Which is exactly the same as a vet player knowing their best way to level, fastest route to a mission, tricks to kill quicker etc. You already level your toon faster than a new player because you know how to play.
Plus you said in your second post you already turn your XP off sometimes. Sounds contradictory to me. -

So of course I said "Sure" and invited him to a team. I got the door mission from the cop and we started there. He easn't sure where to go so I ended up using my Assemble the Team to zap him there.
Here's the broken part: when you click on the door, it says "You have too many team members to enter". We could not go in together.
I wad stumped, having never run into this before. I didn't know what to do. I told him I had never had this trouble.
Eventually we had to disband. I told him I would see him in Praetoria and put him on Friends. I ran thru the mission but when I got out, he was still in the Tutorial. I sent him a couple of tells but he either couldn't or didn't want to respond. A little while later he was listed as logged out.
So that's the story. Devs, I'm a resubscribed six-year vet. I would have GLADLY taken this person under my wing, but we were stymied in the freaking Tutorial. I feel terrible that I couldn't salvage the situation.
I'm guessing that the reason you can't do the tutorial mission with a team member is that it's a morality choice meaning it's solo play. -
Out of curiosity, are the Combat Auras the old Aura's set to only activate in combat? I haven't played with them in a while, but if so, sweet!

Here's the fact: I've taken, at this point, 2 empath / rads, an ice / sonic with a stone / bubbly, and a dark / fire tank with a dark / energy melee tank, to level 50 under the level pacting system.
I know, for a fact, that when one of these avatars was gaining double exp through patrol exp, and the other was offline or not on the same team mission, as well as on the team, they were getting flat exp amount, not the boosted patrol exp. If the system has been patched so that Patrol Exp is now awarded to the level pact, fine. I don't particularly care. There's been nothing in the patch notes to suggest the problem has been addressed.
Basically, here's the thing. I know what I'm talking about, and I'm getting tired of some two-bit jerks thinking they know better than me.

I asked for more costumes. Tights, patterns, complete costume sets, belts, shoulder pads... Ok? Last time we got those was I15. June 2009 with Ulterior and vines, and new faces, great. But thats 1 year and half ago...
And yes the old times (since I08, november 2006 sounds pretty old to me in a 6 year old game) pre-boosters issues were better:
I08 came with individual pieces, masks, googles, skin tights, etc.. FREE
I09 came with invention made costumes... FREE
I10 came with vanguard merits to unlock vanguard costume set... FREE
I11 came with tons of hairstyles and weapon customization... FREE
I12 came with ITF to unlock the awesome roman armor... FREE
I13 came with civilian clothes... FREE
So, yep after I15 we got so far: animated tails, ultramode for a few metallic pieces and combat auras plus the leaked ones, snow and fireflies for I19. That stuff added in four issues, sounds pretty weak to me in comparison with the old times pre-boosters ( Again, I08-I15 era).
I just think the playerbase should push the devs a bit, so maybe we can have some balance. I want costumes sets, and only way to get them is paid boosters. And I blame myself, I got wedding, AE valkirie and all origins except mutant (weak and incomplete booster).
Ummm, I15 wasn't really Pre-Boosters though.
GvE bonus pack - Just before I8
Wedding Pack - Just before I12
Cyborg - Just before I13
Mac Pack - Just before I14
Magic Pack - Just before I14
SuperScience - Just after I15
So over half the packs came out before or around I15. -

Furthermore due to a glitch on the costume creator players had the chance to preview new auras that were not intended to be released yet.
So it's clear to anyone that actually looks at the 18 issues that there were only 7 times we didn't get new choices added costume creator for free. So his statement that we haven't gotten new costume pieces in a year and a half is a blatant exaggeration. The only time we had to wait over a year for more "free" costume pieces to be added was back in 2005 - 2006 between issues 4 and 7.
I'm not sure I consider weapons as costume items, solely because it's tied to a specific power set. It's more like saying Power Customisation added new costume items. It's still part of the costume creator but... However, I can see how people consider them costume parts. -

OP, I think you will find that virtually no one objects to getting free anything ... however in general there is usually a fairly strong reaction when someone posts an inaccurate personal opinion and tries to pass it off as fact.
Sport and Overguard, as best as I can find on the wiki and the GR site are both part of GR, not part of I18. So what inaccuracies has the OP passed off as fact? So far no one has been able to prove otherwise, despite saying they have. -

If you happy with that, ok. Im not, its my opinion.
Im not minimizing nothing, and Im thankful of what they did in the past for free, but this is now and since boosters went on sale, they keeping the good stuff to sell it.
I think thats greedy. I know this is business, but I think they should come with some free costumes and the some for paid boosters. Not 1 and half year without adding a single one.
Im just concerned because I dont see a balance when it comes to costumes. Pay or nothing.
I think doing waves on your knees for all the devs do is dumb also.

I would guess the answer is actually no. We will all see that you are kicking up leaves but everyone will see a different pattern as it's generated on the individual machines. Same as Propel does. Everyone sees you are using propel but what they see you propelling is different.

I am allowed to define my own particular groups as many as I want at a time, including loners who would show up alone. And no, don't tie this to SG status, it would be a bad idea. IF I can customize who shows up with who, then I will have no problem. Any halfassedness past this would be my own fault. But I'd rather have a "ghetto" character selector than one that takes control out of my hands.
Although I would like to have the options you listed above. While not a necessary feature, I like this idea and it would be cool if you could choose the background (say your SG base) and have the costume use the SG colours if you are in SG mode. -
As best as I can recall the Devs have said the system can't differenciate between a buff and a debuff so to allow you to remove Buffs they would have to allow you to remove debuffs. Which they won't obviously.

I'd be OK with most of what you have above. Putting on my devils advocate hat though I can't see the Dev's creating a way for you to level a toon offline that easily with the offline invites. While I see your point, and wouldn't care if they did it, I don't see it happening.
I know that you can currently do it now by having 2 accounts or a friend do it for you, but the ability to roll say a stone tank and then have it levelled to 32 to get granite before even playing it should be discouraged. -

I think he's ruled out the possiblility of having a zone where you are IN water. A zone where you are underwater but in an enclosed facility that doesn't require a new swimming battle stance could still be an option.

ice will work underwater, it does in real life, why not in a game, fire does to if its hot enough and stone is no problem, as long as they are on the ocean floor. you can even have new stone designs, like coral style.
guns can work under water too, all a gun is is a trigger and pin hammer, the bullets are air tight. besides, if "gun fu" can have bullets bend in air, why not just let them shoot underwater

Not overly sucessful really. Kinetic energy is stuffed underwater and the shotgun actually exploded.
Welding:
It's short range and runs the risk of electrocution because it's Arc welding, using electricity, rather than a flame.
Yes, you can have fire underwater but it's usually down to gas which displaces the water.
Ummm, sure, except if they go with a standard land zone the zone team can work on that and the animations team can work on new stuff rather than altering old stuff.
