Check your Netgraph, the one time I had a failed respec my Netgraph was showing lots of red spikes. I believe the failure of a respec when your connection is suboptimal is to prevent database corruption.

I still have my original boxed set of Gamma World from 1978, we had a blast playing it. I haven't played 4th Edition, using Pathfinder myself, but I might give it a try.
I wonder if Wizards will make a Living Campaign for Gamma World to try and boost sales? -

Get rid of Combat Training: Offensive, it is only worthwhile before you do your respec at level 24. Pick a different power, we'll find the slots for it.
Tactical Training: Assault, I'd only one slot it with an EndRed, the second EndRed is only saving you .04 End/sec, here's an extra slot.
Mind Link, you can slot an Adjusted Targeting Recharge IO in place of a LotG Defense and make Mind Link perma.
Tactical Training: Leadership, I'd just slot it for a single EndRed and we found some more slots.
I see you're going for Build Up, in that case you might find Placate useful. You can Placate then Lunge and get a nice critical.
You took both Swift and Hurdle, dropping Swift loses you 7.1 MPH running speed. So Run at 58 MPH and Jump at 61.5 MPH is still good for getting around (love that Ninja Run).
Powers that I like are Combat Jumping for maneuverability while in melee, Poison Dart (I LOVE poison Dart for runners, but you already have Gloom), and Psychic Scream. You may want to consider some of those powers.

If you do Energy Melee/ anything be prepared to solo a lot. You will feel fairly useless on teams because in the time it takes you to animate any of your heavy hitter attacks (AS, ET, TF) the spawn is already dead.
If you like to team, go Elec Melee. -
For Loyalists, go see Mr. G. He's on the sidewalk near the South West corner of that huge park in Imperial City.
Whether you are Loyalist or Resistance, you can talk to Jessica Flores (she's Robert's sister). She is on the North side of the TPN building, that building is just across the street (i.e. North) from the University that you did the Invention Tutorial in.
The contact hand off in Praetoria is a little broken, a lot of people are having problems finding their next set of contacts. What should happen is either Provost Marchand or Calvin Scott are supposed to call you and tell you to talk to your next contact. BTW, you actually have to 'talk' (i.e. click on) the contact you were just introduced to twice to get them added to your contact list.
It turns out that you can talk to the first contact in the any of the Praetoria arcs, and if you are of the correct level, they are added to your contact list. You should take a look at Zombie Man's Guide to I18, specifically at his post on the Praetorian Contact Chain.
