  1. My villains are packed and ready to go.
  2. This reward is fail. Can we at least throw in a respec or a Hero/Villain merit or something?

    Sorry I missed it. Will whine over there. Just going to buy some cheese before I head over.

    Thanks for the heads up.
  4. 10% bonus prestige? That's it?

    Sad lizard here. Can we at least get tossed a free respec or some merits or something. How about 1 of those Hero/Villain merits that Ghost Falcon talked about?
  5. EvilGeko

    So... Stalkers.

    Suppressed while in Hide or you could just turn in on in crowd. It would add a choice. Choices are good. Maybe you want to Scrap right now. Maybe you want to Stalk. Your tactical choice.

    The illusory ninjas is a bit out there I gotta say. As a Naruto fan, I can see that as being cool "KAGE BUSHIN NO JUSTSU!!!" but pets on a stalker just seems wrong, imo (no I've never taken a PPP pet for a stalker)
    They aren't pets. It's a control power. They do no damage, just taunt. Just like in Naruto, they would distract an opponent so you could sneak up behind them and AS them or something.

    And point # 2 and 3 just won't happen, as it would eliminate the need for placate. Hide and AS are already given, I don't quite get it....
    Placate would be a 100% chance; this would be a proc.

    The Hide and AS would be inherent power like the Kheldians get Flight/Teleport.

    NEVER. GOING. TO. HAPPEN.

    Think small, simple things.
    A small list of things I was told would never happen:

    Loot;
    A way to earn additional respecs;
    Flashback;
    MoG getting buffed;
    Side-Switching;
    Market-Merge.

    I could go on, but I think big and argue for big.

    So... Stalkers.

    I'm going to go in a different direction with what I would do:
    • Lower the activation time of Assassin's Strike to 1 second;
    • For all Stalker ST abilities add a 20% chance to proc the hidden state for 3 seconds;
    • Hide and Assassin's strike become free inherent powers of the AT;
    • Broadsword gets Whirling Sword back; Claws gets Spin back; Dark Melee gets Dark Consumption; Dual blades gets Typhoon; Electric gets Hand Clap (lol); Energy Melee gets Whirling Hands; Martial Arts gets Dragon Tail; Ninja Blade gets the Lotus Drops; Spines gets Quills; Kinetic Melee gets Repulsing Torrent (rofl)
    • Dark Armor gets Death Shroud; Electric Armor gets Lightning Field; Energy Aura gets Dampening Field; Regeneration and Willpower get QUICK RECOVERY!; Super Reflexes gets Lucky;
    • Ninjitsu gets Illusory Ninjas (Three indestructable ninja illusions pop out and start attacking mobs, the illusions do no damage, but they do taunt on each attack)

    If people are looking to improve the hero Respec Trial, then it's a good idea to avoid daydreaming about the old days. Many of us did not enjoy the old days and would not want to see a return to that.
    I remember when the respec trial was first put on the test server. It was about TWICE as difficult as what went live which is about twice as difficult as it is today. I had a bad build then. I remember the struggle to keep up with those spawns of Sky raiders. I remember having to get together a well-balanced team who had to pay attention, target through the tank, and give it their all.

    When we beat that really hard raid (after three attempts), it felt as epic as just about anything I've done before or since (and there's a lot of stuff after that). That I remember this from 5.5 years ago shows me how great that challenge was.

    I think the devs made a mistake in lowering the difficulty of the trial too much. It's far too easy. People with bad builds need to build a better team or use their alt build to create a decent build to do the trial. It's good to have consequences for failure.

Neither PvP nor PvE is about a single attack hitting hard, so the fact that Katana can generate better performance over the short term, the long term, and against multiple enemies means that BS isn't really a PvP set either: it's simply outclassed by Kat in everything except for the aesthetic of "smash".
    People you PvP with stand still and let you work through an attack chain? Serious question. I tend to think you make sense much of the time, but no PvP I'm aware of values sustained DPS over 1-2 shot bursts.

    They did show the new costume sets. But I could have sworn we've seen those before.

    No, sorry. They weren't substantive, there were of the vein of, "This is awesome."

    Like I said, these were just some notes plugged into my Blackberry. I expected someone to have posted a video by now.
  15. I haven't seen anyone post anything from the Comic Con panel, all I did was take some notes, but I thought I would share:

    Panel Included (in order they sat left to right):

    Brian Clayton - Grand Poobah of Paragon Studios
    Matt "Positron" Miller - Lead Systems Designer
    Melissa "War Witch" Bianco - Lead Designer
    Jesse “Ghost Falcon” Caceres - Producer
    David "Noble Savage" Nakayama - Lord of Art

    Bulleted points:
    • Brian Clayton introduced panel
    • Over 80 people work at Paragon Studios now; a picture was shown of their cubicle farm. It was either a fun place to work in a Northern California way or an oppressive sweatshop led by an evil Tyrant
    • They talked about the issues from the time they took over from Cryptic (Issue 14-17)
    • Over 10,000 beta invites for GR have went out;
    • The devs put up a selection of positive comments from beta;
    • Positron stated that Praetoria has content for levels 1-20;
    • Devs showed Vidoc #2;
    • Positron admitted he mispronounced Vigilante on that video
    • Devs stated that Going Rogue mechanic begins in Praetoria for characters that start there, but "more advanced" (their characterization) begins at level 20;
    • The devs described the GR system;
    • War Witch mispronounced "melee" and blamed it on Mother Canada, Steven Harper has introduced a bill with strong conservative support to revoke Ms. Bianco's health care;
    • Positron talked about zone events and gave the example of helping or hurting a group of protesters.
    • After the panel, I asked him if Incarnates were connected to the zone events, he said yes.
    • Brian Clayton asked the panel about City of Heroes2, they in unison chanted the official line regarding that;
    • Clayton asked Positron to address the removal of the Alpha Slot from GR. Positron stated that he wanted the slot to be more "fun" and when it returns will have more features than the beta testers saw;
    • War Witch stated in response to a question that Praetoria will expand beyond what will launch in I18. She would not commit to the specific form that change would take;
    • Finally, the devs stated that existing characters can enter Praetoria via Pocket D.
  16. Not going to the meet and greet, but I am planning on heading to the panel and booth.
  17. Is this really a problem? Unless you have over a hundred characters with 2B sitting on them a piece, bank alts on different servers will do you well.

    And if you do have hundreds of billions of inf....why do you care about a few billion here or there!
  18. Illusion/Rad (colored white)

    Rad/Rad (colored white)

    Energy Melee (colored white)/Invulnerability
  19. KB in City of Heroes is overused. In my opinion, no minion (or indeed any class of villain lower than bosses) should have any knock effects. If KB was something that you didn't have to worry about every Tom, Richard, and Harry using, then every single meleer wouldn't feel the need to have KB protection.

    I also feel the same way about most other control effects. Control effects from mobs should be short and relatively infrequent. If you had did that, then even things like having your status protection root you could be OK.

    As for players, I'm all for KB, but again it should be sensible. Melee KB should be of the same character as critter KB: infrequent, dependable and meaningful. I love Power Thrust in Energy Manipulation because you know it's going to occur, and it's only one power that you don't need to rely on for DPS.

    As for ranged KB, I think that it should be more dependable and less frequent. One or two powers having guaranteed KB is great. Having multiple powers with KB as a variable effect sucks.
  20. I've soloed a couple of AVs with my Widow. As for my PB, I really want to get her to the point she can, but my extreme hatred of melee KB keeps me from leveling her.

Totally random, but of course with a very small chance for the good stuff to drop. This would remove Influence from rotation, which reduces inflation. By adjusting the cost of the random rolls the devs can adjust the inflation rate as needed.

    In-game I would present this as high-risk enterprises which characters can invest in. Some examples:

    Magical Rituals. You cooperate with The Midnighters in performing certain rituals to enchant items, contact and barter with various entities or investigate new magic. You will gain one piece of random magical salvage or a random recipe.

    Super-science. Same as above but you help Portal Corp investigate new materials and form new scientific theories, explore other dimensions, and trade with them. You will gain one piece of random technological salvage or a random recipe.

    Villains would have similar options but they would probably work within the framework of Arachnos, or possibly with the Circle of Thorns and Crey.
    The problem with this is that a random roll for inf would have to work out to be somewhat better than buying at the market or people wouldn't do it.

    Personally, if I were to create a money sink I would:

    Sell T3 inspirations (they would not be cheap)
    Directly sell a small number of unique recipes. They wouldn't be the same recipes as the drops, although they might be functionally identical.

    Ex. a 3% def IO that would go for 250 million influence.

Except there, average interest rates on deposits was around 5%. Here, it was about 1%. And those were not introductory rates either.

    When I got back I asked around to try to figure out how that kind of potential arbitrage opportunity could exist and could possibly be sustainable. Especially since it couldn't be an isolated phenomenon: it had to reflect a fundamental discontinuity between the US economy and the European (or at least British) economy. What I was basically told, by the smarter people, was that it wasn't sustainable, but they had no idea what would "collapse" the situation.

    Of course, now we know.
    True story, a friend of mine and I used to work in a job where we regularly saw the types of financial instruments that did lead to the the mess we got into in 2009. I believed then, as now, that financial and economics literacy is a necessity. Unfortunately, as my friend pointed out, even if people know better they don't always act rationally when it comes to money.

    The truth of that statement has stuck with me for years.

This is in a world with people who can read minds, see through walls, predict the future, etc. It's utterly absurd to think there could be an open pipeline of goods flowing through Went's to and from the Rogue Islands without anyone knowing about it. Once discovered, the company would be shut down, permanently, no saving throw. (Not necessarily by the government -- what do you think e.g. Manticore would do if he had solid evidence Went's was dirty?)
    Basically Wentworth's is an arms dealer is what you're saying. Wentworth's the corporate entity would not be shut down. If some of its managers are dirty they will be fired, indicted and sent to prison for illegal arms sales. Wentworth's the company will be fined by the government and then get back to business.

    This is how it works with RL manufacturers of goods that can be used for/as weapons.

    So why can't we just assume that every once in awhile, Wentworth's has to clean house? A few people go to jail, they have to sign a corporate integrity agreement, and a few years down the line, it happens again and the process repeats.

    And you're assuming that just because people KNOW that some of Wentworth's goods are dirty that they can PROVE it. The devs just said that they can't. The lawyers aren't just going to stand by while you shut down a legitimate business because Sister Psyche said she read someone's thoughts.

    There is no provision in the Federal Rules of Evidence for the admissibility of telepathic evidence! Or evidence obtained via X-Ray vision. And even if there were, such evidence must be obtained legally or it would be inadmissible in any event. So there!

    No, it's because your opinion doesn't make sense.

    It's based on fear of people who enjoy the market game without a thorough understanding of what makes the market game possible.

    The larger the market, the harder it is for market players to control conditions. This isn't an "opinion" in the sense that "I like ice cream" is an opinion. It's an opinion based on study of economics. More market participants limits the ability of any one person to exercise market power in an segment of the market.

    Here is a really basic explanation of what I'm talking about:

    http://www.investopedia.com/universi...economics6.asp

    More people participating in a market, which we get in a market merger, hurts the market players abilities. It makes it harder because they have more competition in the now combined and larger market.

    I know you're going to say something along the lines of the evil marketeers will foul this logical system up, but it just doesn't work that way. Marketeers don't control this market. They never have. Market players can affect short term price disruptions, but they are VERY easy to break up assuming enough supply is created.

    A market merge helps ensure that we'll have enough supply in the total market to ensure that it's harder for folks to manipulate.
