I saw, or rather didn't see, the same thing on a Cold/Ice Defender last night. This was a Tailor session rather than character creation though.
What I saw was the character doing the animation, the snowy aura around the character, the FX of the hit on the target, however the actual particle effect traveling from the character to the target were missing.
I'll keep an eye out for reoccurrences. -
Whenever you find a maphole in a mission instance type /where_am_i to get the name of the map, then move to the hole (or as close as you can get) and type /loc to get your current location. When you /bug the maphole, include both the location and the name of the map so that QA can actually find it.

So jump into a large group, wait a moment for AAO to kick in (watch your damage bonus rise), then hit Build Up and KA_POW!, Shield Charge. This leaves the minions dead or with just a sliver of life left, the Lts are seriously hurting and even the bosses know they've been nudged.
I have Shield Charge on about a 35 second recharge now, so lovely. -

You can look in the Wiki about RWZ Merit Rewards and look at the RWZ contacts and their missions.
I like Gaussian's arc myself, it can be difficult for a melee character but I like a challenge. Dark Watcher's arc is also fun.
And you can get them via Oroboros, so there's no need to "keep" one. -

For some reason that file (VMusic7) was set to read only on my computer, I reset the permissions on the whole piggs folder, restarted the updater and it all worked.

Set difficulty on Shield/Stone Melee Tank to +1, x8.
Enter a Paragon Protector mission alone.
Step into room with 5 spawns of 11 PP each, all within aggro range of door.
Five Shield Charges later I'm standing alone.

Play around on Falcon Northwest's site, look at the Talons (click on Configure a PC in the upper left). Then drool looking at the Mach V's. They're a good company.

I took a look around and it seems that your problem is not to uncommon, in order to use HD Audio you need the UAA High Definition Audio class driver from Microsoft, but they seem to have left it out of SP3. The link kb888111 may help you out. If you can't install it you can either,
1) uninstall sp3, then install kb888111, then re-install sp3
or
2) try this laptop fix.
