It may be an oversight, since the Accurate To-Hit, To-Hit Debuff, Heal, and Defense Debuff sets were all added after the initial influx of IO's and DB's appearance on the scene.
Not saying you're wrong, since Scrapper/Brute Claws, Scrapper/Brute/Tank Dull Blades, and Widows could all potentially benefit from being able to slot those sets. -

Used to be the "Buzzsaw" build red-side, for Brutes, pre-DM adjustment. With the New DM, I see it being about as tasty. Shame I used up ElA with Katana... Too many alts.

Remember, you can only have 5 of any one set bonus on a character. All your bonuses including the 7.5 Global from your slotting in Evasion will not affect you.

While mine was a respec at 50, I did try to take powers so it'd be as exemp friendly as possible.I don't break Soft-cap for S/L until lvl 41 though.
You have better Endurance than me (.9 vs. 1.34 EPS for a passive recovery of 1.6 vs 1.29) and .8 better F/C resists, but that's the only advantages I see. I question Crane Kick over Cobra Strike, since they are functionally identical now (choice of 60% Stun or KB), and if you are looking for a build that'll exemp to 35, I wonder over Focus Chi at 47.
Unsure where to pulls slot from, mebbe the +Per IO in Invinc, and one from PP or Health/Stamina, but you may want to finish your 4/2 slotting on AS as well.
Aid Self may want an interrupt, unsure what your failure rate is on it.
Trade the level 50 Heal Commons for the Set Heals of Numi and Miracle. If ya got the globals, might as well grab the 2 set piece bonus.
2 Alignment Merits buy you a LotG: +Recharge at the level you'd like, or a KinCombat D/E/R. 1 Merit will get you any other KinCombat recipe IIRC. Can use the LotG's for slotting or selling to afford other things, while I'd recommend slotting the KinCombats. The 4 set piece bonus is double of Smashing Haymaker, so a full swap would net you 7.5% additional S/L Def, and put your total over 43%.

Here's my interpretation, even with flight as the travel power. Be warned, I have this build complete on Live excepting only the PvP Def IO and T4 Cardiac (running T3), and it still manages to hemorrhage endurance if I attack with EC>CAK>CS>SK or CAK>SK>CS>SK (2nd chain isn't gapless), so I'm popping blues like mad, but it's at least a start for what you may want to do. I am mostly sustainable if I'm just doing EC>DT>CAK wait for EC. And I'll hover-scrap sometimes, but found it's better for my playstyle to just get more mobs.
It is ridiculously survivable though... Especially compared to my only other 50 Scrap, Kat/Regen.

I personally find the healing aspect of Energy Drain to be completely useless and I remember when it didn't heal at all. I know the power is there for restoring endurance primarily, but I think it would balance the power set perfectly if the power were changed to mimic Dark Regeneration.

Yes, I'm not soloing AV's... but not every scrapper has to be able to do that to be decent. Scrappers just have to be fun**.
*He does have T3 Spiritual Alpha as well, so not STRICTLY SO's, but he's been on the current build longer than Alpha's been out.
**Fun: you enjoy hurting things with the scrapper. There are no "gimp" scrapper combos.

Low levels, I'd lean towards SotW, since until level 26 it hits for more than any other attack you get out of Hide/Placate (excepting Assassin's Blade of course).
However, once you get to level 26 or 32, and if/when you burn a respec, I'd swap SotW for GC, since it has better DPC (Damage per Cycle 'Activation + Recharge'), and is tasty for possible proc's since it is insanely quick activating and recharging. At that point, just use GD or SD for your non-AS burst damage/crits. -

Regen's mitigation is healing and regeneration. Yes, you will be hit more often than EA/SR/Nin, a little more often than Will, and about the same as DA/ElA. But, none of them have the ability to negate damage taken quite like Regen.
Different sets mitigate in different ways. While Regen IS viable for stalkers, it seems more and more that's it is not your cup of tea. Explore other sets, leveling is pretty easy nowadays, roll an alt, find a team, and beat up some stuff. Find out what works for you. -
