Given that brand new players MUST create their first character in Praetoria and can no longer start in the Isles or PC, I would hope that the zone is tune for noobs.
When you create a new character, you get the options of Hero, Villain, or Praetorian. All the current 1-20 H&V content is staying right where it is. -

MANTICORE! Why the heck is someone as powerful and influential as THE CENTER a simple errand runner in Praetoria? (I realize that several major CoH contacts are former heroes, but the man is more than human--it doesn't seem right for him to be handing out missions.) -

You only had ONE costume that you COULD NOT CHANGE. There were NO CAPES. It was possible to have SO MUCH DEBT that you were better off deleting characters than working it off.

Regardless of your (generic you) feelings about GR, a colossal f-ton of work and testing has gone into this.
