I don't think it's bugged so much as how it is designed. The proc works in Quick Recovery/Stamina and if you slot it into any attack power it can give stamina back to the enemy.

Most of my characters have somewhere from 50-60 free costume tokens. Each. I agree that the game could use more things to spend my lucre on.
