So yes, Batman can stop his rogues gallery, but as he is a vigilante that does seem to impede the courts. Due process, miranda rights, etc. Now if Batman could somehow rig things so that it APPEARS that only the cops stop the Joker's latest scheme and bring him in, then perhaps the courts can order Joker to death row.
Batman has the right to detain and make a citizen's arrest anyone he feels.
The problem with Batman is that the evidence can be considered questionable, but more times than not the evidence is in plain site and well known. The cops do their own investigation and Batman brings them down. After the Police get there they read them their rights and it's fully legal.
Batman in the strictest sense of the word is only partially a Vigilante, in that he trespasses, semi-tortures, and breaks speeding laws, as well as probably several building ordinance about standing and swinging on roofs or some such thing even though he probably owns most if not all of those buildings. When it comes to actually taking down criminals he isn't a vigilante. He's only be a vigilante if he went above what was legally allowed for a citizen to do to someone they are in a fight with which he never does.
Also... most of the criminals the books focus on nowadays are already supposed to be in arkham and they are just getting tried for other stuff... but no matter what they have to serve their first sentence and that is in Arkham ^.^ -

Then came the 90s and all his rogues became full blown psychopaths who slaughter the masses of gotham. So in order for him not to off them all like most of the planet likely would they gave him an extremely rigrid no kill policy. (Which all lackeys his rogues have plot armor so he doesn't accidentally drop any of them using his brutal tactics.)
During the late 80s and early 90s Batman had the same code as now. If you can prevent death, prevent it. I've never seen Batman(Bruce Wayne) walk away from someone he could have saved, villain or hero.
In fact, this is one of the things that makes him worry about Todd, that he might have actually had time to save that criminal and didn't AND the reason that is given for why Azrael needs to be taken down. Because he let Abettoir die.
As far as Joker escaping so much. I think you guys are reading a different book. In 400ish issues between 87 and 96 Joker has appeared 6 times I clearly recall. The death of Jason Todd and the killing joke, Right after as an ambassador, Knight Fall, Knight Saga as a "director", LotDK's retelling of Batman's first encounter with Joker, and Robin encountering Joker for the first time alone. Killer Croc, Penguin, Two-Face, Scarecrow, Riddler, Black Mask, and Catwoman appear a lot more than Joker does in the bat family books, but the general public aren't exposed as much to these other characters and Joker is thought to be more Iconic, so he is used more in non-main-comic media.
The first 2 or 3 if you want to separate the death of Todd and the Killing joke, Joker wasn't captured until the Killing joke, He was thought dead after killing Todd, escaped if I recall correctly during the ambassador incident, and then was finally caught and imprisoned after the killing joke.
The 2 Knight Saga stories are the same time he escaped and was released by Bane.
The LotDK encounter was obviously right after his origin and explains why he didn't escape that time.
And the Robin story i forget what happened...
So over the course of 9 years (roughly 4 years in comic time) he escaped twice of his own accord maybe. That's a shameful record when you consider how often other characters escape...I mean Clue Master has escaped or almost escaped 3 or 4 times in that period of time and guy who loves death escaped 3 or 4 times. Penguin has escaped 4 or 5 times. Croc pretty much escapes every tuesday. Catwoman has never been "captured". Two-Face has literally walked out with everyone watching several times. So yeah >.> Joker isn't that big of a deal... -

Bruce does invest in Arkham Security. The place is extremely hard to break into and out of, far harder than any normal Maximum Security prison. The entire place's security was designed by the same person who designed the Mansion and Cave's security if I remember right. -

Batman thinks he can help rehabilitate every criminal. It's the only reason he hasn't offed any of the more violent ones and allows them to keep going back to the revolving door that is Arkham.
Batman stops the Joker and as such Joker is stopped thus a officer popping him after that point would be illegal.
If Batman did not exist then Joker would not have been stopped and thus an officer popping him would be far more likely.
Of course if we are to believe one of the Joker origin stories... Joker wouldn't exist if Batman didn't exist >.> -
Batman does not kill. There is a reason for this and it is expressed beautifully in a story about James Gordon. The story where he is shot and people think it's Catwoman who did it. It comes down to the fact that the police have been given a sacred trust. Batman has not.
On the other hand... there is a slight problem... if Batman was not around Joker would have been killed long ago. Batman literally stops Joker from being killed because he stops Joker and thus the Police would act illegally if they shot the Joker.
So if you look at it that way then sure Batman is at fault to a certain extent...
But then again, part of the social contract is that we want to be treated fairly and as such it becomes a matter for the courts and prison system. He obviously is insane. The courts can do nothing but put him back in the asylum and from there well from what I've seen of Arkham in the comics they don't treat their patients properly. At this point Joker should have been heavily sedated and strapped down. This is not the case though so...
If we follow all this to it's conclusion it is largely the fault of Arkham and the lack of making sure they follow proper procedures, and not experimental nonsense, that is the cause of Joker's repeated attacks... -

I don't "just see the words." I've felt their impact at the core of my brain for well over two decades. The difference between Hawking and I, besides him being vastly more intelligent and driven, is that I no longer care. Which leads to my response to FX.
At the moment humanity is pretty much at the edge of eternal life, literally, or being wiped completely out, literally, within the next 100 years I hopes it's the former, but if it's the latter I'm curious as to which of the 100 or so ways I know of that i will happen... Maybe neutron bomb that we test and is more powerful than we predict... That would be interesting if you are near enough to see some vaporized but far enough away to not be hit with it. Yeah... that moment would be an interesting moment to live or to see he mind of that person, but then i often wonder, "How would that feel" about odd things. -
As much as I like the other choices I think Haislip is the best option, mainly cuz she actually seems interested in what is going on.

I do kind of like that it has a bit of the Arkham Asylum look, which I think was a brilliant version of his costume and would have been great in theaters.
For example if you double-up on chain mail that might serve as more protective if constructed specifically to be dual layer because it makes the spaces smaller and keeps more things from piercing.. It does nothing to stop blunt instruments though...
On the other hand plate armor stop blunt force pretty handily, but you can pierce right through it pretty easily with standard weaponry.
The bat suit in the comics use kevlar and to create more protection you need more layers... the more layers, the harder it is to move. You obviously don't want 100 layers of kevlar all over your body so if you can heavily layer yourself somewhere you want to direct the attack there.
The Nolan-suit on the other hand uses ceramics and you can't have multiple layers, but rather when you get shot the piece gets shattered and spreads the damage out. Also, because these plates are all the same all over you don't need to direct attention anywhere. You just don't want to take direct bullet fire or happen to get hit between the plates.
This means you don't want the symbol on the Nolan suit because where it would be is between plates and frankly he'd be sacrificing the stealth with no benefits. -

Morrison needs to be thrown under a bus and left there till he gets brain damaged and maybe that'll cure him of his stupid writing. Seriously, doesn't he get that every single one of his stories gets retconned nearly as soon as he leaves the book.
As far as the "new design" it's just going back to the late 90s batman look, but better...
And as far as the emblem... it's there for a reason... to save bruce money and his overall life. He uses it to draw attention there so that people shoot there and he wears extra kevlar there so that it is much easier to survive. -

It would be funny to have a way to replace all the NPCs with Zombie versions of themselves...
The citizen NPCs would all become vahzilok
The MOBs would all get zombified
The Icon NPCs would all get zombified
And all the weapons would become fire based or decapitation friendly weapons ^.^ -
