You also dont need more than 3 in instant healing. it pretty much gets you to hardcap without any heal enhancements in it. maybe throw one in but best use 3 recharge IOs. You do want to 6 slot dull pain and reconstruction. Also, only need three each in tough/weave.

It's not like he can't have fun with it. Sure, you won't beat many /regen scraps, and the like, but you can still do decently. Maybe post this in the pvp section where more experienced pvp'ers tend to hang out

Well the first thing I noticed is that you took superspeed at lvl 6. I guess it's a bug with mids. With a regen, you don't really want to go for defense. It's best to go for recharge, although that will require a bit more focus. Also, unless you really love having a rez, I wouldn't bother taking it. Replace it with a power that will keep you from dying.
Also, be sure to take hasten.
Edit: I have gotten numerous rep comments about this. Defense is always good, but having insane recharge levels will be better -
I had one simply named "Poop". Got gen'd three days after making it. The toon sucked anyway so I never renamed it.

Invuln for sure if you want to solo AV's. WP relies too much on RttC which won't help much when soloing an AV. Plus, Invuln can hit the defense softcap way way way easier and that's what you really want in order to solo AV's. Just watch your end usage. I have seen lots of DM/invuln builds that would be nigh impossible to kill, but endurance is a big issue. Dark Consumption helps but you don't want to rely on it too much in case it misses.
Regen and SR and would both be better choices for AV's though.
Edit: I was mid-typing this when Werner responded so I didn't see what he wrote. Like Werner said, shield would probably be best. -
Very solid looking build.....might switch the doctored wounds to numinas since you already have five 5% recharge bonuses
Edit: My mistake, you are fine on recharge bonuses. I was thinking mako's bite had one -
Overall, it looks like a solid build. I think with the resistance you have, and with the heal coming up every 12 seconds you should be fine. You could try replacing the mako's bite with touch of death. Pretty much the same bonuses but it would trade ranged for melee defense. I would probably opt for the extra melee defense. You could also use hecatombs for added rech and endurance recovery.
Your biggest problem is going to be endurance. The attack chain of smite-->SL-->smite--> MG is pretty end costly. You will need to rely upon DC which is why I wouldn't suggest slotting it as an attack. Especially against an AV with only one target in range, you want some end modification in that sucker so it fills up your blue bar easily. Performance shifter wouldnt be a bad choice though.
All these suggestion are optional of course, but just monitor your end closely because if it runs out, it'll be the end of you. (Haha! Bad puns just crack me up). -
I would definitely still take grant cover. Great teaming power and if you use it while fighting the AVs they will have an extremely low chance of hitting you. Like RIDICULOUSLY low. I believe Dechs Kaison has an excellent guide on defense and the softcap that explains this. You may want to contact him/her to get that guide, as it provides great info I think everyone should know. Umbral covered all the rest

But definitely switch the performance shifter proc to a generic IO, unless mids is wrong.

When I got home I went over your build a little more carefully. I notice that if you put a geeric IO end mod in to replace the performance shifter proc, you will actually gain endurance. I remember reading that the miracle unique is actually enhanceable by the other enhancements in the power.
By my calcualations, if the performance shifter proc works every 50 seconds (20% chance every ten seconds) you get ten endurance. However, the generic IO will get you .22 end per second, which is equal to 11 endurance every 50 seconds. So slotting the generic will get you more endurance and save you some cash.
Another note: you may want to switch out CP for focused accuracy and then scrap 2 slots from your LoTG sets and put three gaussians into FA. Should give you better accuracy overall, and nets you another 25HP.
Lastly, I suggest you switch a LoTG to a kismet. The kismet is actually tohit even though the enhancement says it's accuracy (I'm guessing you know that already) and we all know that tohit is much better than accuracy. (Overall you will gain 14% tohit and lose 18% accuracy)
These changes will hurt you endurance, but being a claw scrapper, I don't think you will have much of a problem. And you will practically never miss. Umbral mentioned you already have enough accuracy though, so these changes may not actually improve your DPS if endurance is any problem. I'm not much of a numbers guy so I'll leave it up to you to decide if the changes are worth it -

Of course, that sort of thing is a lot of work to pull together and a lot of work writing missions. However, these missions might end up being slightly less random (and random isn't exactly good, judging from experience), make more sense AND give us better opportunities to actually do something truly proactive. And I mean proactive in terms of narrative, not just proactive in that "I clicked a button, it wasn't automatic."
Great idea /signed all the way. Hopefully it wouldn't require a ton of time to write out all the code -
To be honest, I couldn't give a flying s*** about costumes. I rarely spend more than three minutes on a costume. I just like having special rewards. It's the one thing I have in the game over the farmers that they will never beat me in. I guess it wouldnt be a big deal to get rid of the costume parts but leave me the fancy powers. (Yes, I know the thread is about costumes but the conversation has kind of gravitated towards veteran unlocks.)

I think someone mentioned this before, but if you need a bit more recharge you can use crushing impacts instead of mako's bite. Crushing impact would net you a 7% accuracy bonus and 5% recharge but you would lose 5 HP and the 3% dmg buff (I assume that's why you have mako's bite in there?)
For shockwave, you may want to replace the posi proc with the force feedback proc. Less DPS but it gives you a healthy recharge bonus. Then again, being a SR scrapper with no heal you don't really need anymore recharge than what is necessary for your attack chain.
(Don't take any of my suggestions too seriously if another player contradicts them as I don't have a huge amount of experience with SR)
Quick question: Are you going straight DPS on this build or all-around playability? -
You may want to throw ragnarok: chance for KD into throw spines. It's quite cheap (like 5-15mil last time i checked) and with a 20% chance to KD, it's a great form of mitigation. Plus, as a spines scrapper, by the time they get up, they are probably going to be dead

Having played this game since the start, I like the veteran's reward system. Seems like us vets should get some sort of reward for paying/playing longer than the other players.
To the OP, if you want to be able to have shorts, I would petition for the devs to introduce some more costume pieces, not overhauling/changing the veteran's reward system. I think it's much more likely they add some more shorts than changing the rewards system. Changing the vet system would probably upset some people, whereas adding more costume options would not. -

Ummm yes, burn is that good. If the baddies can't run, burn deals massive damage. And no, no it would not be silly to choose the dark pool if you have a fire secondary. Plus, the dark pool offers some mitigation to help fire not be so weak. Also, you would be a fool to slot throw spines for slows. And quills slotted for slows isnt going to keep the baddies from running out of burn
That said, I would probably take WP over fire. It has less damage than fire but the survivability you gain more than makes up for it. My spine/wp wreaks havoc and I have never felt myself wishing for more damage, but I am sure I would wish I was tougher if I was a spine/fire. Plus, WP has QR which helps a lot with spines since spines is very end-heavy. Consume certainly helps as well, but I much prefer QR. -

Don't think time bomb was really meant to be used in the middle of a mob. I like dropping it when the tank is herding. If you time it right, it wont go off right when the first guy steps on it and maybe hit two or three baddies. Instead, with good timing, it will hit the whole mob and destroy them.

Maybe if you had it in tactics, nova, and the decimation proc in each nova ST attack. Then you would be getting the buildup pretty often;.

For the fluffy I would probably slot for -tohit and accuracy. I guess you can slot for immob but I doubt it would really provide much mitigation.
For fearsome stare you are gonna want to slot it for -tohit, accuracy, and recharge. By the time it wears off, even without the fear enhances, the minions and lts are gonna be long gone. The -tohit in it is the same as Darkest night, so you are gonna want to max that out. You obviously want lots of accuracy so it won't miss much. And you obviously want lots of recharge because it is hands-down the best power in the set.
Twilight grasp, I would try to cap the acc, throw 1-2 recharges in it, and a heal. It is possibly the best heal power in the game, so you're gonna want to 6-slot it.
Howling twilight, like the previous poster said, slot with 3 recharges. Probably wouldnt 6-slot it since the slots could easily go into the other dark powers and have more effect.
Oh yeah, for VS I wouldnt get it for team builds because it only has 1 ST attack that wont make much difference. Better to take something like assault or tactics if you needed to decide between the two. But if you solo, VS will make a big difference I think. Especially on a GM build (do elecs even have the necesary damage to solo GM's?)
I wouldn't suggest the end drain technique because you can lock the baddies down more easily, and reliably by having tesla and PG up as much as possible.
