That is fixed now, but if you do send a purple, make sure it's to an active account, and do not type any of the problem symbols. -

Honestly, if they'd introduced Incarnates from the beginning, as some sort of "Epic AT" that allows you to progress your 50s beyond 50, and the other Epic ATs were unlocked through some special mission or something, I'm sure no one would have batted an eye. It would even make more sense that way. -

Willpower: Strength of Will is like this too. However, their recharge is 5 min(Strength of Will) and 6 min(One with the Shield). Versus the 16 min 40 sec of Unstoppable, Power Surge or Elude; even with 100% recharge, their recharge time only gets as low as 8 min 20 sec. It almost as if SoW and OwtS are already fully enhanced for recharge(as tier 9's go). -

It's a buggy, buggy thing. Oil slick is unique in that it's a pseudo pet that players can target, and damage with Fire or Energy. Then, it's replced by another pseudo pet of flames. I suppose it's possible that The first pet just gets replaced with the same first pet sometimes. -

Yeah, I use it less since they added Physical Perfection. Still, I had to use it the other day fighting Carnies *mutters obscenities*, and Conserve Power was still recharging.

I had a friend playing CoV and got bored fast of the standard AT's. He'd get as far as--oddly enough--level 20. Then he'd move on to another AT.
What he really wanted to try was my shiny VEAT Crab Spider I was teaming with him with. When he found out he had to have a level 50 to play it, he quit. He's a busy guy and doesn't play often enough to have a 50. If the EAT's unlocked at 20, he just might have stuck around longer.
Yes, it takes the shiny off what we earned by getting to 50. We still did it. More stuff is coming up in i19 for level 50's. Positron's endgame Incarnate system. There's your level 50 reward.
Don't want to wait for it? Heck, that's one of the reasons EAT's unlock at 20 now; for those that don't want to wait. -

While I did take it; I didn't slot it(I put Imperivum Armor +3% resist in it). It's not as stong as many tier 9 'panic buttons', but it has a soft crash; it won't drop your toggles.
Edit: funny thing, I usually use it as a Endurance boost. -

I had to petition a GM. He stated the mission was bugged and couldn't be completed as is. There was no woman near the entrance. There were three teller behind the counter, but not one you can interact with.

The devs talked about it before, not just Dark Miasma, but everything the Controller can get. The original Power Proliferation idea was give everything to everyone that was possible. THEN they figured out the amount of work to do that. So we get it in drips and drabs. We are due for more Proliferation, but with Going Rogue being on the front burner, it will take awhile.
I think the particular trick is that a Dark Control set would probably be expected to go with Dark Miasma. Designing new sets take even longer than Proliferating them. As we're getting 4 new sets in GR; "Dark Control" is a ways off and so is Dark Miasma. -
I'd only recommend taking Executioner's Shot sooner.
Not a bad build. You might not even need the Miracle unique. -
Slot IO's based on the powers' main strengths. Health should only have Heal enhancement--End/Rech?--just going to limit it's potential(The Miracle is unique is perfectly good there). True Grit is a better home for your Steadfast Unique; Stick to Defense in Deflection(as you wish to reach soft cap, Resistance is a lesser concern).
Cut back on the Frankenslotting--most of the +defense set bonuses are granted from complete 5-6 slotted sets(Mako's Bite & Red Fortune for Ranged; Touch of Death & Obliteration for Melee; Scirrocco's Dervish for AoE). Crushing Impact may lack +def, but I'd recommend it instead of Bruising Blow and Smashing Haymaker.
Defense from power pools is quite low for scrappers. Lose the defense IO's in Hover and get Blessing of the Zephyr. Despite it's recent reduction in numbers, it's a bigger boost than what you can get from directly enhancing Hover's defense. Put BotZ in Fly too. (Understandable if you cannot get the Knockback piece of BotZ, 2 parts of the set will still grants you +Ranged)
Focused Accuracy and Against All Odds should probably have 2 end reducers each(maybe even 3 for FA, it's an End hog). It might be worth your while to choose Conserve Power before FA; Shield can drain a lot of endurance.
Build Up is an awesome opportunity to slot a full Gaussian's set(+2.5% def to all positional).
Whirling Sword could use some love. If nothing else, it's a great place for Obliteration(and +3.75 Melee for the full set) I'd also recommend Obliteration for Shield Charge.

Positional is superior to Typed for one other reason: there is no such thing as Toxic Defense.
You need position defense to defend vs Toxic. -

Well, also the reasons OP has. Particularly if there is a connection to the toon. I have deleted to reroll a character. If there is no connect and it's just no fun to play, it goes away.
If I've put a lot of time and/or IO's into the character it tend to linger even if the connection is lost. -
There was an inferred additional ability under Syndicate Techniques. Was it the proc damage or something else? If it is 'something else'. does it also lock out after 20?
