actually thats is what I heard (guy I heard it from reminded me... literally just now).
I figured it was a typo or something for i20 to be in beta if i19 hadn't already been by now. 20 rather than 19 would be an odd typo, however (both hands have to have messed up).

but you're still sacrificing the optimum attack chain to gain that defense.
This is my km/inv/soul that uses a recharge intensive build rather than a defensive one.
the standard defenses and resistances are more than enough for the sort of gameplay I do (+2x8 at most, generally).

The same for my katana/regen. I'm actually considering mako for water spout (for teh lulz!) and hibern00b for extremely bad situations.
I'd rather not rework my entire defensive build into a recharge build that's almost entirely dependent on Smeld. 20% r/a and 45% m (with 1 DA) is already good enough, I'd rather have mitigation in the form of a tornado throwing things everywhere, personally. -
Yes, i19 will bring fitness to inherit powers. If you already have it in the pool, you will remain unaffected until you respec, at which point they will be removed from pools and put into your inherit section.
I'd wait for the respec, unless you're using the freespec from i18 anyway, then it doesn't really matter that much, unless your entire build will change. If it's otherwise staying the same (not moving slots/ios around) then it should be ok to go ahead and respec.
If you use mids, the link in my sig is the i19 patch that moved fitness.
As far as when i19 is coming... I missed that one, and have a terrible sense of monthly time. Although I think I heard that super closed beta has already started, so it can't be too far in the future. -
Have you considered a heavily recharge/recovery focused build that utilized shadow meld to take care of your defenses (while also helping fill your psionic hole)?
I think it's at least worth making a build to compare against, unless you absolutely don't want to deal with the cast time of Smeld (or something). -
The only real gain out of 4 slotting performance shifters is the hp set bonus (which as a regen you shouldn't need). The recovery set bonus actually equals out the loss you'll have relative to the straight enhancement value you'd be getting from using just 3 enhancements (perf proc, perf end, 50 end IO).
in other words,
3 slots: higher enhancement value
4 slots: lower enhancement value + set bonus = 3 slots (almost equal to)
4 slots gets you some hp.
Just go with the 3 slots. you don't need hp set bonuses. -
That's actually another method I'd used on the older comp, FMP. Either with mids flipping, or notepads (or both).

On my last computer, I had something close to 450 builds.
These are the only ones that I kept after switching hard drives. I build a lot. I can't help it.
Most of them are specs I've had, or will have - not just fake builds I do in my spare time. These are actual characters I have had and how they've changed over time. -

As for the build... yes, that's one of the worst wastes of good IOs I've seen in a while. It makes me sad to think that some people might even think that's "good building."
You say it's not yours, so I'm not bashing you, but even presenting the thing in general means you either didn't look at it at all, or didn't care that it has *very* obvious faults.

To the OP again: Regardless of the build being yours or not, when garbage is posted on these forums, regardless of why, the general feedback will be negative. Hands down. Don't take it personally, but we see these sort of instances more often than you might realize, and it's more or less always the same discussion that follows. -
pvp rules are silly. I'd forgotten about that, too. Honestly, Shraks might be a better mastery to take over weapons, but I 'm not really even sure anymore.

How this pvp is more friendly towards non-hardcore pvpers is beyond me. It's so counter intuitive in so many ways. -
I'm going to have to disagree with GP on the endurance call. Shooting for 2.6-2.8 (with CP) is generally the safe route to go (factoring in .2end/sec for each perf proc).
(of course, in the end, the options I presented have more than enough end for infinite sustainability).
I manipulated the build a little... not sure if you'd like this or not, also I'm not familiar with MA attack chains, so I don't know if it'd be worth it or not.

The most notable thing is that I flipped tactics out for Energy Torrent. The extra cone (which is KD, not KB) would stack nicely with your DT for soft mitigation, and AoE damage. Plus, since you're MA, you don't have to worry about redraw.
The 3 slots in tough are sketchy. They don't really help your overall defenses that much, but you could take one of the def/end LotGs from weave or maneuvers and put it in tough for 4 impervium armors (for more end management).
Alternatively: You could do a very high recharge/regen build and go with soul mastery instead to cover your defenses. That would yield a better attack chain, *probably* better survivability overall, but less AoE, and you'd have to deal with the 3s cast time of shadowmeld.
Just a thought; alternative ideas. -
You don't need to get hp set bonuses with DP being up all the time... Meaning you can switch QR to 3 slots: Perf Proc, Perf +end, and a 50 End IO. Put the lvl 50 slot in Integration, and slot it with Numina heal/end, Numina Heal, and 50 heal IO. FH can be switched to a numina unique, Numina heal, and regen tissue +regen.
Also, switch your two miracle slots from PP to FH. This means that if you ever exemp, you'll still get the bonus from the unique. Also, your overall regen increases, while keeping your recovery the same.

this is global recharge... wow. *coughs* You don't want to play my characters, as they all make do with less, even the few with Hasten. Going for more just gets too expensive for me, or makes me not pick up some other things I would like.
Some optimal builds require stupidly large amounts of recharge for certain attack chains. (DB/SR for example, requires somewhere around 315% total recharge in sweeping strike for its absolute best attack chain. That's assuming hasten: 70%, lightning reflexes: 20%, enhancement value 90-100%, and sets for the remaining 120%.

The slow resist unique is a good choice for any regen, and having the kismet +6% tohit in a toggle you'll actually be using is important also (it only turns on when you turn on the power it's in. This was a semi-recent change).
The attacks seem to be poorly slotted, and this is actually where I'm not so sure about the build. They have pretty good enhancement values, but each attack has at least 2 procs (incinerate has 3, because you should be using it the most). Since you'll mostly be jumping around like crazy, confronting and web-nading, then spiking with only 1 or 2 (if you're lucky) attacks, you want quick hard hits that don't take long to fire off.
So, ideally, you'll nade them to the ground, incinerate, then GFS them as they try to get up and run away. Hopefully, between 5 procs, your DoT, and standard damage, that will be enough to drop just about anyone that isn't highly survivable.
The build also carries plenty of endurance, even with 2 travel powers and Drone running. The regen is high, and recharge is up there as well.
Typically, this forum is for general pve scrapper junk. If you have a pvp question, ask in pvp land. They're nowhere near as nice as us, but they definitely know what they're talking about (when compared to us, as far as pvp builds go). Most of us here just don't build toons like they do; as our worlds are very different. -
I'm not familiar with the newest "best" MA attack chain, but this build looks more friendly in general, with a slot or two to play with.

alternatively, you could build for heavy recharge to achieve the superior DM attack chain, and use shadow meld to fill your defensive needs. That way you have something to help against psionic attacks as well.

you should probably also wait for a month (or two) for i19 and freefitness, also I'm pretty sure BF having a high recharge time is super important. So ToD is one of the worst sets you could probably put in there (very low recharge enhancement value).
When building, consider what attack chain you'll want to be running, and then work for the set bonuses to attain that chain (sets and enhancement values), and then work on the set bonuses for the defensive qualities (softcapping, recov, hp, regen). If you try to do it the other way around, it doesn't end up as pretty.

Post i19, I'd try cramming in at least CJ and fighting (instead of pool fitness and maneuvers, same number of power picks).
/sr focuses heavily on defense and scaling res, so you need to also build on secondary defensive abilities (resistance, regen, and hp) as much as possible for something to fall back on when the +tohit comes knocking on your door. -
I think he meant defensive, as in the defensive abilities (including resistance, among other things) of his character, not defense like.. erm... defense.

Seriously though, for scrappers (I'm sure tanks are a *little* better), fire armor is probably the least survivable of all the secondaries. It's close between it and elec, and just because healing flames comes back faster than energize, I'll even side with you on this one and go with elec to be the weakest defensively. -
she must not know how good /regen is. Clearly she meant /fire.
I do recall an all scrapper and also all blaster attempts being run. I'm thinking the first succeeded and the second failed.
Anything is possible (aside from the CoP probably) with enough temp powers and time. the nukes and HVAS's are good enough, aside from shivans, mechs, wolves, wedding bands, combat shields, and crey pistols
