I'm not 100% sure on the END drains, but it's possible that the "Healing Delivered" system channel may announce the drains (I know it does for END granted to the character, such as from a Performance Shifter IO proc). -
Yes, we do, but at the time he posted (early morning US time), Victory is still fairly quiet. In my experience, the server tends to mostly get hopping around East Coast US 'prime time'.

I suspect that may be because it's a pretty specialized situation. I haven't seen a lot of people ask, "Hey, can you please provide me with a build that enhances my cone attack range(s)?" Usually it's something like soft-capping defense, upping recharge, etc.

Anything with mind control...the ability to contol others would lead to pretty much anything I want.

Also, not that "Gladiator unlocked" means you also earned a "Gladiator badge" relating to that Arena Gladiator creature. (There's a list available in your toon's badge drop-down menu in-game.)
Some Gladiators/Gladiator badges are unlocked by themselves directly; others are earned with no additional effort when a linked badge is earned.
Badge hunters generally seem to consider Gladiator badges to be full-fledged, earned, trackable badges.
One other note on Gladiator badges: they cannot be set as your badge title by directly clicking on the badge, as you can with other types of badges. However, using the "/settitle" command you can force the title to be set if you know the settitle number the badge in question is assigned (this works with any badge, but is required for using a Gladiator badge as a title). -

Note that you can still achieve more recharge (depending on your powersets) by using other sets. Even sets that give +7.5% recharge can benefit you (up to 5 of them, of course), because the Rule of 5 goes by the bonus' name, and the +7.5% bonus from LotG has a different name than that same % bonus from set sources.
So perhaps you can find some other options to keep your build alive. -

On a Scrapper or Blaster I may want additional defense.I think that covers my view as well. I do tend to look at what I can get on a character and see if I can max it up. For example I am amassing the damage increase on one of my peacebringers plus the increase to hitpoints. Perhaps I would add "whatever amuses me at the moment".
Set bonuses, in all sorts of combinations (and depending on your powersets/powers) give you a means to attempt to acheive these kinds of goals. -

EDIT: And before Rod "reminds" me that server transfers are free until the end of January, it just so happens that I'm not interested in taking all the trouble of transferring a toon to his server and then back, but I'm more than happy to help if he happens to be on a server where I can get one of those to him. And if he is willing to transfer HIS toons, then the server will be relevent in that conversation too. -

And yeah, I recall doing the Faultline arcs and coming across this set of missions. Thank goodness for all the helpful out-of-game resources (like the wiki!) and the great playerbase that's more inclined to help out a confused player rather than simply ridicule them. That's a large part of what makes this game so great! -

I also took the plunge and bought STO last night, and stayed up WAY too late playing it. If the tutorial and first mission afterward is any indication, I'm really going to enjoy the game.
I'm willing to give it a month or two and see how it shapes up. -

I have to make up my mind on a toon to level to 35 and leave there forever so I can roll in the 35-39 range. I already have a level 15 with XP turned off that I use to roll AE tickets. It's annoying, but it's the best solution I can think of right now.
