Same with me. I try to keep my main attacks on the 1-6 keys...easier to reach from WASD.

Sometimes I bind an attack to another key in easy reach (I have Frost Breath bound to V I think).

Tanker damage cap is 400% (+300% of normal) as far as I know. Don't think there is an accuracy cap, but you can never get better than 95% to hit, whatever your accuracy is.

100% and 62% are the figures for scrappers and blasters, the tank version would be less effective as it's a secondary power.

The figures according to Hero Builder are:

Firey Embrace: +100% Damage
Build Up: +80% Damamge and +50% Accuracy

I don't know, Captain Napalm is pretty effective in PvP.

I'd probably drop the damage enehancements from Power Thrust, it's pretty low damage and it's main use is just to knockback (which is very useful) and I'd swap the defbuff in CJ for a jump enhancement...the defence bonus is marginal.

I think that's the key point, AP isn't for everyone. I never took it on Empath until I got to level 50, and I did fine without it. But after taking it, I didn't want to lose it! (and now I can't)

War Crow is a 41 kat/regen scrapper, currently his missions are set on Rugged. My normal mode of operation is to select key targets or the highest level mob I can see in any group and trash them. Once I've run out of key targets, I just continuously hit things until nothing is moving. I almost never use inspirations, I have powers for that.
