Has there been any significant balance changes I should be aware of? When I had stopped playing COH, they had just rolled out PvP and it was horribly unbalanced to a point of being unplayable... has any of this changed?

PvP is now totally different than it was. It's totally different than the normal game. The way powers work and the mechanics of everything are vastly different.
As for major rebalances in the PvE game... Not really, I suppose. -

At this point I may as well give my past self (in the future) the wrong information just so I end up with the stomach ache I already have, since I already had to deal with it. That'll show me. -

EM I could see. They'd have to nerf it to work like with Stalkers. Meaning TF would only crit for +33% and ET's "crit" would be you don't lose HP. It would still outperform the other Scrapper sets though considering ET would do over 280 damage WITHOUT being able to crit.
SS I have no idea. I just can't see how they'd balance the fact that a Scrapper could double stack Rage and do over 660 damage (before enhancements, without critting) with Knockout Blow. Maybe if they turned Rage into Build Up it would be halfway balanced. -
Hello.
I stepped through an Ouroboros portal from about two weeks after i16 was released so I could come here. Just to let everyone know, I'm getting sick of all the threads complaining about seizures, rainbow characters, annoying buff colors, and all the MLP/Care Bear themed characters that popped up!
So please, if you could, go ahead and get all those complaints out of your system now so that I can return to the future and get back to normal threads about how AE is ruining the game (still) and how we're all looking forward to the total character respecs that BABs confirmed for i17.

EM is great for soloing, but man does it suck on teams. I try leveling my EM/WP Brute and just get annoyed at how all I can do is punch bosses. I found myself scrambling for an epic AoE just so I can contribute some more.

Some of that stuff is pretty cool. I'm glad we don't take inf losses for hitting the hospital anymore though! I guess the targeting system proved to be sort of silly eventually. And I could see the groups changing behavior based on the events on a server being problematic.
I still love the old-style female stance and the flip-jump for flying. They should bring those back as options. -

I'm mostly disappointed because I was hoping that vet rewards would eventually stop at some point. 5 years seemed the best place. As it is, there's no way I can ever catch up to get the new rewards. I've been around since release, but I had no way of knowing at the time that if I stayed subscribed I'd be able to get stuff.
Makes it worse when new stuff comes out and there are rewards I actually WANT, but I can't get, and will NEVER be able to catch up to. -

I don't know what all "new concepts" we could come up with. But I am hoping that Dual Pistols plays like Claws or something similar. I'd like to see a Follow-Up power instead of Aim in the set, so it emphasizes quick attack chains. Being built more like a melee set instead of a ranged set would be nice too. By which I mean having 4-5 ST attacks instead of just 2-3, which are all minor to moderate damage. -
They're all standing around on the ship going "Guys, we're a superior lifeform. Maybe we should try a different tactic this time. Mindlessly leaping into combat against superpowered heroes seems like a bad idea, and it hasn't worked the last 417,000 times we did it."

I'd like to see emanation points first. I'm not really sure why Energy Torrent comes out of my feet. Emanation points would have to come with animation options though.

In order:
Energy Blaster's powers are going to change to be different colors depending on the power. Likewise for Energy Brute.
Rad Blaster (which I'll be making) will have similar treatment. Probably won't leave any green. Same for Rad Corruptor.
Change colors of Dom's elec powers. Probably to white or normal blue.
Remove as much yellow glow from SS/WP Brute as possible. Possibly make green.
Change SS and MA animations on characters, if the new ones are pretty cool.
May eventually be able to tolerate an Invuln Brute if it doesn't have to be black. -

Semi-related: Castle, can you at least confirm or deny that the list shown on the site (Rad Blast for Blasters, etc) is comprehensive? Is it just a 'these are some of' list, or is that all the ones being ported? Just to direct the speculation from here, so we don't get several months of "But there could be more!" if there isn't going to be.

You guys can probably blame me for these sets. I specifically asked them to proliferate sets that wouldn't require new animations or VFX, as we're already swamped with supporting power customization. We had to make one new animation for Broadsword Stalkers, but other than that they were able to directly port everything over or at least pull powers and visuals from existing powersets.

EM on Stalkers is reduced in effect. ET cannot crit (because it would do more than AS), and TF's crit is only +33% instead of +100% (because it would also do more than AS). It's intensely powerful on an AT with high base damage. Now keep in mind that Stalker's base damage is 1.00, while Scrappers are 1.125.
ET on a Tank does 202.9. On a Stalker is does 253.6 and isn't allowed to crit. On a Scrapper it would do 285.3. Scrapper BU is +100% while Tank/Stalker are +80%. Scrapper KO Blow would do 222.75 base damage, with Rage for +100% and stacking Rage for +200%.
No, it wouldn't be hard to port them. It would be hard to balance them without making them insanely overpowered or really weak and useless. -

There will not be an alternate animation for every power, but the potential to add new animations or even plug in existing animations that work for the power is there.
Right now we have an alternate animation for Jab, Punch, Haymaker, Foot Stomp, and Knockout Blow that are intended for players who want to play a more 'heroic' super strength character (compared to the somewhat smashy super strength that we have now). Most of those are completely new animations.

Are there plans to offer alternate animations for other powersets somewhere down the line (i17 maybe)? I know for instance I'd like to use the animation that Cosmic Burst uses for some of my Energy Blast powers. -

I hate this bug. It's a minor issue ultimately since it isn't crashing servers or corrupting data, but it is highly visible, distracting and annoying.
What's broken and why is it taking so long to fix? The key problem here is way back when, someone decided it would be a good idea to have three separate keyboard input interpreters and any changes done have to play "house of cards" game with the three. The current set of bugs began appearing a while back when we started making changes to implement the mission editor, which morphed into the Mission Architect.
I've no doubt that it will be fixed at some point; I just wanted to basically point out that, yes, we're aware of it and yes, we are trying to fix it. It's just an enormously more complicated task that it "should" be.

They have said that not having reliable repro steps makes this particular bug nigh-impossible to track down, so if anyone can figure out a way of making this happen 100% of the time, I'm sure those guys would name children after you or something.

Gotta agree here Dispari. In the lowlevels ( 1-22 ), all scrappers ( exception for those who use DA and Parry ) are not much tough. They are poorly slotted, resists are low, heals recharge slowly and defenses are low as well.

Of my 6 level 50s, 5 of them are melee characters. I've played every single defense set in the game to at least 30. I have more than 26 characters, over half of which are melee characters. My severe altitis means I've also deleted probably two dozen more characters, most of whom were probably melee. I know what a low-level character feels like. And I know that while a lowbie's experience may not be the best, it's still possible to put up with the enemies you fight. A Tank may not be able to tank at low levels, but he should be able to stand up to two or three even-level foes.
I've run WP to 21 without a single toggle, because the +HP/RES and regen bonuses were sufficient. Low level enemies aren't very strong. Regen, with only Fast Healing and Reconstruction, runs okay at low levels. I had no trouble running Shield to 50. It's essentially the same as SR at low levels but has LESS defense. The fact that it gains +HP/RES at 4 was what made it so much more playable than SR. In fact, the only other set I had issues with at low levels was Ninjitsu, which is unsurprisingly built a lot like SR, until the heal comes at 20. But the Stalker-style and being able to eliminate foes and placate them eased the pain.
So when I've tried to play SR (on different ATs, with different primaries, on separate occasions) and a single foe can drop me to negative DEF values when the ONLY means of mitigation I have to begin with is DEF, and I have trouble, I tend to believe there's more to it than I don't know how to play the game. I know low level characters don't have an easy ride all the time, but SR is the worst I've experienced. -
