bs/fire =/= bs/regen? confusing title, wut?
*I say all this from personal experience, a long time ago I specced out my katana/regen for the absolute maximum amount of regen he could achieve without making him stupidly unplayable. That was fine. Then I came here (scrapper forum) and learned about how awesome defense and recharge are (Thank you Umbral, wherever you may be these days). Now I try and keep people from making the same mistakes I did.
I'm not sure as to your reasons, but I dare to guess you're thinking speccing for more regen is going to be a good idea for general pve gameplay.

You don't want to build for more regen on a regen, the benefit is practically nonexistent. Build for recharge, recharge, defense, moar recharge.
With enough recharge (55% in sets and hasten), you can have dull pain permanent, which, with accolades, will bring you to hp cap. That means all those hp sets you wanted would go to waste.
Body mastery is wasted on a regen. You don't need the extra regen/recovery, FA is pretty much the suck compared to tactics (and you're getting maneuvers, so it's not like it's an extra power pick to get tactics), and you should never need Conserve Power. you'd be better off picking up Soul or Leviathan mastery for more mitigation.
with a sword/regen build, you can typically get to a bit over 20% defense to ranged and AoE, while also having enough defense for 1 parry to bring you to (or over) softcap (45%) to melee - all while packing a large bag of recharge for your attacks and clickies.

definitely not speccing for +hp. If you get the passive accolades, at least 55% recharge in set bonuses, and hasten 3 slotted for recharge, you'll be right at hp cap with dull pain slotted (and it will be permanent).
You also don't want to build for regen on a /regen. Sure, you're one of the few that *can* get to 80hp/sec passive regeneration, but that does not mean you should. You will survive much better by speccing in a recharge heavy, defensive build.
So, you want recharge, recharge, defense, moar recharge.
Also consider if you want another AoE like ball lightning or fireball, or if you want more survivability through another clicky: Shadow Meld (It's like Mini-MoG, only it's up more often) -
I actually run water spout on my katana/regen, it's... different, but it totally works as wacky-mitigation and moderate damage output. I love it.

Definitely one of the harder builds I've tried making, couldn't quite get the recharge I was after, but defensively, it looks really solid.
Offensively... well, good for general gameplay, not anything "super" by the vague definitions we find among this forum.
Endurance wise, this build should be roughly fine, even without a cardiac (spiritual or cardiac would be good ideas, that depends on if cardiac is necessary, however).
Tohit is fine as long as you have 1 FU at all times, it's a bit low (versus purples), but definitely not bad.
Also doesn't really have any regen buffs, which was another thing I wanted, but had to sacrifice (regen really is just icing, it's really not necessary, just makes it moar ossum)

yes? I do believe you cannot side-switch at all without GR, you can still run tips, though.

Also, the long activation times likely means it won't save you like energize would, because most enemies will get another attack off in the time it takes you to fully get that bonus, thus making you waste your shmeld, and you still end up dead.

I whipped one up real quick. I'm not familiar with BS myself, however, and didn't really have an attack chain in mind when building. I grabbed the spiritual core paragon since I didn't pick up hasten (wp doesn't benefit from recharge at all, but BS definitely does, I'm not sure how necessary it is).
I kept Shmeld for those instances where you might need more defense. The problem with defensive builds on a wp is that they suffer from having almost no DDR. Shmeld is like a mini-god mode, basically (You also have SoW, for when you need even more of a bump) .
It sports just under 2300hp, and pretty solid recovery, regen, and typed defenses
Only immediate problem I see is accuracy vs +4s, it's... a little lower than most would prefer.

If you're slotting a gaussian's set in BF, you're doing it wrong. Also that set is mostly used for positional defenses, not typed ones. So no, that'd be a bad idea.
He's already swimming in bluebar and regen, why would he want more from PP?

To the OP: I made some revisions you may be interested in. The build does make use of a Spiritual Core Paragon, so the recharge and regen rates are much higher than before.
Since you're stuck on wanting all the attacks (and flying), that definitely rules out getting tough and weave (which do definitely help on a regen). If you wanted to make sacrifices for them, I'd say drop nimble (because it's used in the two lame combos), soul storm, and hover/fly (while picking up SJ).
That aside, however, this is the build, with all your power-picks, save revive (switched for maneuvers).

~20% def (all) isn't typically called "high," but I'll leave that one alone, because it's probably good enough for a non-sword /regen.
You won't have any real ST attack chain in that build unless you use dark blast, which is a bad idea because it doesn't help ramp up with power siphon.
Speccing for regen isn't too helpful when you're already swimming in it either. You likely won't notice the difference between my 67hp/sec and your 77hp/sec. you HP set bonuses are being largely wasted, so any set of 3 LotGs you have is giving you essentially no bonus. QR and Stamina are overslotted, this build has way more recovery than it would ever need.
Tough is underslotted, you could have at least put the glad armor unique in there and added a glad armor Res IO to get some more value out of it. -
Here's one with perma hasten and practically permanent energize. Also has shadow meld for an extra layer of mitigation, as well as more than 45% melee/lethal (hell, roughly 55%) with 1 application of DA. This will definitely help when fighting things with -def (lethal things, guns, swords, etc).
Only immediate problem I can see is the accuracy vs +4s. It's not quite at the 95% mark, but it's pretty close (and if you're running a +1, you'll likely only be fighting 53s anyway, so you should be ok most of the time).

That would yield more range/AoE defense (and f/c/n/e, naturally, and more hp), while dropping only 10% recharge. Hasten would be recharging in 120, so it's not technically permanent, but it still practically is. Energize and Shmeld also lose about 1 second of downtime. anywhoo, about the pvp part, Victory is currently holding sign-ups for a PvP Boot Camp, this is open to anyone on any server (you start a fresh pvper on Victory to participate), the point is to basically teach newcomers how pvp works, and how to make it work for you, even in the weird system that it is. Designing builds, tactics in a match and outside, basics basics basics, etc. This is the second Camp we will have run, so the process has been refined and will be more efficient. It's entirely noob friendly, but does require a bit of commitment and some outside work on your own (or with others in the boot camp)
Last I checked we had just over 50 people, so there are still a few spots left if you're interested.

`The DPA for slug and burst is nearly identical, so the slots in those powers could arguably be switched (between the apoc and decimation, that achille's heel has to stay, however).
That much would go down to playstyle/personal preference. -

BAss is like, the face of dm/inv (in my head at least). While it's a moderately creepy face, it's one you can trust to get you results. dm/inv is a very good set. -
not sure why you're asking in this forum... but you need to get the mayhem ones, safeguard badges don't count.
Getting TFC blueside would give you invader redside, however. -
Getting to 45 isn't really all that magical. Yes it's nice, but if you're making big sacrifices to do it, it's probably not worth it. That's why I stopped where I did in the build I posted. It was high enough without sacrificing much. Even then, softcapping s/l wouldn't be a good enough reason to drop soul mastery (unless you wanted something awesome and different... like water spout). Soul mastery covers *all* your defenses, not just the most common ones. It would still be very useful in a high-defense regen build.

Something else That hasn't been mentioned (unless it's in that wall of text) is that achille's heel procs don't stack, at all. So it's best to just have 1 in Gambler's Cut, and use it for every other attack.
Secondly, do you not plan on getting any accolades? Those will drastically help your hp and recovery.
You'd want to make the most out of the hecatomb proc since it fires so often, since you'd be using Gambler's Cut more than any other attack, it is commonplace to put the hecatomb set in GC, with 1 achille's heel proc. SD can take a crushing impact set and a damage proc if you drop one of your red fortunes.
Defense doesn't solve all your problems, and you short-sticked your only resistance power, tough.
You'd get better set bonuses if you flipped the multistrike set to a scirocco, and use the 6th slot on the obliteration set in TLD instead.
Golden Dragonfly can take a fury -res proc as well, which does stack with achille's heel. If you have the cash, it's worth getting one of those.

Started tweaking things and ended up even flipping a few powers.
Switched hover for maneuvers for a bit more defense and dropped revive for SJ for a winter's Gift slow resistance (very important for a regen).
If you don't like those two switches, they can be flipped back. Slots stay the same.
Otherwise, this is what I tweaked. It should be able to run SB - BB - QS - SB - BB - CS, while not optimal, it's definitely good enough and gets a full PS on the CS.

katana/wp, katana/inv, dm/inv, dm/wp.
These are my favorite combinations for very survivable, but not extremely difficult (build-wise or playstyle wise), setups. My actual favorite setup is katana/regen, but that's probably not what you're looking for.
From your toon list, however, it seems you (aside from that emp) like toons with a lot of AoE potential, that's something you won't really find in a dm, and while katana has a large cone and decent AoE, the radii aren't very large (compared to what you're probably used to), so you may find yourself wanting something bigger. Katana is one of those great sets than has a good AoE attack chain, however. That's not something you can get in most sets.
