    According to Detailed Info on my scrapper, Yes.

    However, the chance is only ever 5%. There is no 10% for higher than minion class.

    A good way to check other powers is to type the power name in brackets: [Kick] [Flurry], and click on the name in chat. This will pop up the information on the power(Just make sure to do this logged in on a Scrapper!)

    Set bonuses are still good for MM's. I generally stick to +Health, +Def and even -mez duration. +Acc is still handy for /poison and /Pain that have some debuffs that require a to hit roll.

    FF/, Cold/, Traps/, Trick Arrow/, Sonic/...none of those heal. My own Sonic/Sonic never needs to heal. They can be healers, but it's not required.

    It actually can be killed, but it isn't easy. It has 100% resist to Psi and Toxic, and 50% res to all other types.
  7. I hate, hate, HATE the shrunken numbers. I've screwed up more than one respec due to their illegibility. I've bugged about it, posted about it; it seems to get no attention from the devs. As far as I know it's "working as desgined" PFEH.

    I take grounded myself. It's nice to have while levelling up unless you have low-level KB IOs lying around. It's also an excellent set mule for Steadfast Protection and other res set goodies. Its enhanceable stats are low, so you don't need extra slots in it.

    Drawback to grounded is that it's inferior to the KB protection most other sets receive in that you don't get KB resistance, which means sufficient mag will overpower your KB protection. This is fairly rare in most PvE, but it happens (e.g. Leviathan water spouts, Hamidon). For this reason, I take grounded and add more KB IOs.

    Grounded also only works obviously when you're on the ground, and the checks are pretty sensitive. If you get hit with KB while curb hopping, you get KB'd. This doesn't mesh well with flight and teleport and discourages mid-fight jumping, which can hurt combat mobility.

    It took me forever to stop bunny-hopping on my elec, and just as long to pick up the habit again on other characters. >.<
    Static Shield grants res(-recovery), but not res(-end drain). It doesn't appear all that different, but it is.

    I've discovered that most of Grounded works regardless of position; only the KB fails in air. (Yes, the most important portion)

  11. One thing Grounded does is res(end drain). It's often overlooked, but I take it to laugh at sappers.

    I'm personally against any drastic decrease in time between spawns. It is primarily for gimped characters after all. But we've had that discussion only recently.
    I do remember when they were faster, but that was i2. Respecs were brand new, everyone was still learning the game and had awful, awful builds. The Reactor door was just spewing out hero corpses. Things were tweaked to make it easier(including adjusting the spawn levels).

  15. You might think if leaving out Suppress Pain. It's certainly a nifty power, but not as useful as I thought it would be. If you're looking for recharge, take hasten instead.

    Yes it can.

    My Inv/ Tank has one full set of Impervium Armor, a total of 4 Impervium +3% Psi Res slotted, 2 full sets of Crushing Impact and The Aegis Unique; for a grand total of 23.13% Psi Res. (I also have a partial of Impervium Armor, that I could make a full set if I really wanted for 26.25%)

    Psi Defense is tougher to do, then just isn't a lot of it. The 2 Imperivum set grant be 3.75% between them, and Steadfast Protection Res/Def another 3%. It's only 6.75% total, but better than 0%. Any other Psi def you could get with Maneuvers, Weave or any pool power that grants def.

    Yes...but it wasn't very effective. I just don't use LBE often enough for the proc to be worthwhile in it.

    I'm talking about The Atlas Medallion(+5 Max End) not Taskforce Commander(+5% Max Health). Marshall(also +5 Max End) requires completing the 'End game' LRSF which fails more often than succeeds, and can only be done 45+ instead of the mid-level Croatoan Geas of the Kind Ones.

    Yes, Geas of the Kinds ones is rough, but still easier to get than Force of Nature(can't flashback to Mayhem missions). The badges required have no guarantee of spawning in Mayhems(Arsons for Firebug are particularly bad), while you can always find the croatoan mobs you need.

    The 'easy to get' hero accolades are the hardest to get redside, and the 'hard to get' blueside are easier redside. It just so happens that makes the +End and recovery ones appear on the hard end of Redside, and very frustrating with little to no recovery help in the Patron Pools.

    Willpower Tank/Scrapper could if they wanted have 3 Sets of Stam(1 quick recovery), 3 sets of health(1 fast healing). I could see Mako getting this added to his patron, but no luck so far.

    There is a definite trend that villains don't gain +End or +Rec powers. Force of Nature, Born in Battle and Marshal accolades are obtusely difficult to get compared to their heroic counterparts.

    Power Sink & Conserve Power are available to Corruptors in Mu Mastery, but only to Corruptors. Dominators can also get Power Sink, but with Domination it's unnecessary.
