As Cyb and Hopeling already mentioned Fiery Melee is very viable in terms of both AoE and ST dps when compared to SS. As is Titan Weapons and to a lesser extent (mostly due to radius), Claws.

3) Both discussion about blasters with IOs and blasters without IOs is important, you can't just ignore a major part of the game.
4) Even on just SOs (and comparing said blaster to other ATs with SOs also) a blaster will do just as well on teams as any other AT, even if they are built entirely for dps with no mitigation powers.
5) A blaster shouldn't be having any issues when soloing on missions set for 1 player, regardless of being IO'd or not. If you want to make a case against blasters not being able to solo missions set for x8 without IOs (since other ATs can) then that's fair up to the point that soloing on x8 is technically above balancing standards. -
Glass Cannon blasters are viable. Way before incarnates my fire/em blaster (built entirely for +rchg and +dmg with no defense) came very close to soloing the LGTF, and the only reason I didn't finish it was because the Honoree stalled me out with his Unstoppable (at which point I promptly gave up, since I was going for master and I hadn't died up until that point, I didn't feel like completing it without master). And that's probably the most difficult situation for a glass cannon blaster, on teams (especially those with good support) a glass cannon blaster will be able to perform just as well or better than a softcapped blaster.

Just 2 more things, then it looks like you're set.
1) I'd take out the Dark Watcher proc and move it to Slowed Response. Then change the slotting of Analyze weakness to:
Achilles Heel Proc
AW: Acc/rchg
AW: Acc/rchg/end
lvl 50 rchg IO
The main purpose of slowed response is -res. The -def it has is good enough at base value. Slotting it as such will also make it perma on hard targets and have it recharged about 10 seconds quicker for mob to mob use.
2) I would also add a kismet proc to weave. You could make room for it by ditching either the Ghost Widow proc in Distortion Field or either the res/end or res IO in Tough. -
Doesn't matter. Whether it's working as intended or not, doesn't mean it can't be changed.
If they could somehow code the suppression to not take effect if the recipient's global is yours or someone on your global friend's list that would be a great improvement.
I won't be holding my breath any time soon, but that doesn't mean it's a possibility. -
Without actually looking at your build, I would suggest not going Spiritual Core. Pets benefit from your alpha slotting however they don't benefit from Recharge. You could go Musculature for your pets or go Cardiac/Vigor and strip out a bunch of endredux IOs in your build and save 6-7 slots to use on other stuff like more recharge.
Also slot Temporal Selection with 2 rchg IOs and ditch the golgis. With 2 rchg IOs you can keep it (almost) up on 3 pets permanently (or even better, 3 players, if you're in such a situation).
Time Crawl is fine with just an acc/end IO. Health is overslotted. Slot Scorp Shield with 1 lotg rchg + and 5 red fortunes for rchg, same deal for Farsight. You could also potentially strip a couple slots out of Slowed Response since you don't really need any of Analyze Weakness's set bonuses, so you could frankenslot with less slots and not really lose anything.
Also, slot Photon Grenade for damage, not stun. It's only a 30% chance to stun and that doesn't even stack with your other mezzes which are Holds (Distortion Field, Time Stop). Furthermore I'd ditch the Immob proc also, only being a 20% chance for mag 2 and being unable to stack with anything else you have. Drop 5 posi blasts in there (make sure to include the damage proc), and you will be doing alot better in terms of dealing damage and provoking more effectively. And while the base damage is low, 71 damage per cast is alot better than 31, and that will be buffed by slowed response.
I'd also take Upgrade Robot, Slowed Response, and Chrono Shift earlier and put off Teleport or Recall Friend til later. -

If Hover blasting with Aid Self works for you though, then that's great. It is definitely a viable way to build a fire/cold (there are many)

Katana can also fit both -res procs in their top ST attack chain. Honestly though for what I think you want (maximizing -res with procs while having heavy dps, survivable, and status protection) you already mentioned one of your best choices (Stj/FA).
I will however mention a Fire/Cold/Dark corr, it does stray a bit from your very specific list, but when it comes to debuffing with high damage and high survivability, you can't beat it. They will be able to put out far more -res than any melee build (even without the glad fury -res proc) and you can get ~50% s/l res and good resists to everything else sans psy. You can softcap Melee and Ranged defense, which will also deflect ~95% of all incoming mezzes, the remaining 5% can be easily covered by carrying a few break frees. Heat Loss gives you unlimited endurance and you will be one of the best debuffers in the game with high damage. -
So you're saying Fire Breath, Psychic Scream, Tenebrous Tentacles, Fistful of Arrows, Buckshot, Empty Clips, Energy Torrent, Electron Haze, Howl, Siren's Song, and Frost Breath are all bad because they aggro enemies. God forbid.

Wow. Yeah, I didn't notice that when I skimmed the build. 4 is typically enough, but if you have the space for 2 more -kb IOs 12 does make a difference for certain things. (lambda turrets, idf levitates, and rikti pylons are the first things that come to my mind) My SS/Fire just runs 4, but if I had more space (which I might when I upgrade my build with ATOs in i22) I would definitely pick up 12, since I'm typically tanking everything. On corrs and such 4 is great, but on a Brute you're going to be getting hit with alot of more hate, meaning alot more knockbacks will be aimed at you.

I did it once on a rad/psy defender a long time ago (before i13 ruined pvp, hence the reason I was leveling a rad/psy). It's a very feasable way to level, especially if you have a friend or two that you can get to do most of them with you. For all intents and purposes, it's not really slower than leveling otherwise (other than powerleveling) and you pick up valuable badges along the way meaning you have less accolading to do at 50.

When I had my fire/fire scrapper I personally hated it because if you didnt outright one-two shot things everything would run away in up to 16 different directions. That wasn't fun at all for me. You might have had fun with it (I did too, in certain situations and when playing on +0 speeding TFs), but it is worth noting that not everyone would like being put into a situation where everything runs away from you as soon as you start aoeing if you're on +2 or higher. I never said anything about fire/fire being the best or not. -
