I'm kinda hoping Hybrid is something like a tertiary powerset that's different for different ATs.
So like Blasters would have something like:
Dominion Hybrid - 4 Control Powers (ST Hold (T1), (T2) ST Sleep, (T3) AoE Hold, (T4) Controller/Dom pet)
Immortal Hybrid - 4 Armor powers (Melee Defense, Ranged Defense, AoE Defense, Clicky personal status protection)
Succor Hybrid - 4 Buff/Heal powers (Some collection of buffs/heals)
Decaying Hybrid - 4 Debuff powers (Some collection of debuffs) -
That story is funny. But we could have it worse.
There's a game that had a raid where EVERYONE on the raid (24 players) had to ensure that their power stat (endurance here) stayed EXACTLY between 60% or 20% or it was insta-wipe.
While that game is orders of degrees harder than CoH, even the devs there had to fix that. -
Depends. Some characters I know the powerset combination I want to play so I write a story around that. Others a concept or costume or whatever strikes my fancy and I'll pick powersets that make sense.
Neither come first IMO, because they aren't ever mutually exclusive for me. Some folks have these extremely narrow concept which don't permit this or that power. I don't do that. The powers are part of the story of the character. -

I agree with Sam. Most of these powers should be modified to fit the new game reality. Especially Devices which is by far the weakest Blaster secondary. I would even go farther and say that Rest should have its recharge, debuff and activation time removed entirely. Leave the interrupt. Having spent the last couple of weeks in a galaxy far, far way, I have really come to an even stronger belief that balancing around downtime is a dumb mechanic.

Those seven tasks were added to the game slowly from Issue 1-Issue 15. Or approximately five years of time. It's just that they had nothing to do with Incarnates at the time, of course.
Now let's look at the upper tier components. They come from:
Lambda trial
BAF trial
Keyes trial
Underground trial
TPN Campus trial
MoM trial
No wild card like with Alpha, but it's not needed since you can pick components. Also, you have a chance of getting rares and ultra rares from every run of the trials, where with the Alpha-exclusives you must use the WST process leading to a minimum of about three weeks to an ultra rare.
The six tasks at issue were added from April 5, 2011 to December 6, 2011. Or 8 months. Or approximately seven times as fast as the Task Forces were added.
With the exception of the UGT, all these trials are quicker on average than the Alpha-exclusive tasks. And now the UGT gives you a guaranteed rare/VR as compensation. Besides the component at the end, the trials give two kinds of Incarnate merits which can be used for most everything reward merits can be used for plus. In addition, you get BOTH, where with the Alpha tasks you have to give up your reward merits to get the components sans WST.
One of the reasons that I don't even post as much anymore is statements like the person I quoted. The trial system by any objective measure is more rewarding, the tasks are faster to run, more casual friendly, and content has been added MUCH quicker than the Alpha system. The Alpha exclusive system is good, but the trial system is quite simply one of the best endgame progression systems I've seen in any MMORPG. -

Hide replaces a utility power, not a mainline defensive power, same with the misconception that 'you lose an attack to get Placate' when what is exchanged is Confront, not an attack.
The main utility power in Invulnerability, IMO, is Tough Hide. That most likely would be dropped to make room for Hide. Invincibility may be replaced with a new toggle, balanced for Stalkers for the lack of using a scaling +def/+ToHit power as well as the +def/+def debuff passive that was dropped. And in all honesty, you don't need a +def toggle and a +def passive that protects against the exact same stuff in the same set. It'd a redundancy that is the ripe for replacement.
The could go the extra mile and replace Unstoppable with some other power, like a short duration moderate resist (slottable to 75% cap) with regen and recovery buffs rolled into it...crashless of course...
Since Invincibility would have to go in any event, that's a perfect place to put a more general +defense power. Even if that were not Hide, the devs would more likely combine a couple of the passive resists instead of removing Tough Hide. Because however redundant it is to have two +defense powers that protect against the same things (I question that logic since that's the entire structure of SR) it is much more redundant to have THREE passives resists which do the same thing as TWO toggles. -

If a power has to be moded, let it be Invincibility. It'd have to be changed anyhow with the aggro aura it puts out. Let Invinc be modded into the stealth power. Provides a big boost to defense when hidden and a smaller boost when out of hide. -

I'm in the same boat, but Incarnates is too juicy for me to pass up. The 550 points a month is gravy.

There is a base item called an empowerment station. There are crafted (base crafting) versions that are better. The empowerment stations allow you to use salvage to give yourself temporary buffs like minor energy resists or KB resists or debuff resists.

Galaxy City destroyed. The heroes were all derp derp while Recluse knew it was coming and even prevented the heroes from knowing about it.
Issue 20
BAF: geared towards villains. Killing mental patients isn't heroic. We must be killing them because they are explicitly not able to be controlled or contained.
Mortimer Kal Strike Force: Gives villains a perma-temp power and a Notice of the Well.
Heroes Sutter TF version gives them jack squat.
Issue 19
Vincent Ross' arc has you being powered up and taking on an army of heroes.
The counterpart hero arc clearly had less work put into it, no temp power and a recycled Faultline villain brought back to show heroes failed at bringing him to justice in the first place.
Issue 18
Fort Trident and the Crucible added. The villain's Crucible is a populated, cool looking map full of Easter eggs and in jokes where villains are praised by the NPCs. Trident is a stark Longbow base where heroes get to watch the Freedom Phalanx quarrel.
Winner: Villains
Issue 17
Villains get the clone epic with MacArthur and Silmon, arguably some of the best solo content in the game to that point.
Heroes get threatened and dissed by Agent Nance and his army of ninjas. Until the rewrite where he became a passive aggressive sycophant. Again, the villain arcs introduced are arguably much superior to the counterpart hero arcs.
Issue 15
Reichsman TF: Villains get a cinematic in their TF and heroes get to clean up the villains' mess. Villains get to channel the power of the Inner Circle while heroes get a drawn out beat down on a sack of HP and a bunch of NPCs who logically have no place showing up to help Reichsy.
Issue 13
Cimmeroan arcs. Again, the arc is about villains going out an doing stuff while heroes are almost purely reactionary and are just there to clean up the mess. Villains get GW in a thong and heroes get Daedalus.
Issue 12
VEATs versus squids.

Yeah, villains get no love, except that they've gotten the better deal whenever there's been comparable blue side content or feature added for the past 10 issues. Villains get the better arcs, they get better stories, they get more rewards and heroes get useless glowing lobsters.

On the subject of SSAs; those are free alignment merits. The story is absurd. OK, we're taking an unarmed civilian into hostile territory. We are equipping her protectors Manticore and [hero] with their standard hospital teleporters. But despite have the technology and knowing full well the extremely high likelihood the whole thing is a trap, we don't give Alexis a teleporter. We don't have a hero guarding Alexis who could put her into a force field or other protection despite the Phalanx having a Force Field Controller on staff.
Basically, the SSAs depend on heroes drinking the stupid juice. Hence, I run them as quick as I can, then run SSA1 every week for the A-merit. -
To add on what Olantern said, if your PB is at capped resistance and has a bit of defense, they can probably take a few air strikes. Playing in Dwarf form isn't the most fun for that fight, though, unless the PB is adept at teleporting.
The team you're using is a bit light on defense unless they have very strong Inventions builds, so consider getting using temp powers like Kinetic Dampener with a luck or two. At least during the time you're fighting Primal. -

I've spent the better part of this week in Coruscant, Tython, Korriban and Hutta. But City of Heroes is my heart. I'm subbed through 2013 for goodness sakes. But I've always been a two MMORPG guy, so for now it's CoH and some other game taking place a long, long time ago.

Person34 said it best. I have both a Bane and a NW at level 50. The Night Widow is overall the stronger character. But the Health thing is a major bummer. My AV soloing is hampered by the occasionally lucky shot an AV gets through.
