I've got a pretty good build I think, though I suspect the forums would probably shred it were I ever to work up the courage to post it. It's soft capped to all that stuff and has good regen and recharge.
I'd really like to do a secondary build with Darkest Night and keep Ice Storm on my primary build, but I don't want to lay out for all the LotG's and sets that I have on my primary build. That's why I was thinking about doing just a common IO build with maybe some specific IO's like the +3% DEF one. The problem is that to me, without spending all that INF, I won't have the really good tanking build that I want.
Icicles should hit every two seconds right? So the 5% -Damage should stack up to 20% pretty quick and stay there. Like I said above, with Void you'd be looking at 100% easy. And then 55% maintained. That's pretty dang good IMO.
I suppose everyone's gone reactive, but this sure seems like a good Tank option to me. And since I can swap reactive and paralytic as I want them it seems silly not to have the option. It's just that losing Ice Storm (and Ice Bolt and the Ice hold) out of my build bugs me for character reasons. -
How does reactive work differently with auras (I have Icicles for example) than Rain powers (I have Ice Storm)?
I didn't even realize that Ice Storm would be proccing reactive. Not sure why, I was mostly thinking about Icicles.
Ice/Axe, just in case it matters. -
I always watch it on hulu, so it doesn't much matter when NBC airs it for me.

I really like this idea. I wish to heck I could recolor Darkest Night though. Oh well. I'll just say it's icy water from the deepest depths of the polar icecap. Or something like that.
I wonder if I could get a good Ice/Axe build for cheap with this stuff. Like as Tanking of a build as I can. Maybe just a couple sets and the rest common IO's. I'll have to sit down and see what I can do in MIDS.
EDIT: I wonder if I could get to 100% for 30s with the Void Judgement power. That would be sweet! -
I may make a second build for running the trials on my MM. One that has more attacks since it sounds a lot like I won't be doing too much pet stuff.

At the very least I'm thinking of making a secondary build for my Ice Tanker (or maybe changing my primary build) using Darkest Night so I can stack the -Damage in it with the -Damage in Chilling Embrace and the -Damage stacking in the Paralytic Interface slot. Has anyone played with these -Damage debuffs?
Will they work effectively on AV's etc? Seems like I should be able to stack them pretty easily up to 50% or more.

I'd actually recommend away from Colour of Magic. That was the first Pratchett book I read and it turned me off of him for ten+ years. Only when I went back I read Guards Guards and then many of the others did I realize what a genius the guy is.
Even holding as high an opinion of Pratchett as I do I still don't enjoy Colour of Magic very much.
The Tiffany Aching books are amazing, and should be considered appropriate for adults as much as for YA. The Amazing Maurice and his Educated Rodents is a book of wonderful depth and I'd recommend it to anyone. -

One thing about WP is that it has a really good low level experience. With inherent stamina and then Quick Recovery landing at 12 you can easily be running your first four toggles even with DO Endurance Reductions. It lets you be a tank sooner I think.
You don't spend a lot of time on those early levels I admit, but for a new player that might make a difference.
I started a WP/Elec tanker a while ago and have had a great run up to about 28 so far. -

Also not sure if he has other books that are worth getting into.
I know both are pretty prolific, so even an idea of their best or places to start would be helpful.

With that experience, here are some trouble spots I've noticed with various powers:
Judgement:
Second, Cryonic. People rag on this power because it's a cone, but I've used it and frankly I think it's fine. One thing I like about this pool is the way the powers follow logical upgrade paths. The only weird thing is that Partial Core has a slow effect, but when you upgrade to Final Core that slow effect disappears. I'm not a big fan of upgrades causing you to lose effectiveness in some way, so I'd change Partial Core's special thing to be an increase in range and cone width like Partial Radial has. That would make the upgrade paths follow very logical and easy-to-understand routes, described in this diagram.
Cryonic also has a graphical bug where the gush of frost and ice continues to emanate from where your hand was even after your character has moved his hand back to the neutral position.
Cryonic doesn't feel at all Incarnate-y to me. It mostly feels like a slightly pumped version of Fistful of Arrows on a long recharge. -
Just logged in and my Enforcers look OK. They're each providing 14.12% DEF through Manuevers so their DEF enhancers are working.

I keep thinking about getting rid of Permafrost but I like having the slow resist. But I have never taken EA into account. I could possibly take Permafrost out then and still keep my 100% as long as I'm hitting EA and I keep Winter's gift. I may have to do some thinking...

As far as I know it's 100% as in no matter how many damn caltrops those Artemis chicks scatter I can move across them as if they aren't even there. Slows simply don't affect me at all. I think that resist also applies to recharge slows, so that nothing makes my attacks come back more slowly.
In the powers display it displays 100% in a teal color. Not sure if that indicates the cap or not. -

The upgrade powers for MMs are keyed, very specifically, to *YOUR* pets and only *YOUR* pets in very defined ways. Force Field bubbles however simply *CANNOT* be defined that "cleanly" and still work for all varieties of allies. It simply don't work like that ... unless you build in some sort of pseudo-pet summoning adjunct for Masterminds Only which just so happens to Bubble MM Pets within a certain PBAoE radius (say ... 40 ft?). However, because Force Field is a Secondary for MMs, there's no way to program this summoned psuedo-pet to buff ONLY your own pets ... as opposed to everyone's pets within range. And you'd have to figure out some way of tying the {Cannot be stacked from same caster} limitation into things so as to prevent a weird "double bubble" situation from occurring.
In other words, it might be that part of the reason the bubbles are so effective is that they are a hassle. -

3 hours is not a War, it's a skirmish at best. The buildup was so unwarranted for this if that was all it was going to be, as Soundwave would say "all talk, no shock".
It makes Praetoria into a joke 'ooh look at the big threat Cole, he can only afford to send a three hour strike team, Imma shakin in me boots'. Compared to the now 'past threat' of the Rikti who just recently proceeded to bomb the crap out of Primal for an entire three day period and that was a small skirmish in a longer second Rikti War.
Seriously the two facts of it was only three hours and the badge was only available on Freedom is just a 'wha?' moment.

They can't get Poison unless a change is made to Noxious Gas, at least for Corruptors. And if they're looking at changing NG for Corruptors maybe they'll just take a look at Poison in general.

I'm working my way slowly through the newer Incarnate content. I'm not aiming for Very Rares, I just don't play that much, but I am trying to get to Rares all the way across (Very Rare's could come later I suppose).
I have Judgement (the Ice one to fit my theme) and Lore but I have no idea what to look at for Interface and Destiny.
Interface: Paralytic maybe? The idea of stacking -5% damage on a foe is pretty appealing. Does it stack like that? It would then stack with the damage reduction in Chilling Embrace, and that might be cool. Otherwise I'm thinking the fire proc (75%) for extra damage. I do have Icicles running on top of my attacks, so it seems like any proc would have a good chance of hitting two or three times at least. Any thoughts on Interface for me?
Destiny: This one seems to be pretty cut and dried, but I might be missing something. It seems like Rebirth would be the way to go, maybe the one with the 90s regen boost? Barrier sounds like it could be good too, but I'm not sure I would get enough resist for long enough to really make it worth it.
I don't think I have Perma Hoarfrost, in case that matters. I don't have Hasten, though I've thought of respeccing it in. APP is the Ice one with Ice Storm.
Funny how much different my character would be if I could recolor pool powers like Hasten or Darkest Night.
