It'd kinda be like if VEATs started at level 30 when you made one. You get an AT that could be percieved as being better than others, while also starting at a high level to avoid all the low level stuff.

Any powerset can be classified as any origin to better flesh out your character. That's why they gave us origins in the first place The only limits are the ones you place on yourself.

Electric/Invuln Brute
Radiation/Traps/Mace Corruptor
Energy Melee/Willpower/Mu Brute
Super Strength/Elec Armor/Mu Brute
She's natural in all her forms. For her race, it's natural to be able to form and manipulate energy in a variety of ways. She can fly, she has super strength and super speed, and can form energy into all sorts of physical attacks (energy, radiation, electric) as well as use it to shield herself with forcefields or more solid energy barriers such as with Invuln. She's also a bit of a tech-head so she has a few gadgets and toys she throws around.
I could still make more versions of her that are Martial Arts, Super Reflexes, Electric Blast, Devices, Fire Blast/Melee/Armor (hot plasmatic energy), Force Field, or Shield Defense (with energy/elec shield). I could even make her a human-only Peacebringer for the visuals. And if we ever get female minions, I could make her a Mastermind with groupies.
And that's a very wide variety of sets, with just one character concept. -
I thought it was intentional at first. From the front, those ears look like eyes, or nostrils. If you tilt the right way, the eye on her cheek looks like an eye with the ears being nostrils... I thought she was a weird rikti or some other kind of mutant until I saw the entire face on her side.

I doubt it was any complicated tech. Probably just a dev flicking the PvP zone flag on.

In this particular scenario though, both values yield a minimum hit chance, so it wouldn't particularly matter.

Personally, I did take several years off from the game and lost some names I had from back around launch during the name purges. It provides a static 12.5% damage bonus (as long as at least one enemy is in range) and an additional 6.875% per opponent (including the first one).
When the power pulses it doubles up the buffs for a very short period however because the 12.5% damage bonus is tagged as not stacking from the same caster only one of the 12.5% damage bonuses is applied. (if you realyl want to get into the mechanics it actually attemts to apply a 12.5% damage buff for every enemy in range with onyl the first one counting)
So the first target will give you somewhere close to 19.38% damage because of the frontloading, while the next one will push it up to around 26.25%, which isn't anywhere near double. But that also means you get better performance than the number of targets warrants at low numbers of enemies.
When the flicker occurs and you get the overlap, it effectively doubles the number of enemies in range for the buff, which doesn't affect the frontload amount. So it doesn't quite double. -

You can hardly blame the devs for making too many natural sets when they actually left it up to players to decide, and players chose natural sets. -
As far as that definition goes, there's a TON of extra stuff that's tecnically a pet. Like Caltrops for instance. Though in the context of "helper" it's harder to distinguish. Is Triage Beacon more of a power... or a helper? In my definition I pretty much included pets that actually move and/or make decisions like which enemies to attack. A pet that's stationary and just pulses an effect isn't really a helper, I don't guess.
