If you want the basic GR, you buy the basic GR.
If you want the CE GR, you buy the CE GR.
You can pre-purchase either. Thus far, we don't know anything about a $10 goodie upgrade for costume stuff. Why anyone would want to spend $10 on the costumes of GR and not anything else relating to GR is beyond me.
Also, yes, the PlayNC store will probably break the day this goes up for sale. So don't be a rear-end-in-a-top-hat and press BUY 45 times, then complain that you bought GR 45 times. -

Those are some cool ideas. I'd still like to see more endgame-purchase stuff to burn my dough on, but I'm concerned that it would be seen as a stick to people who don't play...rather than a carrot to those who do.
IE, 250M inf. to unlock...

While the OP is correct in his/her research, I'm more of the opinion that the Alpha/Omega stuff just refers to "ultimate" costume options. Because it sounds important.
In any case, we should have pre-order by the end of the month, so they'll be marketing it to us soon and we'll have a good idea of what they look like/are. -
