The 95% hit rate goes back to DnD. Roll a 20 sided die, and you have a 5% chance of critical failure and 5% chance of critical success. Thus, 5% to hit no matter what, and 5% to dodge no matter what.
As for going over 95%, my Widow has 101% ToHit before considering accuracy. She also gets +23% from Build Up. She can still get deflected against certain enemies, and it boils my blood when she does! -

I've done every sort of MM possible, and I can give some input toward a few things.
Attacks: The attacks can be useful. My Thug/Traps has them, while my Necro/Dark does not. I find that Dark has enough stuff to do that you don't need to supplement in any attacks. Mostly I use the attacks to pick on bosses while everything else is getting killed.
Leadership: Leadership is good, but I find that it's never really necessary. I only take it when there's nothing else I need/want to take. For instance, on my Thug/Trap, I skipped a good number of powers, and didn't have anything else to take, so I picked up Assault and Tactics. On my Necro/Dark, I had too many other useful powers to take so I didn't bother with it. -
I'm hoping for this too, but also expecting that it'll happen. The last expansion gave us more slots. Though, to be fair, it also gave new archetypes and a whole new world. But this new expansion will have a new world, and we don't know about archetypes. All I know is I'm full at the moment with around 25 characters and already plan to make at least two new characters when GR hits. Probably more if there's more than just Dual Pistols and Demon Summoning waiting for us.
I think GR would be a good time to up to 48 slots per server, and give everyone who buys it about 4 (give or take) free slots to experience the new stuff with. Would rake in some dough for all the people who would start buying past the current 36 limit.

I'd like to add this to the list:
Some uniformity and balance between hero/villain accolades. Especially since the recent tweak, redside accolades are a lot easier to earn. Hero ones are very time-consuming and grindy. I've never earned Task Force Commander (because it requires you to do half a dozen full Task Forces) or Eye of the Magus (because of illusionist decoys). I've only earned Portal Jockey (because of all the AV fights) and Geas of the Kind Ones (...all the requirements really) once.
Whereas I have no trouble getting any of the HP/end accolades on all villains (although Marshall takes more work, but at least it's only 1/2 a TF instead of a full one or SIX of them). Magus is easy to get, and even Force of Nature wasn't that hard, although it did require a day's worth of grinding out mayhems. Still nothing compared to some of the hero accolades.
And if when we side switch, we have to re-earn those accolades on the side we're on? My widow is not going to be very happy at all. -

I'm looking for jetpacks/sheaths/back options. I'd also take that as part of the natural pack if that is soonish. They recently fixed an issue with power jetpacks on models which previously seemed like an issue for getting costume back options. I'm hoping that's an indication. Or maybe it's just wishful thinking.

I have an Ice/Cold Controller if you aren't set on redside. All of her powers are long recharges and quick activations, so after a couple quick tosses, she hops into melee range and debuffs with AA. She doesn't have a lot of powers she has to use to be effective. After patches drop and Snow Storm goes up, she benefits the team by sitting close to enemies in melee while they slip and fall. Even if she did have a lot of powers to use (at higher levels she'll get some attacks to spam), she's going to be getting Heat Loss which is a crazy endurance buff power, and another excuse for her to be in melee.
Most of her job is to keep shields up, so since she doesn't have a lot to do after patches go down, I sit in melee range rebuffing allies so that I have something to do and shields never drop. With 2x DEF and 1x DEF/END in the two shields, she never runs out of endurance, and this is currently with +91% in Stamina, with AA and Arctic Fog running, BEFORE Heat Loss. You should have no endurance issues if you do Ice/Cold. And the combination of AA+Jack+Sleet+SS along with other misc debuffs will keep enemies slowed to the floor and with severe recharge problems. -

It's easy to kick back and say "Why's everyone so sensitive? Just do stuff my way and we won't have any problems." You show a prime example of insensitivity in your post. You celebrate Christmas, so think everyone else should too. What about other people who aren't celebrating it, but you're trying to forcefully exclude them by not even acknowledging their beliefs? You're annoyed enough that people say "happy holidays" instead of "merry Christmas," so how do you think they feel when you show up and not just ignore their beliefs, but shove yours in their face? And what about "happy holidays" is exclusive to your beliefs that you'd be offended by the usage of it?
It's thoughts like THAT that are ruining this "country" (though I wonder which country of which you speak since no doubt the people in this thread are from different ones). An egocentric view of the world around you, wherein as long as YOU are happy, satisfied, and content, everyone else should be too. As soon as your beliefs or world view are challenged, something must be done about it. -

Knockback IOs right now are a good baseline. But stuns and holds are pretty rare by comparison. An IO that gives you protection to stuns which you'll really only face, well... at high levels, against Malta basically, wouldn't be stupidly high in demand. It would be about average, I'd expect.
Some people would buy them, some people would ignore them like they do with knockback IOs. Depends on the person's level of want. But would they become mandatory/omgrare/gottahaveit? Very doubtful. -

Just posting to say I love the item pack. The inaccurate/wrong icons have always bugged me and I like seeing them more unified and consistent. I also like the new tarot icon.
I have to say though, the one thing that really makes this stand out is that Fallout is a picture of someone's crotch exploding. I mean, what can beat that? -

Breakfrees are meant for occasional use for when your character occasionally gets mezzed and needs a hand. All ranged ATs have advantages and abilities that allow them to deal with mez before it happens. Melees do not. However, inevitably something will miss, you get unlucky, there's a guy you didn't see. That's when you use a breakfree.
If melees didn't have mez protection, they'd have to have a breakfree available all the time, every single time they jumped into a group with any mezzers. They would have to have a breakfree for every single spawn of enemies. Because melee units can't do anything until they've closed into melee range. Even if they have a mez or debuff, it's going to be touch-range.
If you're actually playing a ranged character and are needing a breakfree all the time, you're just simply not playing your character very well. There are dozens of ways for ranged characters to prevent or lessen the effects of problem units before the enemy is even aware of their presence. If you choose to ignore those options, that's nobody's fault but your own. That, or you're fighting a very mez-heavy group (such as Malta) that is just not a good fit for your AT. Believe it or not, there are some groups that aren't made for every AT to solo. Carnies can be a severe headache for melees, for instance. -

While i would love for more ways to effectively bring up resistances, the problem would be that "support" class ATs could benefit from those powers and thus become less dependent on the Melee in groups, and heavens forbid not need a melee at all. Just imagine the balance implications if a Blaster could achieve 50% resistance? or even more scary imagine a Controller with 50% resistance?

What's more, you can just add ranged defense and have mitigation against almost every attack in the game. Because no melee attacks can hit you if you stay at range, and AoE attacks are pretty rare by comparison. To get the same effect with RES, you'd have to add resistance to smash, lethal, fire, cold, energy, negative, toxic, and psi. Granted, you could just do S/L and cover most of your bases.
And with a careful implementation of the set bonuses, you'd be able to prevent getting 45% DEF as well as 50% RES. Right now you can't get much more than about 5% RES to something if you try, and it takes some pretty strange set bonuses to get certain things like S/L. -

8) Sonic Controller
9) Sonic Corruptor
10) Peacebringer
11) Warshade
12) Crab Spider
13) Fortunata
14) Any good Defender who has heavy debuffs
15) Any good MM who can stand behind good pets
16) Any good Controller who can not only mez enemies but debuff them
17) Any good Corruptor who has heavy debuffs
18) Any good Dominator who can not only mez enemies but has Domination protection
19) Any good Blaster of any kind
20) Another game -
Um, huh? You're saying that the game is hard and/or annoying and certain enemies are a pain to deal with, but when people suggest methods for dealing with them you complain that you shouldn't have to "play their way," and instead we should change how mez works. Are you really so unwilling to alter your tactics that you think we should change how stuff works just so you can keep playing "your way?"

So Dark has a ton of -ToHit, and an AoE fear, a single target hold, and an AoE stun. You really think that'll make it the only Controller secondary people will play...?
Want to know the most popular Controller combination? Fire/Kin. Guess how many ToHit debuffs, fears, holds, and stuns Kin has. Zero. Want to know how many AoE mez powers it takes to lock down a group of foes? One. A Fire Controller doesn't need extra mezzes. Neither does an Earth, Plant, or Mind Controller.
Dark is a good set, and there are nice uses for all of its powers. A Controller could cycle the powers to mez more than one group, or to stack over mag 3 when necessary. But Dark isn't the most popular set for Defenders, Corruptors, or Masterminds, so why would it automatically be the only set Controllers would ever play?

It's impossible for that to happen because no amount of proliferation will make a Scrapper and Tank so similar that either of the ATs should not exist, much less make Scrappers anything like Controllers.

In my humble opinion, AT "purity" died when Brutes and Tanks got Dual Blades.

Anyone that knows me knows how bad I wanted SS and Energy for scrappers, but now that scrappers have been given Elec and Fire, I'd like to see some things stay with the original ATs. I'm still against Super Strength being given to Scrappers because I always thought of Scrappers/Stalkers as "skilled, agile" while Brutes/Tanks were "brute force, power." That is to say it doesn't fit MY concept of a Scrapper, so I wouldn't make one. But ever since Brutes got DB and Claws, and Scrappers have Elec Melee now, the lines are more blurred. I'd rather let people make the decisions on what their character should be than have it be an arbitrary and forced decision by devs. -

The devs have said as much. Now, you have a hero who goes rogue, that's another story. (I wish I could use a comic book analogy here, but Empathy as it functions in-game is one of those powersets that is rarely seen in comic books.)
A majority of Pain Domination is mirrored in Empathy. Empathy has the RAs and a very minor effect differences between the shared powers, but that's really the only difference. I seriously would not count on Empathy ever being proliferated.
The two sets have enough significant differences that they can coexist on the same AT, however. They're really no more identical than Thermal is to Empathy or Pain Domination.
