The was a pop-up in game about it. Try /motd or /gmotd, I believe it will say when.
Update: Pop-up says:
Due to a maintenance, our Account, Billing, Technical and In Game support services will be unavailable all day on Thursday, July 22nd, 2010 and are expected to resume activity on Friday, July 23rd, 2010. As a result, petitions sent on or before that day will take longer than usual to be dealt with. We apologize for this inconvenience and thank you for your patience and continued support. The City of Heroes Team
I've access to store too. -
It didn't (I'd rather it did, I dislike tarzan-ing for Integration), The animation doesn't play if you are moving when you activate it.
As for the effect, it's still there, unless you changed it to Mimimal FX at the tailor(or if you made it a very dark color with the 'Bright' effect--that will make it transparent). -
My how things have changed. I used to fume about how ridiculously expensive prestige costs were.

Quote:I don't. Mostly because I don't have the patience to type it all out(I've never used Mids).I had a discussion recently with a player about builds. The person has not and would not (ever) give out their build, which got me thinking: are builds meant to be a closely guarded secret?
I do try to be original is I can, and don't share often to keep the originality(perhaps only imagined originality). I seldom use others' builds for that reason too. -

Quote:Based on the fact Epic Pools don't allow for copies of the same power from sets, it stands to reason you will not be able to stack the accolades. They are the same powers with different names and requirements.Just curious will the Hero and Villain Accolades stack?
Atlas Med., Freedom Phal., Port. Jock., TF Command, stack with Born in Bat, High Pain, Invader, Marshal?
Because that's some serious HP and End bonuses. Would make me only want to play Rogue/Vig and not Hero/Vill. -
MA used to be very 'cinematic', and it was rather despised. It was slow as heck; every move was a pose, then the attack. It's since been revisited many times.
Once to completely remove it's 'fancy' moves.
Once to put back some of the flash(which are the effects we can now tint),
Then once more for the alternate animations.
It's a pretty nice looking set now. Any more 'surgery' and it's nose will fall off. -

Quote:Was this in closed beta? In the live game the buff pets have only ever buffed the owner even though the descriptive text implied otherwise. Nothing i recall reading suggests the buff pets ever had any attacks outside of anything that might've been tried on the internal testing servers that players have no way to access.
As i recall the buff pets used to have a more standard pet AI which would cause them to rush into melee range of enemies since they had no ranged attacks. Unfortunately for the pets the reason they had no ranged attacks was because they had no attacks at all, and would then just hover around the enemies, presumably thinking little pet AI murder thoughts that they couldn't act upon.
The original announcement for this reward was as a team buff. I don't believe this made it to live. If it did, this was changed very quickly.
I do remember the grousing on the forums about the suicidal pets. -
Ew...that's a sketchy site. I would trust any purchase outside the NCsoft site itself.

Lightning Rod is designed to only work on the Ground. The Idea is your are the Lightning Rod(and thus must touch ground) then you ride the lightning towards the target area.
I do find it annoying as hell it won't trigger from the air, but it's by design. -
The buff pets used to be different. They buffed the whole team, and could attack. Both of those components were removed, but appear to have kept their aggro. Some players use it to take an alpha strike.
I believe they try to keep vet rewards limited in power to keep vet player from completely outshining those who are newer. I do have friends who are fairly new players, who will never receive the highest rewards. If those rewards are too cool, it frustrates the new players.
Despite that, yes, I do find the pet disappointing. -
Quote:I had a friend back in the first year of CoH who never did missions. He was well on his way to 50, but this was before the experience curve was tweaked. I don't believe he ever made it. He also devoted he power pools to getting a 4 travel powers; an odd fellow.Last night Solitary, my fire/wp scrapper on Liberty, hit level 50 by only solo street hunting.
He has never been on a team, talked to a contact (other than trainers and stores), or been on a mission. He simply works alone protecting the streets. The process was much more entertaining and rewarding than I thought it would be.
Are there any others who have done something similar? -
Quote:Nah, 1 covers most, 2 covers near everything else. True, they aren't cheap. The only difference I see between the Brute and Stalker versions of Electric Armor is a swap for Lightning Field and Hide. And a slightly larger heal in Energize.
Yeah, I know you can slot KB IOs, I do in my Dark and Fire characters, but it's still a pain as 1.) they aren't cheap, and 2.) you need at least 3 of them for decent protection.
Sometimes I just want something that works great out of the box.
Great out of the box? Really, nothing is that. -
Quote:You can't skip both. You'll have to take one or the other at 1 level. Myself, I skip Flares.I've said and thought with the new Defiance we should take the first two powers for when we're slept or held.
Regarding Sleep, Health will get rid of half of the duration. And which enemies will try to sleep me beyond the 20s anyway? I think CoT and The Lost are the ones I recall sleeping me. [Though I mostly play scrappers who have a toggle against that.]
For Holds, since I am taking CJ and SJ on my primary blaster, if I take Acrobatics which protects me from Mag 2, which I'm not sure, but I recall most holds are Mag 1 from enemies, and if it's higher it still cuts the Hold time in half.
And while Immob wouldn't really mess with us so we could only use the first two, it is a mez mitigation so I thought I'd mention it. That's gone with CJ.
These mitigation tools are free or nearly free with the exception of Acro.
So...can I skip Flares and Fire Blast? Is that a bad idea? I never use them.
Rikti Mentalists still use Sleep, and with a high duration too. Beware. -
Quote:Electric is different between Brutes and Stalkers, and with the ability to customize it might work for you. With Dark Armor, one can slot KB prot IO's.It *IS* boring, hence why I wanted to go with something else for a change. But every set I look at all I see are the glaring flaws that I know are going to annoy the hell outta me (all of which, besides Energy and Electric, I've already played and are very familiar with)
Dark Armor - no KB protection, VERY end heavy
Fiery Aura - no KB protection, mediocre resistances, very little exotic protection or debuff resistances
Invulnerability - no build flexibility
Shield Defense - no self heal, very little build flexibility
Stone Armor - way too wonky for me
Super Reflexes - no build flexibility, no heal, and not a great performer either.
So I'm again left with Willpower. I do want to try Electric at some point, but it doesn't fit for the character. Was thinking of an Electric/Electric Stalker for that. -
Quote:It is worth mentioning, you cannot suppress Pool Power effects still. My MA/SR still has a slight glow due to Combat JumpingMy main is a martial arts scrapper. I like the effects of my reflexive powers, but the auras go against my natural origin in my opinion. I haven't played in quite a while... I remember hearing you could change the color of your auras, but can they just be turned off so they don't make noise or glow? I don't want my natural martial arts character to glow.

Quote:Electric Armor is notoriously weak versus Smashing/Lethal, and only the Tier 9 grants any Toxic resistance. Grabbing Tough will help, and slotting some IO's sets for positional defense will help you immensely too.I am a 36 months vet player and its been a year or so since the last time I played blue side.
My four last characters were villains, I rather villains powers but I prefer blue side missions.
But today I created a new alt, scrapper elec/elec and something looks very wrong for me. I was playing with another friend, doing Kings Row radio missions at lvl 6 to get the temp fly power and we dying a lot, I didnt change the difficult, and 3 damn minions kick our *****...
Are powers weak? Mobs overpowered? I dont know, but I didnt remember the game being this tedius or boring. Is going to be a hell to lvl up to 21...
I know I should get a team, but Union (EU server) lacks population.
Now Im not so sure if I should wait for GR
Advice?
The enemy group you'll be near invincible against are Clockwork. You're built to resist electric attacks.
Once you get to 35, Power Sink can knockout enemies Endurance(especially when combined with Lightning Field slotted to End Drain). -
Quote:Too much a pain in the bum. Typed Defense proves no protection versus Toxic(there is no Toxic type defense), and only Energy Cloak proves any Psi defense. How is this set these days? Worth taking or too much of a pain in the bum? The numbers seem underwhelming and not a lot of wiggle room in power choices.
I haven't played EA since CoV was released so I thought I might give it try instead of rolling up yet another WP Brute.
Can Energy Drain be used instead of having to go Health/Stamina? I'm thinking not, but that's just a gut feeling. And what about Energy Cloak? Worth the cost for that piddly extra defense? Conserve Power seems like an easy skip due to the ridiculous recharge time. Can you successfully skip the passives, or is that just gonna leave you even more squishy?
Energy Drain provides some Endurance, but not enough to eschew Stamina; It's Heal is pathetic.
The Smash/Lethal/Negative Defense is lower than the Fire/Cold. It appears to count on the fact you will take the passives.
The best power of the set is the Tier 9, but it's designed as a panic button. It crashes and takes away all your End.
I long ago abandoned my /EA brute; after discovering even set bonuses couldn't help it. -

Quote:hey everyone,
i know it’s been common knowledge for a while that the initial phase of the incarnate system would be available in city of heroes: Going rogue. As you know, i’ve been spearheading the “end-game” system for city of heroes, to give players a lot of what they’ve been asking for: More powers, greater customization, more epic battles, and most of all, more content to do with their level 50’s.
That last point was something that we got great feedback on in the gr closed beta. Even though it was just a sneak peak, the alpha slot doesn’t benefit the player in a way that we had envisioned it would. Because of this feedback we have decided to act sooner rather than later.
Since alpha slot incarnate abilities do not exemplar down (and we're not changing that), we find that players end up with power that has limited use. We recognize that the alpha slot experience is something that a lot of you are eagerly awaiting for and we want to make sure that it is awesome, and most of all fun, when we bring the system on-line.
We still want to do an “alpha slot sneak peek”, but we want it to happen once more of the system and content are closer to being ready for prime time.
We want to thank everyone who tested and gave their feedback on the alpha slot, the drop rates, the costs, and especially how they see the abilities interacting with their builds, math-wise. Your testing has been invaluable and we have learned a great deal in a short time thanks to you. We now feel that the alpha slot and incarnate abilities will have a much higher impact when they are ready to be rolled out.
That’s not to say you can’t continue to discuss what you have seen in the beta. I encourage the dialogs that you guys have started to continue, and we will continue to read your thoughts and feedback.
We hope this helps you to understand why we’ve come to this decision and appreciate your patience while we continue making the alpha slot and the rest of the incarnate system the best that it can be.
Khaaaaannnnnn!!! -

Quote:Sarcastic? No.Now, am I crazy or is this person reading way too much into three periods? Sarcastic? Hostile? Three dots?
*Names have been removed to protect the idiotic!
It does make it seem you'd rather not be bothered by the person. I suppose that could come across as 'hostile' to some.
Despite that, the guy was reading too much into three dots -
