Its down to playstyles really. If you want to concentrate on your primary then empathy allows you to do that as you just fire off your buffs and you are ready. TA/Kin/Rad require you to use your secondary much more actively.
However my point is that empathy is not a secondary to avoid. -

It's a bit of a waste when soloing (meaning you could get a lot more out of other secondaries) and in many cases it will be hard to take all the powers you want given what you need from your primary/pools. So unless you PvP, I agree with PRAF.

Yeah its a waste buffing your phantasm with AB and Fort and yourself with Recovery and regen aura....
Unfortunately some people think that empathy is only good for heals apparently. It has some of the most powerful buffs in the game -

I eould not use that build..Dark Consumption sucks without SOs...Stamina needs to be asap
I personally never take fly pre SOs due to end drain and speed
Air sup is not the be all and end all of existence which many people on this forum believe it to be....same with touch of fear -

Empaths won't help you that much. As an SR, you would be much better off with an FF to boost your defence, or a dark miasma to debuff their accuracy. Either way, you're far better off than with a "healer"
Take aid self at some point, but stack up on purples. Work with what you have, and improve it.

Empaths have a little thing called fortitude...
Anyway SR on teams makes survival tough...the more mobs the more chances of being hit. Solo you should be able to do just about athing on invincible post SOs -
neither air superiority or Touch of Fear are needed to solo anything in the game, and in a team you will presumably be there for damage...so controlling mobs isn't needed
in fact the power you need in order to solo EBs/GMs that are impervious to AS and ToF is MoG -
Sirens Song...is it really worth putting damage slots in an attack with virtually no damage?
Sonics..Even with tactics I personally would be slotting 2 acc as it has a -5 penalty -
Slotting no damages in my Parry massively reduces DPS which in turn means i need to survive longer and expend more end to dispatch foes, there is no point as far as i can see in boosting recharge of parry. As it is it double stacks and I'd do nothing else but parry if it recharged any quicker
Hasten - I simply can't run hasten without burning end in vast amounts...no doubt some bs/sr will pipe up saying 'I can run hasten and attack constantly and never run out of end'
Recharge in attacks - use end quicker = more downtime... plus my attack chain works fine as is -

I'm planning on taking medicine pool in the 40s...any thoughts on how best to slot aid self?
How do the sets cope with 3 toggles? so far I've been fine end wise

L50 fire tank Emberwilde, all 3 hp accolades, 6 slotted taunt, 3 recharge slotted rise of the phoenix, 6 slotted heal but no epic hold

you don't actually need Conserve Power at all, as long as you slot an end recuder in attacks

When you enable it a 'pets' tab appears at the top of your team tab, click it to fetch pet window up

any miss builds a brutes fury (otherwise EA would be pretty sucks)

SJ/Acro 2nd best
Hasten/ss 3rd best
Groundeds KB protection is pretty good in PVE against anything except AVs/EBs, but power surge has high KB protection. Grounded can only be slotted for damres, which nables you to reach res cap vs energy -
With power sink and stamina, conserve power isn't needed
you need damage mitigation over and above armour and aid self, the best is air superiority
Aid self doesn't need 2 recharges, if you are using it that much you are losing fury, which is your best damage mitigation
Power surge can benefit from at least one dam res (capping most damage types) and possibly 3 (for tox resistance) which could help vs the later level snakes and other toxic stuff -
well the TF level is 25-30 so you can't use your L23
