Regen was overpowered for about 16 months tops. SR has had the ability to trivially hit the softcap for three years. And SR wasn't exactly hurting in the Perma-Elude days, even if Instant Healing was the bees-knees.

Someone may have already mentioned this, but Everquest is still going, even though its sequel Everquest 2 has been out since 2004. Hell, they're already in development on the next Everquest.
The only thing that's going to shut City of Heroes down is if enough of us stop paying for it. -

Seriously, even if Castle took Shield Charge out of the game and replaced it with a power that summons a portable generator to charge your shield's batteries, the set would still be remarkably powerful.
As for what to do with Shield Charge, I say leave the small radius damage alone and go ahead and lower the splash damage. That's fair. If the power is doing to much damage it's doing to much. Sure that doesn't stop the power from being great against a single (or few) target(s) because of it's super DPA, but I don't think the powers team should butcher the power when it seems to be doing fine in most situations (otherwise, why would it take a post like this for Castle to check his work). -
Don't see it happening, but I would love it on some of my characters.

Shield is not a problem until you add at least moderate levels of IOs. You know this. Everyone posting knows this. Shield is an irate god with IOs. That's all this is about.

Most cold attacks have a smash component so roll against S/L def as well, the same is true for fire melee attacks and some ranged powers (fireball).

While I would certainly echo BillZ's comments, I would encourage the OP to consider investing in some of the uncommon and cheaper rare sets. Stuff that you won't find in the "purple builds of doom" you see on the forums.
You'll often get some basic set bonuses and you'll get significantly better basic slotting percentages in most defenses and attacks.
For example, let's say you're slotting an attack with one acc, one recharge, one end, and three damage. Not a bad slotting at all. But you can get almost double the acc, end reduction and recharge all while keeping max damage and getting some basic set bonuses. You can even get a proc on some sets which is just free damage. For example, Mako's Bite is a very cheap rare set. Any high level should be able to afford these sets. -

prior to merits the only way to get those sweet Pool C drops was run TFs. Every player who ran a TF got a roll, and I doubt many people did anything other than roll recipes.
By monetizing those rolls the devs undermined market supply in a few ways.
Some folk, like Toast, don't bother cashing their merits in. Some folk, like me, don't have the time to run the lucrative TFs are so are largely removed from the Pool C lottery. in the old days I could run a Katie now and then and get a roll, now I don't bother. Some folk who can earn merits efficiently save them up and buy the specific recipe they want, circumventing the market entirely.
I find the old system of the game generating drops efficiently and the market diseminating them efficiently much more elegant and much more fun than the current hybrid mess. -

I for one really hope this will happen somehow, because IMO it would help break the 'gotta have em all' mentality that perudes some of the badging community. Perhaps there coould be a contact that could be accessed to attain such a badge, for a 'promise' that the toon wouldn't ever switch. The tech for removing badges would need to be implemented though. I dont know if this is possible.
My badge-toon will be switching, but for concept reasons. The badges will be a happy side-effect.

I've never slotted those powers for resists. I've almost always used them to further layer defense.

My guess is that they'll get semi-new pools that look similar to Brute pools.
Of course, if we can ply Castle with enough liquor long enough, maybe we'll get Dominator Pools.

No and I don't think the game is set up well for it. As intense as inflation already is in City of Heroes, I think that folks will have to bite the bullet on this issue.

The issue is Seeds of Confusion is far too good, and really should have a more appropriate Recharge time and lower duration (since it's an AoE with the same duration as the single target Confusion power Illusion and Mind get). This very reason is why my DP/Elec Blaster will make it to 50. The set is maddening sometimes, but it's still fun IMO. Paired with a decent blapping secondary, I can take down bosses before they can take me down so I'm OK with the set.

That's not true. It's more correct to say that people need at least a MINIMALLY competent build. I would say that if the majority of players take and USE their sets principal powers, you'll do fine.

I don't know what's up with those crazy Broadsworders. I tell them "Yeah. Animations. Yours. Suck." but keep getting responses like "it's brutal" or 'Piller of Pain'. *shakes head* The only thing brutal I'll openly admit about BS is the orange numbers...and even those, over time, are overshadowed by faster sets like Claws and Katana.
As for DP, when they improved Piercing Rounds, I was completely content with the set (it's my favorite power)^^
Broadsword animations are paragons of comeliness. Broadswords are weapons for persons of substance and they simply shame the flowery vainglory that is Katana and Claws.
