Personally, I place +HP ahead of all other set bonuses. Then I target defense bonuses. Regeneration bonuses are almost an after thought.

1) When did Issue 16 become "Going Rogue"? We know it's the next paid expansion but when was it announced as Issue 16?
2) Lame is a rather relative term. Going Rogue seems rather appropriate for what we know about this expansion. I have no issue with the name. But then I could care less what they name issue, it's what's the issue that interests me. -

Well Solo means just that...you dont have people around to tick off so you can play at your own pace...a team is just that, a TEAM. Just like when I was in the Army, they pretty much beat it into our heads (and our muscles) that there is no "I" in team. you stick with the team, you follow the leader and you do what your told.
I too would kick someone from a team if they pulled solo crap on me, and I would urge the leader to do the same if I wasnt the team leader.
Yes, this IS a game, and games are meant to have fun in, but reclessly endangering your "TEAM" makes the rest of the team usualy annoied. Which means that they arent having fun.
Sure, some of you can solo ITF, if thats your bag of tea, then you have no need for a team. Go get a bunch of fillers for your ITF or what ever and boot them when yoru ready, dont endanger everyone else and make it UNFUN for the rest of the people.

Yes, because every organized unit operates by walking in huddles groups within arms reach of one another. Last I checked, team work did not require holding hands. I fail to see why people insist the only viable teaming option is for 8 people to aim at the same target. In a game where so called support characters can clear 8-man spawned missions single handedly; folks still insist running missions like a mobile campfire. This isn't Voltron or Captain Planet. You're not going to turn into some giant super powered robot by holding each other's tails and ears.
Declaring you take the spawn on the right while I take the 3 on the left is still teamwork. -

While probably true, I can find no evidence of this. We know they go insane, which could be enough to disrupt basic communication but Julius the Troll does not appear to suffer this to the same degree. One could argue Superadine addicts weren't too intelligent to begin with. Can anyone point me to where is says Superadine makes you stupid?

I over looked this fact. Thank you. Based on this one could extrapolate a number of negative effects similar to those seen for long term steroid use. That helps, TY.
A guess I should have specified what I meant by negative effects. Abusing chemical substances is bad. EVERYONE knows this yet the problem persists. Social, economic, and legal ramifications of drug use have never been more than a cursory deterrent. Negative biological effects were more specifically what I was referring to. While turning into a green troll would certainly viewed as negative to the average citizen, there will always be the odd wacko that would accept it for a good high. Coronary artery disease, organ death, brain damage, impotence, were more along the lines of negative effects I was looking for. -
I recently had an idea for a character revolving Superadyne but me research on the drug seems to have come up short. Specifically, I'm not seeing any information on the negative side effects of Superadine.

This list seems rather light on negative effects. I work in health care so perhaps I'm asking to much, I would have expected to see worst. Are there additional clues in game that might suggest more?
The manufacture of Superadine remains a mystery? We still don't know who makes it? We still don't know anything about the folks Babs arrested for this? Why was the Midnight Club involved in Bab's raid?

A good leader recognizes their assets and uses them to the full potential. If you invited a scrapper to the team, as a good leader you should recognize a scrappers needs and the scrappers role on the team.
A good team doesn't mean patting yourself on the back for 2 minutes for defeating each and every spawn. If seven of my teammates are beating on the last mob of a spawn, I feel that's 5 too many.
I don't need to wait for your end bar to fill to continue on the the next, you go ahead and rest. I'm saving you endurance by killing stuff you won't need to attack.
Scrappers are perfectly willing to let tankers take alphas and hold aggro, just don't make us wait for it. The scrapper wouldn't be taking the alpha is the tanker got in there first.
If a scrapper runs into a spawn, no danger should come to the team. If you run in behind the scrapper, that doesn't make the scrapper responsible to you face planting. If the scrapper gets in over their head, and then drags aggro to the team they're a disgrace and should be ridiculed at the least, kicked from the team if necessary. The appropriate action for a teamed scrapper that gets in over their head is to die with dignity. -
I completely understand the commitment to concept. I have 2 hover/fly Dark Armor characters including my main, but I don't recommend it.
How attached to your concept is teleport? Soul Transfer? I would recommend dropping those two powers and replacing them with Health and Stamina. Dropping Confront is another possibility. It would make a tremendous impact on your build.
I evaluate all builds based on level 30 IOs so I overlooked you were using level 50 generic IOs. Sorry, not used to looking at builds that plan to stay with generic IOsIn regards to Dark Regeneration, Acc, end, and recharge will net you better survivability than heal slotting. (this changes when you consider IO sets) Between Siphon Life and Dark Regeneration you've got some powerful healing going on. Against bosses/AVs,(or any single target) Dark Regeneration will not be as big a heal, but those targets are also generally harder to hit. For your build I would recommend 1 Acc/2 end/2 rech/1 heal or 2 acc/2 end/2 rech. If you're running missions on anything over Tenacious, the 2nd accuracy will be of better use than the heal. If DR misses, you just wasted a big chunk of end for no heal. 30% is still a big chunk of burst healing, 2 recharges lowers it from 30 seconds to 16.4 seconds, nearly doubling your healing when measured over time.
For Dark Consumption, I would still recommend against end mod slotting, but if you feel you can spare the slots, 1 acc/2 recharge/1 end mod would be nice against single targets, but I usually fine I need my slots.
Oh, consider a Tohit debuff slot in ToF instead of fear. Better mileage IMHO.
I would never recommend dropping Cloak of Darkness. Your build needs it for Immobilzation protection. Besides, +perception is very nice thing to have these days. -
Dark Regeneration should be slotted for Acc, endurance, and recharge. 3 targets are enough to heal 90% of your health. You want the power available to you as often as possible.
You've invested 3 defense slots into Cloak of Darkness for 2% defense. Those slots would be better used elsewhere. You could use them in Obsidian Shield for your Psi-resistance.
Dark Consumption is over slotted IMHO. 4 targets would completely replenish your endurance, but you'd likely use it when your end is around 25-50%, so 3 targets is usually sufficient. 1 Acc and 3 recharge is recommended. Use your fourth slot elsewhere.
You're planning to use hover as your sole source of knockback protection? That could be dicey at higher levels, though the new Flight Mag in hover makes it more feasible than it used to be.
I'm likely saying this in vain, but you should SERIOUSLY reconsider your stance on Stamina. If ever their was a secondary that begged for Stamina, Dark Armor is it. -

Understand I respect your choice, it is the one commonly taken but several of you assessments are false. I post these for clarity not in any effort to dissuade you from dropping CoF. You need to go with what feels best for you.
Oppressive Gloom causes far more wandering than CoF ever will. It is the stun wander specifically that lead me to drop OG in the first place. Since mobs do not wander, the fear duration does in fact over lap. I don't know what powers you've been using that have fear, but wandering or running is not the common result of the effect, though it can happen.
My DM/DA build uses 60% from slotting and 54% accuracy from set bonuses. Mid's calculates this 108% accuracy. That's before factoring Soul Drain.
On an IO build, the endurance costs of CoF are simply not a concern. Proper slotting will actually net you recovery.
Death Shroud is a power you want to take very early on, mid-20s at the latest. It's a major part of your endurance management and damage output.
P. Gaze and Torrent both suck. They're largely useless. I wanted Darkness Mastery for conceptual reasons so I settled for Torrent. Torrent is a meh cone Tohit Debuff that stacks along with CoF and the rest of my defense. It has the added benefit of scattering a spawn Sarrate is trying to tank.I found absolutely no use of P. Gaze.

On my Claws/DA I have 56% acc, 91.22% endurance reduction, 76.4% recharge, and 76.48% Heal.
I used:

Most Dark Armor players eventually divide into OG fans or CoF fans. The two powers have been debated many times, each has it's strengths and weakness. I strongly prefer CoF over OG. IMHO, for DM/DA CoF is the superior choice. I've briefly covered the OG vs CoF debate as objectively as possible in this section of my guide. In the end, you have to go with what works best for you, very few end up keeping both.

It is not flagged as un-enhanceable. Stun enhancements will increase the duration.

Proper accuracy enhancement will be far more affective than stun duration. If you don't miss in the first place, the length of the stun is irreleveant, especially when you consider the base duration is more than triple the tick rate.

This not exactly a plus. The longer the mob stays out of OG range, less damage will be done by Death Shroud and your AoEs. In general, OG is mainly for minion mitigation. If minions are routinely out living the stun duration of OG there is something seriously wrong with your build. (this comment is very specific to scrappers) -

Let me clarify. Stun enhancements WILL NOT increase the magnitude of any stun power. Individual ticks from the same toggle will not stack Magnitudes, that goes for CoF and OG. You can stack different powers to stack stuns for a greater magnitude. For example, you could stack Thunder Kick (10% Mag 2 stun) with OG (Mag 2) for a total of Mag 4. -
You need more accuracy in Dark Regeneration. You could go for a tad more defense, but otherwise the build looks fairly solid to me.
EDIT: You seem to be going for typed defense? I've found positional defense easier to stack for Dark Armor. -
Outside of set bonuses, there is no reason to slot enhancements in Oppressive Gloom. Many do slot it up for IO sets, but if I recall correctly, you don't care for those. Just put one Accuracy in it, save the slots for else where.
You are correct, they only affect the duration. To my knowledge, nothing will increase the Magnitude. -

The Mender Silos arc/Ozone TF you fight all the Archnos AVs, including Silver Mantis. I think this has the most AVs in a single mission.
The arc with the most AVs is still Hero's Hero from Maria Jenkins. You fight most of the Praetorian AVs. -
I've played both DB/DA and DB/WP to level 50. I love both builds.
DB/DA endurance concerns are mildly exaggerated, but you do need to prepare for it. Anything paired with Dark Armor needs to prepare for endurance management. With the right IOs (not necessarily expensive), this management is easily achieved. (see Dark Armor sections of my DM/DA guide if you need help with that). The only concern I had with DB/DA was learning when I could pop Dark Regeneration without interrupting a combo. You need to pay close attention to your HP. DR can negate most burst damage, but timing DR wrong will cause a combo to time out. It is impossible to use DR in between 1k Cuts and Power Slice without timing out the Sweep combo. For that combo, you have to use DR in between Power Slice and Typhoon's Edge.
DB/WP is a solid set. You never have to worry about interrupting your combos, but Will Power does need to be mindful about burst damage (no heal). Endurance manage requires virtually no effort, especially if you take Stamina. DB/WP was my first Will Power scrapper, so I was initially disappointed with the final results. After playing Will Power with other primaries, I realized I made a few goofs and revisited the build. With minor changes I was amazed with the improvement. DB/WP is now one of my strongest scrappers. -

But yes, Dark Melee is much improved. I liked it before, but it did seem to have steep learning curve for very subtle workings. Today it's easier to see what Dark Melee is actually doing.

The etchings around the portal glowed intensely as blue mist drifted from them and spun into a vortex in the center. The wind masked the voices of the immerging shadowy figures. Cynsaya protested, I didnt say I wasnt used to them, I said I dont like them. Theyre unnatural, while were at so is wrapping tails around peoples legs
Desmidas went from giggling to all out laughter, Unnatural!?!? She struggled to stay on her feet, reaching out for one the large wooden benches leading away from the portal. She barely avoided knocking over the oversized candelabras lighting the foyer. You humans ..have crazy ideas of whats natural

Desmidas actually stopped laughing long enough to get to her feet. Cynsaya on the other hand, did not notice new arrival's speed, she barely got her armors up before the red skinned figure plowed into her. The two sprawled out onto the marble floor of the foyer, knocking over candelabras with a very loud crash. Desmidas eyes opened wide as she dodged the accident. She stared blankly until she recognized the figure, Magda, YOURE WEARING A DRESS!!! Desmidas collapsed on the bench again, laughing hysterically.
GET OFF ME, Magda! Cynsaya shouted. The two shoved each other as they got to their feet. Cynsaya dropped her armors as she admired Desmagdas dress, Whats the occasion, hot date?
Whats with standing in the doorway?!?! Desmagda demanded, and no theres no hot date, Im just late. Were late, and why didnt you two dress up?
Desmidas stopped laughing abruptly, We were supposed to dress up? "
Heels clicked on cobblestones from the distance. A blue skinned elf turned the corner, her silvery mythril gown shined so brightly it seemed to get there before the rest of her. She whispered loudly, Youd think it was Tanker Tuesday in here with all the racket you three are making. She looked Desmidas and Cynsaya over condescendingly, showing disapproval for their attire. Youre all late; now keep it down, Nica is all batty over this.
Cynsaya glared at Desmidas, They are all dressed up, and I couldnt go back to my flat to freshen up? I had a dress picked out of for this, but nooooo, you had to get ice cream. So help me Midas were gonna have a one on one about this. Cynsaya stomped after Desduende.
Magda and Desmidas stared at each other dumbfounded for a moment before Desmidas asked, Whered you get the dress?
Nica loaned it to me, she always seems to know where to find low back cuts, perfect for tails. Desmagda modeled the dress for her.
Desmidas rubbed the velvet dress on Magdas hips, declaring Very nice, she does know how to shop. The turned Magda to admire the front of halter dress, but then turned to Magdas face quickly, Who told you to dress up?
Nica did. She said wed be having a special dinner with everyone, so we should dress up.
Dinner!? Down here?!? Desmidas nearly shouted, This cant be good She stormed thru the foyer, nearly dragging Desmagda.
Desmidas nearly hit her with the large gothic oak door as she opened it and yanked Magda into the dining chamber. As they crossed the ring of pillars around the chamber, Magda pulled her hand free and stared back at the door. She turned her head to see the room and then back at the door. How could this room possibly be so big? It doesnt make any sense. Maroon silk draped downward from each pillar towards the center of the room. Each drape met at the large cast iron ring, seeming suspended in air by the silk. Beneath the ring sat a large stone table, surrounded by oversized wooden chairs. Torches hung from the ring, lighting the table. Torch flames reflected off the ice crystal that refused to melt despite the orange flame inside it. On back of a the wooden chair, sat 'Nica, her attention was on a door. Her royal blue, satin skirt drifted over the chair. The satin cloth wrapped about her torso, avoided her flapping wings that balanced her vicarious perch.
Nica, you said nothing about this being a formal gathering, Desmidas accused 'Nica as she pulled back a chair.
Eyes still on the door, Nica jerked her arm to fling something at Desmidas, Youre worst than your sister.
Desmidas caught the cell phone, opened and closed it before tossing it on the table. I told you I hate those things, Im and magical creature, there are limits to how much technology Im Desmidas stopped mid sentence as Nica flung something else at her. Desmidas caught the unraveling scroll with ease. She turned to Desduende, who watched everything with a wine goblet in her hand. She throws pretty good for a defender, but Desduende seemed disinterested.
'Nica snapped her head towards Desmidas, You have no kingdom in this dimension, princess. Youre not the only scrapper I have to look after. Learn to take some stinkin responsibility for your A loud crash came from behind the door. Everyone moved behind Nica as she flew for the door.
A powerful voice from behind the door stopped them all suddenly, Nica so help me, if you pop you pretty horns through that door one more time youll wake up in the resurrection alter with half your skirt! The scrappers stared at each other as 'Nica stood frozen at the door. She seemed about to say something when the voice shook the door SIT DOWN.
Desduende smiled wickedly as she pulled Nica from the door, I believe the phrase is guess whos coming for dinner.
Desmidas stayed by the door as the others found seats, Whats going on?
'Nica mutters something beneath her breath while stretching out her arm. A smoky skull shot out from her hand, flying across the table, catching the scroll in its gaping jaw. The skull looped around back to Nica and disappeared as it collided with her open hand, dropping off the scroll. Nica then flung the scroll at Desmidas.
Would you please stop with the throwing things at me? Desmidas yelled, catching the scroll and unraveling. She shook her head as she read to scroll.
Desatanica glared at Desmidas, Your sister is making us dinner
Desmidas dropped the scroll on the floor, and turned her head upwards, seeming about to pray. She seemed to remember something abruptly and turned to Desduende, Wheres the bottle?
Desduendes arm dropped to her side, her hand disappearing beneath the table, Took you long enough. In one swing she brought up a glazed ceramic flask and flung it a Desmidas, whispering catch.
Desmidas caught the flask, Shut up, elf. She then flew up to the cast iron ring above the, grabbing two wine goblets, dangling from it and plopped into a chair next to Cynsaya. Drink, she ordered as wine flowed into both glasses. Whose idea was this? Desmidas asked as she bottomed up her goblet.
Nica smiled, Mine.
Desmidas immediately refilled her glass. Cynsaya noticed Desduende managed to produce another flask to fill her own goblet. Confused by all the concern, she sipped her wine, Nica, I take it Desmodas doesnt cook very often. Is that the reason for the special occasion?
Nica crossed her hands and placed them on the table, No, this is a training exercise, one with rewards and penalties.
Muffles screams come for behind the door. Cynsaya paused to listen before asking Training for whom, and what are the penalties.
Everyone actually. Nica beamed as she revealed her plan. Since you scrappers, are notorious for not working with others, you were given directions on how to work with tonights events. Sinllema is being trained to be free, Im being trained to let go, and Desmodas is being trained to be patient.
Desmidas pulled her face out of the goblet long enough to ask, All this from one dinner?
Cynsaya interjected, Wait wheres Sinllema?
Another large crash followed by indiscernible screaming came from the door before Nica could answer. She paused for the noise and then pointed towards the door with a worried expression, In there with Desmodas.
Theyre making dinner together? Cynsaya asked in amazement, to which Desatanica nodded. And our assignment was to dress up? Nica kept nodding. And our penalty for not dressing up?
You taste the food first Nicas voice almost seemed to deepen as she answered.
Cynsaya turned quickly to Desmidas, You are so off my friend list. Cynsaya propped her boot on Desmidas chair and shoved her way. She then grabbed the bottle, gulped what was in her goblet and moved near Desduende to refill.
Desmidas pulled her chair back to the table, seemingly unaffected until she noticed her empty goblet. She pointed at it and frowned at Desduende. Shaking her head, Desduende produced a third flask and hurled it Desmidas. Desmidas caught it with childish glee, filling her goblet as she asked, so whats the reward Magda and the elf get?
They get to ask Desmodas one question, any question, no restrictions. Nica stared at Desmidas as she answered, and her highness as agreed to answer truthfully, no matter the question.
All four scrappers gasped as they sat up. Magda and Desduende exchanged pleased looks. The goblet in Cynsayas hand shattered. She turned and mocked Desmidas I dont like the ice cream in Founders. The shop in Faultline is better. Blah, blah, blah. Cynsaya flung the pieces of shattered crystal at Desmidas, We could have gone to my flat and had the freaking ice cream delivered instead of leaving my dress on the stupid hanger,
Desmidas collected the pieces of shattered crystal out of her hair, Would you please shut up about the stupid dress in your crumby flat. I already told you I didnt the exploding kitchen door never let her finish.
They fully expected the door to disintegrate, but it merely flung open with a loud thud. Flames licked the frame of the arched doorway as a cart came rolling out. On the cart sat Sinllema. A charred apron adorned the usually naked creature who was nearly covered in an array of powders and gooey fluids. She seemed to notice everyone staring at her when she raised her arms in the air to declare Dinners done!
