If I recall correctly, Naylor's is earlier and Pither's is shorter. So take your pick. I don't recall if Scirocco's arc counts or not.

Over the past several years, I've used a variety of mail services and clients, and I've always gotten them. Doesn't help those with the mysterious vanishing e-mails, though.

This^^^. If I'm smart about it, it only lags for a horrible period of time. I had to learn the hard way though--I used to hard crash out every time. And I have 2.5 GB of RAM, and the game running on "normal" effects.

It's the last VEAT "arc" (a single mission *eyeroll*), the one where you have to fight Statesman. He has this monologue that's all about Dr. Brainstorm causing powerset proliferation. It's not even forced, it's just...bad.

Many of the Sky Raider Jump Bots have names, rank, authority and appear to communicate intelligently. Does the game lore point to a reason why? Two theories I have are:
1. The jump bots contain some sort of technology allowing the imprint of memories of fallen Sky Raiders. Once the bot is, more or less, the original man in mind and deed, it is given his former rank and authority.
2. The bots are controlled remotely by the actual officer, and therefore are designated by his name and rank.
Since the Sky Raiders are limited in numbers, both of these would prevent the loss of critical leadership and braintrust in the event of capture or worse. This doesn't seem to explain why Captain Castillo is (fairly) easily found, unless his massive ego rebuffs the idea of "hiding" behind a bot.
Other explanation(s)?

They're dumbed-down Nemesis Fakes. All the intellect and oversight, hidden, with just enough modern technology to distract from the truth. -

This^^^ oh god this. I'm half-afraid that Going Rogue is going to involve a cutscene where States says something to the effect of "You'd all better switch to your alternate builds, get the best enhancements, and eat a bunch of inspirations--these Praetorians are going to be tough!"
