Firstly, the problem with the roof:
1. It doesn't stop ambushes.
2. It doesn't separate Rommie far enough from the Healing Essence to stop him from getting healed.
3. He starts sliding down the pitch of the roof because... THE ROOF IS PITCHED! Then he falls off and we get all sorts of agro.. you know, from three EBs that are now also getting healed by the Healing Essence.
4. Because of the A frame roof, guess who gets separated in the Line of Sight from Rommie? Yep, the Healing Essence. Which is often harder to kill than Rommie.

This gets done dozens of times a day on Justice. I've used this strategy over 100 times. It works. It works because, by going straight to Rommie and killing him on the roof, you can kill ANY 300 traitors you want (Primarily by flying/porting to the towers after clearing the courtyard) You have to fight many less EBs, and it's a hell of a lot faster. -

I'm wondering how much customization, we're really getting? I don't doubt this is a possibility, but it seems a bit premature to worry about. Also, I'm not sure that the generic "griefer" is really going to be that much of a problem. Because I can see "pink avenger" characters being completely true to a heartfelt concept.
All that said. I don't object to a way to cancel buffs, never have. -

I'm very happy for all the proponents of power customization. I can't say it was ever high on my priority list, but then the devs exhausted my priority list when they announced Going Rogue.

If you can port into range of Rommie before he turns into NICTUS ROMMIE!, then you get bugged version of regular rommie who you can slap silly as he has no support and IIRC no attacks. -

On one particular ITF, the leader had the idea of all of us landing on the roof on the building behind Rommie, without touching any of the Cimororan traitors or 5th Column beforehand. Rommie and his fluffy bunnies were pulled up to the roof with us and we managed to defeat him from there. The ambushes were a little less coherent for having to jump up onto that roof, so that made them easier to deal with.
The leader said he always did it that way. Since it seemed to work, I was not about to complain!

However, why they can't boost them up to give the enhancement value of a lvl 50 generic IO, I don't know :/

They already offer more bang for your slot than anything else out there:
Level 50 single aspect IO = 42.4%
Level 50 double aspect IO = 26.5% x2
HO = 33% x2
Edit: I would support them not being reduced while exemplaring, though. I think that's fair for "raid loot".

Purples provide a similar enhancement with two attributes and they have the potential for amazing set bonuses, that (as Catwhoorg corrected me) you don't lose while exemplared. -
Reconstruction does not benefit from +heal bonuses. It's a long-standing issue having to do with it's additional toxic resistance. On the bright side, Reconstruction's heal also cannot be debuffed, although I think that's really only a concern in PvP.

The point stands. Tame their regen rate. To nothing if they're going to have upwards of 20K-47K HP.
IMO, I would much rather my team have a much more interesting fight against 8 EBs with different powers than one against an AV. I love doing the Mender Lazarus' TF in Ouro for just that reason. It's me, Nosferatu and Burkholder against an equal sized team of EBs. It's a frantic fight, where each villain (or hero for the PC) stands up to the random mobs and three equally strong opponents.
It's fun and it doesn't feel like a cheat. Most AVs feel like a big ole bag of HP and absurd damage. -

Broadswords are a more general class of weapon than Katanas and so there's more room for interpretation. -
HO = Hamidon Origin Enhancers
SHO = Synthetic Hamidon Origin Enhancers
Both of these enhancer classes are intended to be end-game loot at least facially comparable to ultra-rare enhancers. My basis for saying that is that the devs treat HO/SHOs similar to ultra-rares in that they will not allow them to be purchased via random rolls with merits or tickets and they cannot be outright purchased with merits.
There is one other similarly situated class of enhancer: the PvP sets.
Both ultra-rares and the PvP sets provide substantial basic boosts not subject to exemplaring. In addition, the invention sets provide sometimes incredible set bonuses.
By contrast, HOs/SHOs provide even-level SOs boosts to two or three attributes. And such boosts are subject to exemplaring. This does not appear to be fair. Originally, HOs provided an enhancement value 150% of an even level SO (50% for Pool A, 30% for Pool B, etc.) HOs/SHOs were nerfed because even prior to ED, the devs thought that they gave too much of a boost for too little work.
The landscape has changed significantly. HOs/SHOs except in some very rare cases (Membranes) aren't generally worth the bother. ED won't allow HOs to take a character to the damage cap automatically. Other enhancers classes are vastly preferable in most cases.
Thus, I would suggest:
1) Returning HOs to 150% of the enhancement value of an even level SOs (and giving SHOs this treatment for the first time);
2) Not allowing HOs/SHOs enhancement bonus to be subject to exemplaring degredation. -

Once the heroes realize what they are up against and decide to organize and work together we'd have a good fight and my team of 8 villains likely would get overwhelmed. But those first few times when people just lunge at my armies individually we'd butcher through heroes by the hundreds.

I have a 50 Ill/FF controller and a 50 Cold/Ice Defender. While the Controller is awesome for teams, the Defender adds a lot more value in more situations than the FF Controller. -

Not uncommon, but not common. FOTM for defenders is Kinetics right now (and for awhile) in my opinion. -

OK the first mission of the Barracuda Strike Force (5th Column return) has 8 villains (with some Arachnos transport support) attacking City Hall in Atlas. Yes, of course, this is an instance, but could you imagine what would happen if 8 villains really tried this.
Ignore the drones. Besides Ms. Liberty, on most servers there would be dozens of heroes on site in seconds.
This gets replayed over and over in COV, but only once IIRC in City of Heroes, on the STF.
It got me wondering. Should those encounters be rewritten? Not necessarily to make them harder (although that might be the effect), but instead to add a whole lot of generic "heroes" (and in the case of the STF, "Villains") to the maps of missions where you attack opposite side zones.
So instead of dozens of generic PPD and/or Longbow, you have SpiritKnight and Starry Lass, etc. And of different levels too. Having a costume contest going on in a mission would be the height of immersion IMO. -
