Seriously. We get it. You can in fact spell, and are inordinately proud of it, even if you (apparently) can't type to save your life! Good for you! But STOP WITH THE EXCESSIVE PARENTHETICAL FIXES IF THE AVERAGE EIGHT YEAR OLD KID CAN FIGURE OUT WHAT YOU MEANT!
If your cat runs across your keyboard, or if you have some sort of seizure resulting in a string of vowel-less words that appear to be in Welsh, yes, please fix it. On the other hand, most of us can pretty much figure out what you mean by "teh" -- especially if your character's not prone to l33t-speak or irony.
(I think I've ranted about this before, but the many of the worst offenders obviously missed it. Thus, "Rant: Part II.")

The random number generator seemed to hate me the past couple of nights -- I did the Summer Event with the same three characters, two nights in a row. First night: 3 Acc/Dam, one after the other. Second night: 3 Acc/Dam/End -- two back to back, the third several hours later. What are the odds of that, 1 in 216 for each?
Still, based on MY statistically insignificant sample size, I'm thinking "random is random." -

There's four threads on DB/WP scrappers to get you started!
Since you're not offering your build for advice/critique, here's a few commonalities that run through the above threads:
1) Most secondaries in the game benefit the most from ADDING TO whatever sort of defense they start with. Willpower starts off with a small amount of TYPED defense: smashing/lethal, negative/energy, and so on. Find IO sets that build to your strengths (typed) and forget about the positionals like melee, ranged, and AoE. (More explanations of HOW defense works are in those threads above.)
1) a) Five sets of Kinetic Combat are a great way to get smashing/lethal defense for your willpower scrapper. Unfortunately, as a level 35 IO, the basic four KCs only give mediocre accuracy, damage, etc. to your attacks. Consider "frankenslotting" a fifth and/or sixth enhancement in those attacks for more accuracy, damage and whatnot. Crushing Impact has an Acc/Dam/Recharge, an Acc/End/Recharge, and a Dam/End/Recharge, Mako's Strike has an Acc/Dam/End/Recharge, and so on.
2) For Willpower (and Regen) scrappers, Physical Perfection is THE CRAPPIEST heal/end mod power available. You probably shouldn't put ANY slots in it. (There's a recent thread talking about how IF you've got extra slots lying around, and IF you've got Fast Healing, Quick Recovery, Healing and Stamina all five and six slotted, it's not bad -- but in MY experience there's no such thing as "extra slots laying around" with DB/WP, only "gah! If only I had ONE [or two or three] MORE slots!")

Looking at Mids' and comparing the very similar IO builds between my DB/WP scrapper and my WP/DB tank, with the favorite DB attack chain of Blinding Feint => Attack Vitals:
Scrapper: base damage (before Incarnate-y goodness) of 440 for Blinding Feint, 348 for Ablating Strike, 625 for Vengeful Slice, 391 for Sweeping Strike.
Tank: 222 Blinding Feint, 176 Ablating Strike, 313 Vengeful Slice, 189 Sweeping Strike.
I'm not sure about how you define "much more damaging" but that looks to be about double the damage right there. Start adding bonuses for things like Alpha Musculature when needed [+33% to a big number is more than +33% of a small number], and most scrappers can make spawns melt away a LOT faster than most tanks can hope to.
Your mileage with other powersets may vary, no numbers were harmed in the making of this post, etc. -

Now I did replace the Mako's with Kinetics like Eldorado suggested and tried to play around with a lot of things. I ended up dropping Conserve power and physical perfection in favor of stealth and energy protection and that helped get me not only a bit more resistance to the build but I hit soft cap on all typed defense but Psionic.
Does this look any better? Any other suggestions or things I should change? I'll work with anything!
Overall it looks like you're heading in the right direction with your defenses, but my personal gut reaction is "are you gonna have enough endurance for those long fights?" Dropping Conserve Power and Physical Perfection and adding Stealth is just adding another toggle to the mix on top of the Leadership pool, and Broadsword traditionally uses up a good chunk of endurance with those bone-crunching attacks!
Then again, what I DON'T know about Energy Aura would just about fill the Grand Canyon, to quote Silent Bob. (Waitaminnut -- it's the INTERNET! Are people allowed to say "I don't know, better ask someone who does!"? Oh well...too late now.)
I see "Recovery: 2.75/sec" and "End Drain: 1.75/sec" and don't think that a net recovery of 1/sec will last long, but again, I'm not sure how Energy Drain factors into the equation. -
Two things immediately leap out at me as "wrong":
1) Physical Perfection is (as always around here) WAY OVERSLOTTED! Physical Perfection the crappiest available scrapper heal, and the crappiest available endurance modification power -- the nice thing is that yes, it does add to both at the same time, but at half the strength of Health or Stamina.
Any slot and enhancement (beyond the automatic one) in Physical Perfection thus gets you HALF THE BENEFIT that it would from putting said slot and enhancement in Health or Stamina (and LESS than half of what it'd get in Fast Healing or Quick Recovery if those are available.)
Here's the same build, with just the Healing slots moved around:

2) Defenses are tricky things -- there are some secondaries that innately add to "positional defense" like melee, ranged, and AoE, and other secondaries that add to "typed" defense, like smashing/lethal, energy/negative, and fire/cold.
It's almost always better to add to your secondary's strengths, and by just slotting SO's in your defensive powers, it's pretty obvious that Energy Aura (which is not a secondary I've personally played) is all about "typed" defenses -- much like Willpower, which IS a secondary I've got experience with!
So, the short version is "discard all those sets that are giving you 'positional' bonuses and start looking for sets that give 'typed' instead." The one set of Kinetic Combats you have slotted is a good start; you might try to fit four more of those into the build for better defense!
I'll try and see if I can't throw together something build-wise soon, but those are two good places to start! -
Well, you did say it's been a while since you did any sort of build....
1) First of all, Fitness powers are now "inherent" (or automatic) which means you get three more powers to pick! For survivability, I added Boxing, Tough and Weave -- yes, Tough DOES make a pretty big difference now and with defense bonuses from IO's, Weave is pretty nice to have these days as well.
2) Five slots in Physical Perfection is probably four too many -- PP is The Worst of all regen and recovery type powers, and using slots in Fast Healing, Health, Quick Recovery and/or Stamina will give you a lot more "bang for the buck." A lot of people just use the slot that comes with it for a proc [which isn't affected by the dismal multiplier from PP] and call it good.
3) Some secondaries work better with "positional" defenses (melee/ranged/aoe) and some work better with "typed" defenses (smashing/lethal, energy/negative). Super Reflexes starts off with a LOT of positional defenses, and lends itself well to IO's that bolster those. Willpower starts off with a little bit of typed defense, and works best if you add to that with sets like Kinetic Combats and Reactive Armor. Of course, as a level 35 set, KC isn't exactly a powerhouse for damage, accuracy and other good stuff, but I "frankenslotted" some other things in there to add to damage, accuracy and recharge.
4) I threw this build together fairly quickly, but a quick comparison of the "Totals" window reveals that this build winds up with 35.4% smashing/lethal defense, 28.8% energy/negative defense, and very similar endurance recovery (possibly even more, since the Performance Shifter "procs" don't show up in the totals window.) This build also gets you more regeneration -- even though it didn't look like it at first glance since you had the RttC slider all the way up to "10 enemies in range."
While this build is a LOT more survivable, I'm sure there's room for improvement, and/or a lot of other BS/WP builds floating around here that probably reach [or approach] the S/L softcap of 45% defense, but hopefully this can get you pointed in the right direction!

The OP was (is?) looking for a (presumably solid) build with which to experience scrapperlock for the first time, not asking for a build to spend a hundred billion INF on and solo AV's with, so I'm not sure he's looking for something to softcap to Incarnate trial levels, either.
Willpower is a pretty smooth ride to 50 just with SO's, and I feel that Katana's simple, fun, and (at least used to) do a ton of DPS. I started to suggest Martial Arts, too, but I still like the "oh, no!!" bacon-saver that is Divine Avalanche. And as noted, no (or minimal) redraw!

If you're looking for old-school, non-gimmick-y, one power activation = lots of hurt on the bad guys, I'd avoid any of the new-fangled primaries that involve combinations or combos/finishers, "levels of perfection," or momentum. This isn't to say they're not fun -- my main is a Dual Blades/Willpower scrapper, and I'm quite enjoying my recently 50th Staff/WP scrapper as well -- but they're a little more complicated than "mash a button and punch a guy in the face."
Old-school scrapper primaries that (mostly) consist of melee single target attacks, cones, and PBAoE spins include Broadsword, Claws, Katana, and Martial Arts, and their slightly-later-to the party cousins Battle Axe and War Mace. The other primaries all contain some unusual (and often set-defining) powers like ranged attacks or health or endurance drains.
For a secondary, I'd recommend an equally old-school set as well, like Invulnerability, Regeneration, Super Reflexes or Willpower. I'm a big fan of Willpower as a "set and forget" powerset -- there's not a lot of micromanagment, just toggle up and go! Plus, Willpower and Invulnerability (theoretically) have Taunt Auras to keep the bad guys from running away from you as you start carving through their ranks.
Of course, ALL the powersets available to scrappers are pretty nice, and there really aren't any awful combinations to pick from. Still, some are more complicated than others, and IMHO if you've got a complicated primary that requires a certain level of finesse and strategy paired up with a gimmicky secondary you'll be less likely to get into that total Zen scrapperlock zone the first few times.
Personally, I'd suggest Katana/Willpower. There's nothing fancy about it except for an "uh oh" power so you can Parry if you get in over your head, there's no knockback to worry about -- just knockup and knockdown -- and it's a fast animating set which still deals plenty of damage, and can still be quite an efficient late-game contender with IO's. Your mileage may vary, and after you start getting into the scrapperlock zone, you may wind up with a stableful of different types of scrappers! -

If you can stack mitigation your character will be a lot tougher than just regeneration. WP doesn't deal well with burst damage unless it has a ton of enemies around it to buff its regen.
As Santorican said, work on getting your typed defenses [especially smashing/lethal and energy/negative] up to decent-to-good levels, and see what you can do to slot your regen and resistances as well as possible -- within reason. Willpower doesn't have to reach Super Reflex levels of defense -- when a WP scrapper gets hit, they've got more resistance so less damage gets through, and then they can regenerate the hit points back. When SR gets hit, well, there's not much in the way of mitigation except for Aid Self.
Your best solution to burst damage is probably using High Pain Tolerance and set bonuses to increase your Max Hit Points!
Actually, Heightened Senses provides some defense debuff resistance, but not the huge amounts that Shield used to get. In-game, the Combat Attributes window shows my DB/WP scrapper as having 17.30% DDR from Heightened Senses; Mid's shows it at a (comparatively) staggering 47.3, which just seems way off. *confused shrug* -

I like to run at higher difficulties, and I've therefore become a big fan of Body Mastery and Focused Accuracy on my scrappers, with a Gaussian's set for the defense bonuses, and a Perf Shifter proc in Physical Perfection to ensure that I've got enough endurance to leave FA running all the time. Unfortunately, that's not going to work for MindfulFool's fire concept and Blaze Mastery. *shrug*

Here's what I did for my BS/WP scrapper back in Issue 19 -- before the Scrapper's Strike ATOs,and before Gladiator's Armors came down in price. I'm sure I'd probably do things a little bit differently today (take, for example, the three BotZs in Flight -- that's a holdover from when I [stupidly] tried to build willpower with positional defenses instead of typed defenses. Typed works a LOT better with willpower!)
Still, I followed the same general gameplan I used for my DB/WP main, my WP/DB tank, my katana/WP scrapper, and a few others, and it worked out fairly well.

1) Damage looks a little underwhelming. Four Kinetic Combats do great things for S/L defense, but leave a lot to be desired in the accuracy and damage departments.
2) It's a personal pet peeve of mine, but I absolutely LOATHE wasting slots to make "set mules" out of things like Boxing and Brawl. (It's not like you're going to USE those powers, especially with Dual Blades, right? "Need moar redraw animation!" No, not really!) I always think that those slots could be used to much better effect elsewhere 90% of the time.
3) I'm not sure if you deliberately stayed away from the new ATO enhancements (or just forgot about them 'cause they're newish), but if you're spending that much INF on the build as it is, what's another hundred million or two? If you split up the set and then catalyze them, that's 10% S/L defense right there!
I pretty much threw this build together in about five minutes -- you'll probably want to pay more attention to which ATO's and Eradications actually go where -- but it's ALMOST softcapped to S/L defense, has better energy/negative defense, does more damage, has more hit points and a little bit more regen. You could easily make the S/L softcap with the Agility alpha slot, or with enhancement boosters, or...or...there's probably another way with a little reshuffling, but it's so late tonight that it's becoming "early."Hopefully this will give you another perspective on your build!

Very nice, and definitely moving in the right direction, with some very nice numbers at the end of all the work!
Some minor suggestions that you might want to take or leave:
The two slots of -To Hit in Rise to the Challenge REALLY aren't doing much -- they're taking a minor debuff and not even doubling it (from -3.75 to -5.3). (IIRC, the conventional wisdom around here also usually says "don't bother with -To Hit, slot for Regen.") I'd move them somewhere else....
My first thought was "one more slot in Sweeping Strike with the Oblit proc gets you 1.88 more S/L defense and a chance for more damage, neither of which are bad things."
My second thought was "one more in Health can't hurt to get the regen rate even higher."
Then I wondered about the Panacea proc you've got in Health. It's not the greatest [link] of the three Heal Uniques, and it [used to be] insanely expensive for what it did. On the other hand, the prices have probably dropped since converters came along, and it's a nice way to get the extra heal/recovery -- like from Physical Perfection -- but without having to take the power! Plus, paired with a Panacea Heal, you'd not only get more healing but ALSO another nice [4%] End Recovery boost. I may have to take that idea and use it myself!
Lastly, I'D put another set of Kinetic Combats in Power Slice to take advantage of the S/L bonuses.
Outside of those minor quibbles, I think it looks pretty good!

The very best DB chain of (iirc) BF > AB > SS > AB requires massive amount of recharge, and isn't realistic on a DB/WP if you want to build for defence, but it is possible to get close (Or even reach) to the 45% softcap while running BF > AV. It has been a while since I made my DB/WP but I think you may have to sacrifice the Sweep combo in order to reach the defence numbers though, so it is a balancing acts and iirc I settled on ~35% defence to all types and good regen (In hindsight it was a noob mistake to pick regen over defence and I should have aimed for ~40 defence instead of the extra regen).
I'm not sure that you need to sacrifice the Sweep combination, depending on exactly what defensive numbers you're looking for. Thanks to the Scrapper ATO set, I was able to softcap S/L and keep all of my attacks, though I've "only" got 37% Fire/Cold and 30% Energy/Negative.
As PrincessDarkstar said, though, it's definitely a balancing and juggling act required to get defenses really high without sacrificing any other important numbers, but the end result is definitely worth it! -

Very few of your powers are six-slotted, which is often where you'll find the defense boosts from IO's, so I'd try to shuffle them around a bit, remembering that willpower benefits most from boosting typed defenses like smashing/lethal rather than positional defenses like melee and ranged. This means that sets like Kinetic Combat become more important for willpower scrappers than sets like Mako's Bite. Yes, they're more expensive but they really are that good, and you say you've got an "unlimited budget."

Lastly, like a lot of other builds I see here, Physical Perfection is overslotted! Quick Recovery provides more "bang for the buck" in terms of endurance recovery percentages than Stamina, which itself provides twice as much recovery as Physical Perfection. Fast Healing provides more health regen than regular old Health, which still provides twice as much as Physical Perfection. (Or, to put it another way, Physical Perfection is the weakest heal/end recovery of any of those powers above, so slots there are almost always better used elsewhere.)
I'll admit that I'm NOT an expert on the highest DPS chains available to DB scrappers, but it used to be that it didn't require all that much recharge to run Blinding Feint => Attack Vitals, which used to be the top chain (I think) before people started getting heavily invested with the incarnate system. So, for the longest time, Hasten wasn't really seen as needed with Dual Blades. These days, I'm not even sure what "the" perfect chain is but I know that a LOT of the builds in the links above don't use Hasten. -

I think it's more like proof that they're just piling new buggy stuff on top of older buggy stuff and that someday -- when we least expect it -- the game's going to implode upon itself and we'll all log on and find ourselves looking at a screenfull of "Pong" in black and white.
