Note the bold red part. That part's still true. Over the course of 2005, the devs have systematically nerfed Regen over and over. Yet, still people complain it's overpowered. Why? No downtime. Even if a Regen just barely survives the fight, within seconds of the fight ending they will be at full health and endurance.
That's the rational reason they might do it.
But they other reason is that they might figure that Regens just don't need it. That's why they took it from Stalkers. Their stated reason was that Stalkers had less toggles than before AND ED although it wasn't mentioned at the time. They might just get up one day and think it's unfair for Regens to have an endurance recovery buff at level 4. -

Why can't you see it? Seriously. I will admit that I underestimated the devs' capacity for nerfs. I always Expect More Nerfs ((c) EvilGeko 2005), but I really didn't see ED coming. I really didn't think they could surprise me after I5, I was wrong. -

Nerf it out of existence like with Stalkers. No reason to believe that they won't do it eventually. For 4 out of 6 issues Regen has seen a major reduction of power. No reason to believe they are going to stop. -
Well at least Quick Recovery dodged Issue 6.

You're probably right. I finally settled on an ED compliant build this morning. I was hopeful and happy. Ergo, given the balance of the universe Geko is sad and must nerf Regen until he is happy and EvilGeko is sad again. -

I'm not sure they were going to make the CoV launch, Issue 6, but it's so major an update, it kinda needs it's own issue name. That and people were referring to it as Issue 6 anyway. I like the name honestly.
Now I'm not complaining about this, but it's interesting in that this is the first issue that requires a purchase to use all features in the update. I wonder how that will be received. -

So we'll be using 13% less end per second, but we'll be regening about 25%(ish) less end per second (going from six-slotted stamina to 3-slotted stamina). Net 12%(ish) nerf.
And while it helps a little, the Defense & Recharge nerfs are the biggest issues here. Try fixing those first.

Most people will be regenning 16% less endurance from Stamina, assuming you still three slot it. Now here's a fun fact for you. If you six-slot Stamina, you'll be regenning 13% less endurance. Wonder where they got that number from.
So the Stamina nerf is pretty much rolled back. Now it's time to work on the other things. -

My BS/Regen guide will be updated the day this hits the live servers. I always wait to see if there are any last minute changes.
In general Regens will do OK. You won't notice that much of a change in Regen, although the slotting will be wonky and counterintuitive. Other min-maxxers on the boards have stumbled upon things close to what I'm going to suggest, so it won't be much of a surprise.
I'll tell you though, the Stalker loss of QR makes perfect sense now. I don't want to get into trouble by saying more, but I'm even considering picking up CoV just so I can complain on the boards about how they gimped a whole AT pre launch! -

There have been a lot of posts about which Defense powers stack with other Defense powers; some of this has been accurate, but some of it hasnt.
Seemingly, we lost sight of a basic principle of Design: players shouldnt make uninformed choices. Namely, some buffs had no effect on a player if he had certain Defense powers active.
Intuitively, a buff such as a Force Field should provide protection to a player whether he is a Super Reflexes Scrapper, an Ice Tanker or an Invulnerability Scrapper/Tanker.
As a result, we went through ALL of the Defense buffs in the game and ensured that they provide a benefit to players, regardless of build.
This means that every Defense buff WILL stack to some degree with a players defenses, regardless of his power set.

The enhancement diversification ( a BS name if there ever was one) is scary. They posted it on the boards here.
Regen is Fokking screwed. We were talking about a DP or QR nerf; hell guys they decided to NERF THE WHOLE FRIKKEN SET.
No numbers as yet, but just based on the description:
1. An about 10-36% reduction in Regen rates (pretty wild guestimate)
2. No perma Dull Pain (darn near a lock)
3. No Instant Healing 1/2 the time (3 min downtime for teh win!)
4. A LOT of downtime in MoG (So what?)
5. Reconstruction now the set's most potent defense by far. That should tell you something.
