Yes I did and no it didnt change anything. The problem is that my mouse wheel is spamming the program with lots of tiny tiny little movements that its simply not registering because it is unable to register anything other than the big movements.
So when I spin my mouse it sends it 4 blocks of 30 instead of 1 block of 120, and the program simply ignores all movements under 120.
My Mouse has a setting to send a larger size the faster the wheel is turned, so if I set the mouse down and spin the wheel really fast like I was playing an old Arcade game it will sometimes spike in above 120 and cause the camera to move a little... but this is a heck of a lot of work and takes a great deal of effort... so its not actually practicle for anything other than diagnostic purposes.
And as Vent above me said, scrolling speed in game options is for the chat window but not the camera. -
I'm sorry I dont know the answer to that.
However, not to sound like a jerk but if the Mouse that Going Rogue is advertising with ends up having this issue, Im willing to put money on that we will finally see a resolution on the issue. -

Unfortunately, using the documented registry keys to resolve the problem amounts to throwing the baby out with the bathwater, because you lose the "correct" scrolling behavior in everything else to accommodate City.
I've never gotten a response, or requests for additional information, from Paragon. I assume they're taking the position that it's Microsofts problem despite the fact that players have access to hundreds of other games that don't demonstrate the behavior.
And guess which other two games I've played in the last few years that have the same problem? CO and ST:O. It's like Paragon has "inherited" something from Cryptic legacy code.
EDIT: To clarify, using the VScrollHighResolutionDisable key documented in the linked discussion is what worked for me.
Ill give it a go, perhaps I can make a .reg file to make the process a little smoother for going back.
Would be wonderful if there was a fix that didn't involve regedit and restarting each time I want to play City, but at this point Ill take anything I can get. -
My Legal sense tell me that they don't keep a blocked list on things like this so that they can be seen to be upholding, enforcing and respecting Marvel and DC's trademarks.
Thus should NCSoft ever be taken to court over the same issue they can point to the logs and say "Look, our GM's have genericized X amount of characters in an attempt to uphold our agreement with you."
This would also be why you do not actually get into trouble, or receive any negative marks on your "record" for such violations, you simply get the character genericized.
Although NC does reserve the right to terminate your account for such violations in the ToS, yet on the support page they tell you that you wont get into any serious trouble. -
I have one of those lovely Mice with the free moving scroll wheels, and while the mouse wheel works fine in other programs, for City of Heroes Its impossably slow and unresponsive. Ill have to scroll it back really fast and long in order to move the camera back or forward by a few feet.
The problem is not with the drivers or my OS, but with the way the mouse handles the scroll wheel.

Is this perhaps something one of you has encountered before and knows a work around? -
Well I decided to ask a GM, and after two escalations I got the answer that it was far too close to a trademarked character to be allowed.
So I am seeing if the name can be put on a blocked list so that someone else does not inherit the same problem.

I got temp banned for having an IC RP'ed argument with a friend in Steel Canyon. Some passer by didn't like what we had to say to each other In Character and the next thing I know my account is disabled for a week.
When I explained the situation I was told that in no uncertain terms that RP or not, profanity filter or not, we have to follow the ToS and CoC at all times. Blue Side, Red Side, IC or OOC. No exceptions.
Individuals may have their own point of tolerance where they draw their own line, but if it comes to the attention of the mod team, regardless of the situation the ToS & CoC will be upheld. -
Bland yes, but sometimes its nice to make a pulp style over the top "For justice!" kind of character every now and then.
Personally I am learning to putting the name on a temp account and letting the time run out, to make it disappear forever.
But part of me wonders why the mods haven't just put the name on the blocked list if it is a problem? -
So last night I was looking for names for a Heroine and I tried:
Ultra Girl
Ultima Girl
Omega Girl
Mega Girl
Sensational Girl
Dream Girl
Amazing Girl
Neat Girl
Great Girl
Smashing Girl
And a list of other adjectives for a good hour... and then one name took as available.
Super Girl.
Now I know there is a DC character called Supergirl, and we are not allowed to create characters that infringe upon anyones intellectual property. But if the Character looks nothing Like the DC character, shares no similarities in background or concept or powers then I do believe having a character named "Super Girl" who is a girl from Paragon whom happens to be Super Powered would be within the Terms of Service.
At worse someone petitions the name, the character gets generalized and I have to rename them/remake the costume.
But my question to you dear virtueites is this:
Is getting a name like Super Girl amazingly good fortune that should be used to create a solid and unique RP character that takes full advantage of the wonderful canvas and paint that is the of lore and setting of CoX.
Or is it lame because it is far too connected to an iconic Super Hero, and should be sent off to a trial account to wither and die so that we will not see yet another zero creativity knock off hero number 27,473?

RP or not, we all have to follow the Terms of Service and Rules of Conduct.
RP is not, shall not and never will be an excuse for harassment or abuse. -
Another point of consideration is that Win7 and Vista dislike things in the Program Files folders being tampered with.

Best thing to do with sick children is to leave them outside, far off in the woods somewhere. If they return home healthy, they will be all the stronger for it, proving they have the strength and the will to live and fight!
That or send them to school as mobile, biological germ warfare to infect others. -
Here is what I suggest.
I know you don't like Freedom, I don't like Freedom but it is the last haven of our PvP Community (What little there is) and Server Transfers are free right now, so move your PvP characters to Freedom, try and see if the spirit of PvP still exists or if the final death throws of PvP have devolved into "LOLWTFPWNN00B111111!!!!!LRN2PLAY!"
If it has devolved, you at least have your PvP characters safe and sound, not taking up any room on a server you want to roll on, and can bring those characters back over to the server of your choice should PvP ever pull a Lazarus.
There really is no reason to delete them, when you can park them elsewhere for free right now.
Or, you could use the Server Transfers to rename your characters, The Science Park to Reshape them as completely different characters and spec them on their 2nd build for PvE for now. -
After Issue 13, PvP everywhere is pretty much dead. Our PvP Community have become transients, drifting from AoC, to WAR, to Aion and finally settling down in WoW.
The fractured remains of our PvP Community that stayed, have mostly gathered on Freedom.
Our PvP Zones are now places for farming PvP Rewards, but if you are very very lucky... on the right night, at the right time, when the wind is blowing southerly... sometimes, just sometimes... you may encounter a real PvP'er. Some say its a myth others say its the Ghost of PvP'ers past, come back to haunt the zones they died in. I think its the spirit of vengeance refusing to die. -
