From a powers/animation standpoint, the backpack geometry fades away after a period of non-use. I do not believe the geometry is available as a 'Cape' option so it is always present, though. I'm not Jay, though, so I could certainly be wrong!

Well, I thought there could be a chance to "reward" people who have been playing for almost 3 years instead of guaging them. It seems like this is the perfect thing to introduce into a rewards system, but you're right, why give something away when you can charge for it?

I believe the word you're looking for is "gouge". Which would be a childish, over-entitled sort of description to use.
They have a veteran rewards system, which will reward long term subscribers. However, it doesn't make sense to give away for free what people are willing to pay for, and it doesn't make sense to replace other possible veteran rewards with something that anyone who wants it can buy for the cost of a few cups of coffee. Hell, I haven't been inside a Starbucks lately, $9.99 could be the cost of a small coffee there by now I guess. -

Unsuprisingly, with a free respec coming with the last few issues people will get used to it. The I7 one was technically for the two year CoH anniversary.
And it looks like I8 will likely hit around the one year CoV anniversary. I'd be suprised if there wasn't a free respec with I8, or slightly afterward. -

Yes this means that the Freedom Phalanx will drop SO's again.

Awesome news about the Choice table for the LRSF, if for no other reason than because its exactly what I suggested a week or two ago. Its the best solution, and it largely uses tech that you guys already had in the game.
I'm glad you guys think you've made progress with the invisible mobs bug. Its been around for ever. The sound bug stuff is good news too, though I play with my sound off and its never effected me. -

Yeah, it does, for everything with a dev post in it. Dev posted threads never go away unless deleted AFAIK. I've got another tab open that shows 17 threads from 2004 still in this forum, with only a few of them locked. I don't know why some mod doesn't just go and lock them all.

I think its probably a given that the Invention System (which is basically crafting), when it comes, will use salvage as its base.
Also, we've been told in past interviews that the Universities will be used for Inventions, so I suspect we'll be doing our crafting there instead of in SG bases. Which is probably a good thing, since it makes Inventions accessible to those without SGs or without bases.

There have been several examples in this thread of potential functional uses for player apartments. Scaled down, personal versions of enhancement and inspiration storage, etc.
However, aside from all those potential uses, I'd say the big reason for some sort of individual player housing, whether linked from SG bases or not, is to democratize access to the base builder. The developers spent all this time and effort creating this new system in the game, and only a teeny, tiny, minority of people have access to it due to restrictions on editing in SGs.
Note that I'm not complaining because I don't have access to it. I'm in one of the larger SGs on Virtue (our villan group has been in the top ten in Prestige on our server pretty contstantly since CoV launched) , and have base editing privleges as an officer.
However, it just strikes me as rather inefficient use of time and resources to have created this huge, complex, new system when many players have little access to it either through editing restrictions or the rather crazy prestige costs of base plots and items which are prohibitevely expensive for smaller SGs.
Also, I'd like to see player apartments be bought with influence, not prestige. If nothing else, it would be a smart way for the devs to try to sop up some of the vast pool of extra influence in the game. -

A few things:
That is one of the more "interesting" site designs I've ever seen. I don't want to be offensive, but thats a color scheme I'd have expected on a 15 year old's geocities site in 1997. It kind of looks like a pink that rolled around in the mud.
Also: While I applaud the author for providing an accurate transcription, for public release it might be best to clean up some of the disjointed sentances and text so as to appear a bit more professional.
Safeguard Missions: It is likely far too late for any player feedback to effect their design at this point. I hope the developers haven't completely misunderstood that part of the sheer joy of mayhem missions is blowing stuff up. Sadly, it seems that they have. Sure, it may not have been heroic for us to blow up the Rogue Isles infrastructure, but every CoV zone with the exception of Nerva has Arachnos military installations that could have been used as the outdoor maps for Safeguard missions, which we would have been sent to raid commando style by Longbow. For Nerva, we could have raided some CoT area such as Thorn Isle.
I suspect however, that these Safeguard missions will use the same outdoor instanced maps of Paragon that the Mayhem missions do, to avoid the devs haveing to create more mission maps. I'd be happy to wrong about this, but I fear that I am not.
Giving Players What They Want:
Thats a good idea, since it helps the game stay in business, and hopefully grow somewhat.
However, I still contend that the developers would be in a much better position to give players what they want if they conducted some focussed surveys to gauge player desires and priorities. While the forums are a useful feedback mechanism, the signal to noise ratio here is high, and many opinions are contradictory (see: PvP, skills, loot discussions). Discussions can easily get bogged down with different sides who are very unlikely to change their positions spending a lot of time trying to convice each other to do just that.
So, I'm glad you guys want to give us what we want. I'm just not so sure you know what we want in any sort of reliable fashion. Especially when Statesman seems to be suprised by player behaviour in a number of instances, it bodes ill for my confidence that you guys will be able to properly deliver on your new mantra. -

First, a disclaimer. I don't currently play Dominators, because of the problems with the AT and their poor performance compared to other CoV ATs. However, I played Dominators nearly exclusively from the first day of CoV Beta(first wave), and have played a couple to the mid-teens on live. When it came time to create a character on live, my Corruptor just provided much more effectiveness, fun, and reasonable, though not equivalent, control.
I think its great that you guys want to buff Dominators. They need it. But I believe you need to focus your buffing efforts not on Domination, but on Dominators outside of Domination. Domination is great. It's a veritable can of whoop-[censored] when you use it.
The problem is, outside of when Domination is up, Doms are over all too weak. 65% Blaster damage for Ranged Attacks is pitiful in the post-ED world. It makes fights tediously long.
Also, whats the status of the shortenting of Psi Assault animation times that Statesman mentioned during CoV Beta? -

The devs said a long, long, time ago that using the Level 50 requirment for an EAT wasn't something they were going to do again. -

Granted, I only play villain side now, but I have to say that doing the same handful of villain missions over and over is really getting old. Hero side has 3 times as many zones. I think they're done. Villains need way, way more stuff to do.

Man, I hope that is sarcasm. Those extra zones in CoH are content-void hazard zones. Zones are not content. They're just boxes with mobs in them.
By I8's arrival it will have been nearly a year since CoH had a PvE content update. It needs an update, stagnation does not a growing subscriber base make. -
No mention of CoT Pain Crystals? I would think if you sat in one of those for a while and had enough Regen to keep it from killing you you'd rack up lots of points towards the badge. I could easily see someone getting an Oranbega mission and parking their character in a Pain Crystal and going to bed.

Regen is soooo complete, its by far the best secondary of all the secondaries and you ppl thinking they are going to buff it are INSANE. First they will upgrade dark then MAYBE invul, itll be 5+ issues before regen is even given ANYTHING usefull and that really wont be that usefull, maybe some tiny amount of extra resist

I believe this is fixed in the patch currently on Test. -
The Old Loose Pants that had seperate settings for Top of the Pants and Bottom of the Pants which let you set different patterns are missing from the costume generator and have been for some time. The old Baggy Pants with this functionality are also missing.
Example of old Loose Pants with different patterns on top and bottom.
These pants were probably lost when the new costume options in I5 or so were brought in and the pants category was consolidated.
EDIT: My screenshot also shows that the double ammo bandolier clips on the chest in certain poses.
