For toggle like powers (burn as a long duration psuedo pet) acts like it
its every 10 seconds between checks.
For attacks like your fire sword circle its only one chance for that extra
damage and its with the attack, not the ticks of damage after. But if
you have the rechage were you can use it every 5 seconds you will
get a chance of it going of every 5 seconds.
Only a few IOs surpress them selves in clicks as not to fire more then
once every 10 seconds or so (the force feedback one is only one I can
think of, off hand) -
If you use the dual builds and have any of them a crab, all your forms are
going ot have the back pack, its a known issue that if it has a fix I've not
heard of it or even a hint of a time frame for such. It is "working as Intended"
if not mistaken though I do think a fix might some day show it self. Right now
if you want to have it back (the cape and the lack of crab legs you'll need to
remake the crab build to a bane or wolf-bane (aka huntsman)
You can stop sending bug reports though they do know about it. -
I'd say a Fortunata, it easily the best toon I've used (IMO)
if your looking for a soldier and not a widow, I'd have to
sugest Crab, nice damage fair to good def/res to keep you
up, and the fun of the pets. Though the Fort with even more
def (softcap realy isnt hard on either widow build) and all
those psi attacks with the status affects to just wreck most
foes I've ever encoutered, Dominate and Subdue your best
freind in an attack chain TK thrust up there too. -

I have a feeling, though, that switching sides will amount to switching over solely in the mirror universe rther than, say, having a Stalker running around in normal Paragon City with the general hro populace.

I am the opposite, I dislike Paragon city and most hero archtypes,
I will realy get anoyed seeing blasters and scrappers villain side. -
Sorry with out the totals tally, cant figure out if your over sloted or not
as this comp (at work) has no mids. You well could be over sloted in
ranged but even over sloted isnt so bad if you have what you do need. -

Sorry to have to tell you then, youve chosen a glue factory horse for that job.
For farming you need the abilty to do heavy AoE damage fast and safe. Brutes
can do the Heavy damage and often are safe, Doms also can open up heavy
damage with dominate going, and with the right controls going are safe. Now
the Forts can be fairly safe its that lack of "heavy" damage that makes them
sub par farmers. Not to say a Fort wouldn't be a nice assisance to a farm but
you'll find those SS/Fire brutes and fire/psi doms still far out farming what your
fort can do. -

(note also now your health is about 80% moded for more regen
that way)
(and optional (numina or miracle heal/{something})
as that third spot in either is more HP, and will
put your health to the "3 SO" lv of sloting
This sloting will be over a staminas worth of end and
even a none regen will start to regen enough for
you to notice (even more so then just health)

(heck still don't have it as I've had only one pvp IO drop for me and its WAY
out of my price range less I basicly sell off IOs of one of my toons (I don't
do that if I can help it) -
Powers look good, though maybe a few to many attacks, but thats a
personal choise. I would make a few changes
1) Forsight at lv 20 22 or 24 no later (its just too good)
2) Mindlink 22 24 or 26 no later (same reason)
3) Smoke granade - not needed
4) Spin or Evicerate, your two aoes ... I would get one of them a
bit earlier in lv, you have them so late
5) As good as air superiority is, its over kill with all the
attacks youve got. -

with some of the differences in purples the only lost bonus is a 10% rechage
(becuase range and confuse sets arn't the same as the hold,
pbaoe, target aoe, and melee sets (well untill that 5th slot))

I'd not drop confuse purple for reason you listed -
Where to start
1) to many melee attacks/not enough range attacks
(take subdue and dominate, and slot them for damgage
not imoble or hold)
2) bit to many purple sets (loss of bonus) as well
as lost oppertunity with some sets for good bonuses
(blessing of zepher, dont use just one, slot a full set
of 3)
3) Combat training: Offensive is offensive to most builds
past lv 22. Just say no(especily were the bonus you
would get from it is like 1/6th you "bonus" as listed in the
IO section (you have over 100% global and it would give
around 20 (if that)
4) Follow up if you use it should be slotted as an attack
with the possibiltiy of useing the guass proc for one slot
or use the guass set in Leadership (aka tactics) its a great
place for the full set, and that way you can accualy hit with
follow up (again if its one of the melee you keep)
5) Personaly Id use less AoEs and make sure you get some
ST powers in there, the AoE confuse and the AoE hold arnt
quite as good as the ST ones (the hold especaly true)
but this one is more a personal choice.
As others have said its better to go in knowing what you
intend to do for sets, working on your defences via IOs
might be smarter then just overloading stuff like rech
youll want a rechage in the 70-85 area, maybe a a little
higher but not much, and for global ACC 50% is great
more then that is realy overkill with possible exception
of pvp and your not set for that with this build. -
Looks pretty good, Ill sugest not useing a 6 set of red for ML and just use
Def/Rech from a few sets (and saving you slots) (or just 3 membrains as
thats is the perfect enhancer for ML) as your range def is fine you wont
loose much in the change. The saved slots could go for a set of zepher in
you two move powers 2 for SJ and one for CJ (yes being over sloted on KB
resist will be wasted, but that 3.13% aoe def wont be). For maunvers I'd
use a 4 set of LotG as again your range def is well set and again saved
slots on low cost toggles will help other places.
Id think of adding a def/end to indomitable will instead of the red end
(your end shouldn't be that bad on that) also one less red end on your
assult (same reason)
I'd add either one or 2 slots to forsight, 1 if you only use a common
but Id go for 2 and use LotG (def)(def/rec)(def/7.5 rec)(def/end)
this will give you some nice bonuses as well as the def.
Doh amazed that I missed this, take out either hurdle or swift get health,
slot with regen procs and recovery procs, if you only slot with numina
and miracle procs you will have over a stamina's worth of end (and
night widows can use it) but I would go for Miracle (unique) and (heal)
Numina (unique) and (heal) also regenerative tissues (unique). You
could add more like a heal/ "something for numi or miracle for more
HP or the new pvp IO unique for healing powers. You will want the
added +reg as your def will get passed from time to time, health
especaily if sloted with these good IOs can make the difference. -
For true perm more like over 100%. It might be smarter to
work more on getting your Def to be near or at the soft cap.
This way even if you dont work up your recharge your DEF
will not get to bad. The 70% that Novella said is very workable,
it will not be "perma" though will be active most of the time.
To the point of if you need ML to be up at any point it will either
be ready or will be all of 15 seconds away. (note my Fort uses
right around the 70% mark for recharge and its fine even if not
perma)

total rechage needed for perma ML is 300%
95% if you soft cap the ML with membrains or IOs
70% for hasten
that leaves 125% for perma (at that hasten will be
perma too if alteast 3 sloted)
Night widows.
total rechage needed for perma ML is 250%

20% mental training
that leaves 55% for perma (but hasten wont be
perma with only 55% so might need more for true perma

with so many recipes in that range might want to try a lower one like 10-14
not as many recipes means more chance of desired drop. (note that 2 of the
-KB recipes and the kismit and steadfast def also in this range bronze and
silver.) -

Yes in Follow up its insaine, its not bad in a toggle
and is silly in a long rechage power like BU or Aim.

Gloom does a lot more damage and is one of the lesser resisted damage types like psi, but a Night Widow wouldn't have Gloom so that is my dilemma.

You'll have to decide: follow the "I must RP it build"
or not worry about it as any change can also be RPed
and just enjoy a fun build that uses powers you like.
Personly less I'm being RP evaluated (aka like a never
winter nights server that has RP XP) I'd just do what is
fun, the fact you so like it should make it a no brainer.
also whats with the pink writing, I love the color myself
but it just looks awful on the blue background, and I can't
imagine it would would be much better on red (infact I would
venture to say it would be worse) -
For a PvP fort its not bad, but a few things that could be diff,
1) Remove Fighting pool, and put the Steadfast in Indomitable will.
2) Work for more +HP in the sets (not that what you have its bad
as its isn't, but you can get a higher amount, use more Luck of the
Gambler and less red Fortune for a place to start)
3) For the removed Fighting pool think about the stealth pool, mostly
for phase, as you can use a panic button (or for way to attack others
that use phase as such)
4) Your 4 slot Devastation will be better sloted if you use the Quad, and
then the dam/acc, dam/end, and dam/rech you have it undersloted in
reduced end, and your blue bar will feel it.
5) Combat Training Offensive is almost a waste, get Sprit Shark from
for a PPP attack. (FYI the CT:O gives you less ACC then you already
have from set bonuses)
6) This one goes back to 2, use 4 sets of LotG instead of 6 slot sets of
Red Fortune, you'll have more +HP, more regen and more acc. This is
mainly for your auto powers, were all that reduced end and reduced
recharge are wasted. The saved slots can then be used for your Spirt
Shark (plus some of slots you will have gained in lossing Fighting pool
as you wont need to slot much on stealth)
7) I hope you ment Membrains for your Mind Link not Crytos
as the Membrain will ED cap everything thats important for it
(to hit, def and rech) (were Crytos will not change the recharge (IIRC))
Also with these and your nice lv of recharge it will be very near
perma in PvE and very little down time in PvP.
You might do well to check back a few pages I've listed my fort
build, though its a bit more expenive the way I did it, I'd not
say by much.You do have a nice build here and would do
pretty good with it.
Honestly the Membrains and Fighting pool are the biggest things
that scream to me "must be changed". I even can understand the
why on the fighitng pool, but it just seems unnessisary were in
a PvP zone your weave will be lucky to add 1% to your DEF with
all that other powers you have. -
As a former SS hater Ill have to say no to your sugestion.
It does take getting used to it (much more then jump or fly)
but likely less then TP. I know have a TON of SSing toons
and were I'm a villains player much more then a heroes
one I can say it realy isnt so bad. Though I do have the
Good vs Evil jump jet, and nearly always get my raptor
pack and jump jet from mayhams.
But biggest reason for that no was said above me
the Dev have said befre its hard if not imposible to add
that kind of thing in there, and there is that grandville
fly pack. -
the generic IO "breakpoint" is as follows
lv 10 better then TOs (aka better then we can get normal)
BUT can be expencive and though they dont expire are still low
value. (not very worth it less you have the cash and plan to take
the time lving)
lv 15-20 is right in the DO area (20 acculy better by a fair amount)
and were we can use it till lv 22 before we could get better enhancers
in normal game play it is perfect, though the cost is still there.
(also like the lv 10s still not as worth it unless you have the cash,
but it is better then the lv 10s)
lv 25 and 30 are worse then a SO 30 more like a +1 SO
if the power is being 3 sloted get and have no issue with
them if only one or two then upgrading when you can to 40+
IOs is better)
this is were I feel most should be in IOs by even if you don't
have millions you can get these by the time there usefull and
they say usefull all the way to 50 were lower lv IOs wouldnt
feel so usefull.
So to me this is the "Break even point" though most of mine
get set IOs or common IOs when most get there first DOs.
Lv 35 just under a +3 SO (if not mistaken) so VERY close to as
good as you can get, with the clasic no redution as you lv.
Lv40 + all are better then SOs
Set IOs and there Dual asspect and better are accualy better
then SOs much earlier, like lv 18 Tri IO has as much % as a
full blow SO (or darn close) -

In PvE a lv 46 never has a higher chance of drops if facing a lv 50
as that lv 50 would, just more influence/prestige per kill. Its why the
best way to farm recipes (well pre i14) is to have a lv 50 farming lv
47s and 48s, they are easier to kill and each on has the same chance
to drop a recipe as a lv 52 or 53 would. Note this is for drops I'm
talking not for money/xp as those you would want the lv 52 or 53 foes. -

Unless Im mistaken its non skin skin (tights in a color that is close to a skin tone). It appears to be the second to last orange with either horleus or mesh mask on the lightest orange skin.

My Fort is a pure Fort and I play her all the time. Course were
so many people are doing MA projects (either to PL some alt
or just make/play them for badges) many that didn't consider
there Forts there "main" arn't getting much play I'll suspect.
Give it a few weeks for the "newness" of MA to wear off. -
