What about players who joined the game around Issue 4? Or Issue 8? Should separate servers be maintained for them as well? Or are we just appealing to the people who only played at Launch then stopped playing, and want to return to a game that will never change ever, and completely lacks all of the improvements that have been made in the past 6 years?

*shrug* I can still use it just fine. Of course, that point is irrelevant, as it still needs to be fixed.

/stuck doesn't work, I've heard that the Ouro portal won't appear (but I don't have firsthand experience on this), dunno about the other ports, GMs are unreliable (sometimes they show up immediately, sometimes they take half an hour or more), and having someone TP you out relies on having another person around (and if you're going to Cimerora, odds are good there will be someone around, but not always).

My "grander" villains (i.e., the arch-villain type) view the Patrons as mere stepping stones to greater power. What, you've all never heard of villains teaming up with or even working for other villains in a mere ploy to grasp power for themselves? Doctor Doom does it all the time.

Kinda depressing, seeing how much didn't make it into the game, and seeing (based on those tiny screenshots that can't be enlarged) just how little the game has changed visually since the pre-Alpha days.

Hell, my 50 Invuln Tanker doesn't even have the Elements/Energies passives. Defense + Dull Pain (+82% regen from set bonuses) suits me just fine.
EDIT: I guess that doesn't help you. I would go with the passives myself, in your situation. I can't see Aid Self helping you in an "oh crap" situation since it's interruptible ("oh crap, I need a heal! oh crap, my heal was interrupted! oh crap, I'm dead.") -
The bonuses aren't disappearing.
Pre-I17, same bonuses combined, for instance with 5 Recovery bonuses of 0.05% each (which I believe is Large) would combine, so in the Combat Attributes you would see one line that says "Large Recovery increase: 0.25%. I don't know if this was an intentional change, but after I17 this changed so that each bonus is displayed separately, so instead you see 5 lines that say "Large Recovery bonus: 0.05%".
The problem: some of these lines are randomly combining, so for a second you get something like:
Large Recovery bonus: 0.05%
Large Recovery bonus: 0.05%
Large Recovery bonus: 0.10%
Large Recovery bonus: 0.05%
Note that your actual total recovery never changes while this is happening.
I bugged this in-game a while ago. It's not a major bug since the final totals aren't affected, but it is confusing to look at if you're not sure what's happening. -
I had problems with the old interface up until my system upgrade. Video card aside, I also upgraded from single- to dual-core and from 2 GB of RAM to 4 GB (no change in hard drives). After that the interface worked like a charm and I stopped having issues until the new interface. The market interface actually runs slower now. Nowhere near as bad as before my upgrade, of course, but it's still a minor performance decrease, and that's not good for a supposed "upgrade".

We already know that there will be some sort of perk for not crossing over, although whether it's just a badge (or series of badges) or something that actually has gameplay relevance has yet to be determined.

All of that said, I still think the idea is a little off. Just from a story perspective, why should a Tank's damage potential (to borrow your example) change just because he's turned evil? And why should it change back if he becomes good again? Did Venom become less strong when he was in his Lethal Protector phase? Does Deadpool's fighting ability wax and wane every other month when he decides "well I like killing people BUT I should save the world BUT someone's paying me $$$ to whack this guy so..."?
Conclusion: no, sorry. -
I think the best case scenario is City of Heroes being supplanted by its own successor, to be honest. There was another thread where someone mentioned the possibility of CoH and a potential CoH2 (even if it's not called that) running side-by-side, but the game engine is old and, let's be honest, was not created when the game's dev team was at its peak (to be fair, the current dev team also has the benefit of hindsight, but the game started off with some weird design decisions). There comes a point when you can only pile on so much new tech before you have to move on.

EDIT: Not that I'm disagreeing with you, I don't have customized powers on as many toons as you seem to have, but it's still been moderately irksome (although I was able to correct them immediately on most of my toons who have tokens piled up). -
So nobody knows why Koago was removed from the group of Monsters in AE? I can't imagine what kind of exploit there was behind him...

It should be pointed out that it's the Performance Shifter +End proc that gives endurance to enemies, as opposed to the Theft of Essence +End proc.
I can't find it, but there's a thread somewhere that explains why slotting damage procs in damage auras isn't worth the slot. -
Bots/Dark:
(Demonic + Megalomaniac + Force of Nature + 4-5 small purples + 1 medium purple + 2 oranges + 1 Break Free) / 8 Bots/Dark clones = 1 dead Bots/Dark clone and 1 dead Bots/Dark player
EDIT: Piled on a bunch of medium and large purples, brought two large Break Frees, a few large reds to start my bots off with, 2 medium Yellows, a small yellow...took a while but I finally finished off the remaining 7.
Never again...never again.
Also it turns out Nectar isn't very effective against Mastermind clones, it mostly results in the pets attacking each other and the clones using their primary attacks. -

The only times I get random tells asking if I want a team (or blind invites) is on new(-ish) toons that I've forgotten to put on /hide.

It varies but an hour is about the average. It depends largely on two factors: how long it takes Hamidon to spawn (he spawns after you defeat a random number of DE Monsters), and how much difficulty the raiding group has (which is itself dependent on having a capable leader and having people who can follow directions).

I reformatted my hard drive about a month ago so I could repartition and give Windows more room to breathe (don't know what I was thinking giving it a mere 10 GB the first time around). Before doing so, I scoured my entire Windows partition, making sure to backup everything I could on my external drive. Application Data, everything. As for my other partition, I made a point of just copying everything in it and moving it over to the external drive as well. ...Except my CoH folder. I don't know why I left it out, but I did. I lost so many screenshots, along with AE files (fortunately the only arc I care about is already published), bind files, and saved costumes. Thankfully I had some of my oldest screenshots (from previous installations of the game) backed up along with an earlier build of the game, which at least made reinstallation take a little less time. But it was still a huge loss.
Edit: Just realized this is in AT/Powers so I guess my answer is partially off-topic, but it honestly doesn't get any stupider than this. -
