Obligatory: She's NOT the fifth costume slot contact. She's just A costume slot contact. The fact that there happen to be three other ones that were in-game before she was has nothing to do with the order she can be approached in.
IE, Any level one character can walk to Croatoa and unlock a SECOND costume slot. -

You can still trigger all the other zone events--the "special" raid hasn't turned them off or anything.

I think the main issue with the market stuff is that it doesn't seem to unload from memory after you leave, even doing an /unloadgfx. For that reason, I'll typically quit the game and restart before doing a TF or something like that. I generally just refrain from going to the markey until I'm ready to log, if I can.

...could they represent a new system that supports the creation of heroic loyalists, and villainous resistance? IE, AT/Alignment/Faction/Origin?

If you have a character who's actually been around the entire time you'll have upwards of 100 free tokens thanks to various instances over the years that have awarded all characters a free token per costume slot.
Last I looked CMA had about 90 free costume tokens and I've probably made use of 20 over the years so that 57 month reward really IS trash.
