round table, its gaze directed at the spread of manuscripts
and books laid out for its perusal. The tomes and scrolls covered almost a half
of the large slab of ornate stone; mingled among the old pages were pieces of
paper scribbled over with habitually neat cursive.
Unsteady, orange light from a single torch held up in a scone upon one of the
pillars, flared momentarily as a gust of wind infused it with oxygen, revealing
the profile of a man of indeterminable age. The white hair and almost-ancient
eyes quite belied the rest of his features, and, in the flickering, dancing
shadows, he could be taken just as easily for a man in his late twenties as for
an octogenarian. He had taken off his long, black coat, and unbuttoned his
shirt collar, underneath a gray vest. Between his fingers he was absently
twirling an old-fashioned fountain pen.
The torch flickered once again, and the absolute silence was broken by the click
of heels upon the marble floor. Although the intruder was obviously
soft-stepping, the perfect acoustics of the majestic dome amplified the tap of
shoe upon stone to almost unbearable levels, as though an old pendulum clock
were ticking away some dramatic final minutes before the end of the world.
Despite the noise, the man did not budge.
The footsteps, regardless of their lightness, drew near rapidly, and within
moments the silhouette of a short, small woman clutching a pile of papers in
her arms stood framed amid the arches. The torch gleamed red off her light hair
and almost ghostly pale skin, and charitably lent handsomeness to the otherwise
mismatched features; the high forehead, the prominent cheekbones and the
jutting, stubborn chin. She paused momentarily, adjusting the collar of her
shirt with a free hand, waiting for the man to notice her presence.
One thing that greatly eludes my writing is description. I do well enough with
dialogue and action (two things I'm surprised many authors say they struggle
with), but when it comes to describing an environment or a person's posture,
clothing or what-have-you, I always leave such things up to the reader's
imagination. To me, a green jacket is a green jacket, the particulars as far as
make or style I figure the reader can determine on their own.
Genia, however, has a very keen sense of description. It's poetic, even if it's
not trying to be. The environment and behaviors of the characters are just
about as alive as the characters themselves. Their dialogue and actions are
also well-written and paced.
I can't wait to see more from this obviously talented writer. Hopefully, we
won't have to wait for very long between now and further updates.

The City Scoop
All Lights are on (except one) at the City Scoop

Last Friday the City of Heroes Community Relations Manager, Alex von Minden aka
Lighthouse resigned. This isn't news to most of you, but the City Scoop was
already put to bed and it was too late to talk about the story then. We're
devoting some space this week to it because Lighthouse served a very important
role to those of us that have been here since the beginning of the Scoop. It
was his idea. Ex Libris and Lighthouse had gathered a small group of forum
posters in order to discuss ideas for making the forums run more smoothly. One
of the discussions, started by Lighthouse was an idea to create a sort of forum
digest or newsletter. It was something they had done for one of the other games
he had worked at, and he wanted to find a way to do something similar here. The
post was a bit of a lightning bolt, and it generated a lot of excited
discussions about just what we could do.
The idea morphed a bit, and has morphed even more since then, but at it's core,
most of the things suggested by Lighthouse still hold true. We try to make note
of interesting things happening in our community, and highlight some of the
best aspects of City of Heroes. Every step of the way Lighthouse and Ex Libris
have supported the project. Giving us space to work helping with ideas,
providing prizes for contests, posting the Scoop every issue, and even helping
us score some developer interviews every so often. I can count the number of
times Lighthouse has had to step in and put the brakes on something with one
hand. Admittedly we don't try to be controversial, but even so they could have
been a lot more strict about what we say and do.
This project has brought me closer to the game than I ever thought possible. I
think I can speak for the entire Scoop Staff past and present and say we're all
grateful to Lighthouse for getting the ball rolling and giving it a gentle
nudge every so often to keep it bounding along. I hope he's proud of the work
we've done, and I hope he can look back on all the help he's given us fondly.
For my part, I'll say that the name Lighthouse was particularly apt when it
came to the Scoop. You showed us the way, and we plan to keep going even though
you're no longer in sight. Thank you Alex.
From the Editor-in-chief
Lighthouse, I know we had our moments of disagreement, but I've respected
everything you have done for these forums. I have been here through many
different community reps (CuppaJo, Cricket, Ex Libris, and yourself), and will
likely be around for a few more. You have brought many a smile on my face, and
an equal number of "What is he on?!?!" exclamations. Your presence will be
missed.
To use a nautical term: I wish you fair winds and following seas.

West Coast Servers City of Heroes servers will be down from 5:30 AM to 10:00 AM EST (2:30 AM to 7:00 AM PST) for maintenance.
Champion, Guardian, Justice, Protector, Virtue, the Public Training Room and the Closed Beta Servers will be offline during this period.
In-game Transactions such as Character Slot purchases/redemption, Character Rename, Character Transfer, and Character Respec purchases will also be offline during this period.

Dear Members of our Press and Independent Journalists,
The struggle for our Freedom has continued to wage fiercely on the ground in all major cities and countrysides. All available super-powered beings have been called into action.
Members of Hero Corp have called up all registered Heroes, and many of our known contacts and agents from the Villainous forces have also by their own volition joined side by side with our Heroes to hold our defenses.
We are continually hopeful that we will be successful in our endeavors but in the end the outcome is still unknown.
At this time we are asking for you to help to capture stories, photographs, film footage, and any historical or newsworthy data. This information will be archived and protected by special operative agents.
I would not ask you to risk your lives to gather this information but preserving our historical records is critical. Our Star Strider Forces have been very successful in our offensive attacks and we are now engaging Rikti everywhere.
We need you to be our eyes on the ground.

Greetings Players,
Palit and AMD teamed up with City of Heroes to do the 'Create a Character' costume contest. Hundreds of City of Heroes players sent in submissions to be judged and we narrowed it down to 8 candidates.
The final judging was up to our Heroes and Villains from the City of Heroes Community and the results are in...And the winner is....(drumroll) Swiftwing from Virtue
Congratulations Swiftwing you will be receiving a City of Heroes themed gaming rig from Smooth Creations.
Now our in game server contests are not yet over. Some of you may have already had a chance to see Ex Libris, Niviene, and ATI Agent Ruby on your server doing a server wide costume contest.
We will be announcing the 11 lucky winners from that event next week, but in the meantime stop by some of the server forums to see the picture galleries that Niviene has been creating from the screenshots we have been taking from in game. We still have a few servers left so keep an eye out on your broadcast screens for our message.
Also until December 1st, ATI Agent Ruby will be on our server forums answering questions about ATI/AMD Products.

In order to get a more targeted and specific feedback about the base changes we are asking the following core group of players to weigh in on this topic. If you do not have access to making base changes or do not have experience within this system this feedback thread should be kept for those that are experienced Base Editors.
Main issues to weigh in on are the following as well as any additional items that are currently in the sites of Issue 13 (this is not the time to roll out suggestions, etc. that are not currently under design scrutiny.)
