Why I can't help you make the exchange is that red inf. is now worth way less than blue inf., because of the MM exploit. In the past, I converted for free no questions asked, and now all my inf. is red. I'm hoping, once I17 hits, to resume helping people out with exchanges, but we'll see.
GR, also, will theoretically liven up the exchange market. -

Ouroboros and the regular contact system are completely separate, and have virtually nothing to do with each other. If you're level fifty, you should be able to at least complete a Safeguard mission and select him as a contact.

You must, though. You are trained to at least level 20. You have no missions open. I wonder if the new cape arc triggers as a minor arc--do you have any story arcs open? Look for little books next to older contacts.

What Wes said. The Devs were actually working on a website for offline viewing, but wanted so much information that it actually slowed the real game down. For now, it's dead.

Do you have an optical mouse? Mine does this every once in a while, now. It's not limited to CoX for me, though. It just sort of gets a lazy eye and wanders off the screen.

You can get capes at any level post 20. Don't worry, you're good. Workbenches are publicly available in any university as well as the war zone. EDIT: Also, in Abandoned labs, redside.

Pretty much all the in-game stuff can be handled on the Consignment House system. If it even exceeds that, post what you are looking for in the Market and your home server forums. What sort of item do you have/want for this want ad?

Siren's can also be used for hunting Toxics, Ancestrals, and Sorcerers. In any zone I have badged in, when folks realized I wasn't fighting back, they walked away. It's not fun for them if you're not fighting back, or complaining.

Thus far, the thread has largely covered the illiterate, unimaginative, and intellectually challenged. But you still haven't covered redneck bigot. I've seen plenty of those characters...and I wouldn't dare post what they were saying or doing.

The Ink Men are a CoV addition, and as such don't naturally spawn blue-side. Occasionally you may see them pop as the ambush for the level 20+ costume slot in Steel, but your best bets are the Talos Island Safeguard or Siren's Call. I earned mine in Siren's Call in under 20 minutes, but that was before the PvP changes made PvE harder.
Remember, also--entering a PvP zone constitutes PvP, whether you want it or not.
