Something I'd like to see come sooner than later is additional APPs for all ATs. As dominators are my fav, I thought I'd toss out to the community an idea for a new APP. First, take a look at the sets we have at this point:
Primary Power Sets
Secondary Power Sets
Ancillary Power Pools
Patron Power Pools
So if you combine sets based on theme you'd have:
- Dark/Dark/Soul
- Elec/Elec/Mu
- Fire/Fire/Fire
- Ice/Ice/Ice
- Mind/Psi/Psi
- (Gravity)/Energy/Primal Forces... I know a lot of people will argue this isn't a matching set, but I know a lot of others who think it is and I suspect the dev team does as well.
Anyway, that leaves the following sets 'naked' and thus open to new epic sets:
- Earth/Earth/xxx
- Plant/Thorns/yyy

Earth Mastery - for this set I drew ideas from a couple concepts. First, perhaps this would be a new Patron Pool where in the near future Scirocco goes 'rogue' after his actions in Dark Astoria, thus losing his standing in Arachnos as the Mu patron. But he takes on a rogue faction and serves as their new patron and thus offers these earthy powers that are based on his desert affinity. Second, given earth assault's brutish nature, I wanted this mastery set to be more defensive that others available to doms so that you could build the ultimate 'brutinator'. By the way, the powers aren't necessarily in this order:
Rock Armor - toggle SL DEF
Your skin becomes stone while this power is active. Stone Armor protects you from Smashing and Lethal attacks. They are less likely to land and affect you. Stone Armor also grants you resistance to Defense DeBuffs.
Earth's Embrace - click Heal
You are so connected to the Earth, you can draw upon its power to add to your own health. Activating this power increases your maximum Hit Points, and grants you resistance to Toxic Damage.
Stone Skin - auto SL RES
Your tough skin is naturally resistant to Smashing and Lethal damage. This power is always on and costs no Endurance.
Dust Devil - provides target AoE DOT (picture Water Spout but the particles are larger and sound fx is sandy)
Conjures up a dust devil at a targeted location. The dust devil will chase down your foes, blinding them with biting sand. The victims' speed, accuracy and range are all reduced.
Sand Blast - provides Cone damage (picture Gale but with visible particles and sound fx is sandy)
You can call forth a blast of sand packed wind that knocks down foes and deals smashing damage in a wide cone area. Victims' to hit and range is reduced.
The first 3 powers allow for a melee character to better survive at close range and the last 2 powers have range debuffs that force opponents to have to move into melee to return fire.

Ok the second new Epic Set would pair with plant and thorns and bring some of the new powers and animations from Nature Affinity and the upcoming Bio Armor, as well as the Absorb mechnic. I can see the set being adapted for controllers so they can run plant/nature/nature builds:
Bark Skin - toggle SL RES (similar to Hardened and Ablative Carapace)
Your skin becomes tough as bark while this power is active. Bark Skin protects you from Smashing and Lethal attacks, reducing their damage. Bark Skin also grants you a layer of Absorb HP that must be removed before you take damage and regenerates over time so long as the toggle is active.
Corrosive Spray - cone toxic DoT with -RES and -DEF debuff (AoE version of corrosive enzymes with damage).
You spray targets with toxic cone of corrosive enzymes that reduces their defenses and damage resistance. This attack will also inflict toxic damage over time.
Spore Cloud - targeted AoE -DMG, -to hit and -regen debuff
You create a large cloud of toxic spores around your targeted foe. The target and all nearby foes will have their damage output, chance to hit and regeneration rate reduced.
Invasive Growth - location AoE damage and -heal and regen debuff (offensive version of overgrowth)
You channel the power of nature against your foes wounding them with spikey tendrils and toxic chemicals that hinder the ability to heal. Invasive Growth also decreases the regeneration rate of all affected targets.
Photosynthetic Skin - toggle buff +Regen, +Recovery, +HP, +END, Energy resist and end drain resist (similar to Inexhaustible)
Your skin is covered with energy absorbing pigments. As a result you receive a moderate bonus to maximum hit points (absorb), regeneration, recovery, increased endurance, as well as gaining a measure of Energy Damage and Endurance Drain Resistance. -
If you're a VIP then go for Cognitive Interface for even more kunfuzhun.
Control Hybrid for Mag +1 boost as well. -
Too many doms try for soft cap def and forget about what they're supposed to be doing:
1) control
2) damage
Get permadom. It's so easy now to put together 70% recharge + Hasten that to not do it is kinda dumb.
Get your AoEs. PB and T. Don't forget your APP/EPP AoE. That's probably where you'll get the most AoEage. I hardly ever see a build that focuses on this.
Have a ranged and melee chain. You'll have times where you need to stay at range. You'll have times when it's safe to close to melee. Ignoring one or the other shuts down half your game.
If you manage to do those, then worry about defense or whatever.
Personally, I shoot for layered resistance as I don't like Mace Mastery (one defense shield set) and Ice Mastery only goes with so many themes (love the set though). So therefore, I'm usually getting a resistance shield from my epic. To boost that up, I've been hitting the Fight Pool a lot and getting Tough. Tough + Epic shield will give you 50-60% resist to SL and another 30-40% resist to X. With the set bonus changes coming with I24 those numbers will only increase.
Seriously. If you have controls and you do AoE damage, then have a layer of resistance, what do you need soft cap defense for? The foes are held, dead and you're shrugging off half their damage anyway. I find it way easier to build for that and for a much reduced price. -
Grav/Time is a great combo. Got mine to 50 last week. Time covers gravity's reduced control options and gravity brings extra ST damage to table. You've got buffs, debuffs, heals, controls, damage and a pet.
Superb mix. -
My time/elec lives in melee range so I put my heal proc in Short Circuit. Guaranteed to fire when I and melee teammates need it. I don't worry about who stayed back at range. That's a job for the dark/

What MisterD said, plus:
Use Basilisk Gaze in both holds. 4 slots of that is 7.5 x2 for 15% rch.
Put the dominator ATO set, 5 slots in the patch sleep for another 8.75% rch and then catalyze them for 10% rch.
Put the ATO proc as 5th slot in Tesla.
You now have 25% rch with just 3 powers and 14 slots.
Put LotG in the 2 stealth powers you have for another 15% rch. However, i'd swap grant invis for CJ unless you plan on carting around a friend invis and tping them. You're at 40%.
Put only 4 slots in Gremlins, the Expedient Reinforcement. That'll give you 6.25% more rch for 46.25.
Take RoF and ditch Fissure. Put Posi x5 in fireball, RoF for another 12.5% rch for a total 58.75%.
Don't waste 6 slots of kin crash in JC. You'll send mobs FLYING and that's a waste of slots. You can put an ACC and maybe a dmg and hold proc in it. Where you could put those 6 is in Spears or Hurl Boulder as advised. There's another 7.5% rch for 66.25% and you'll get some more kb protection for outside domination.
5 slotted Crush Imps in the 3 melee attacks will give you another 15% for a total of 81.25%. You're now perma. No purples, no skimping on power or weird slotting others.
Put one slot in the self rez. You won't be dying much.
Pick up Tough from the fight pool. Single slot boxing. You wont' be using it. This will give you some more resist to stack with your epic shield and increase your survivability in melee where you'll be living. You could single slot Tough just for the basic smash/lethal resist and slide a slot to your fire shield for 5 and a set of the resist armor set that gives another 5% rch (name escapes me) and now you have 86.25% rch. If you go deep enough to take Weave, then toss another LotG there for 93.75% total rech.
If you want to use hover/tp as your travel option still, that's ok with me. To each their own. However, realize that hover will prevent you from using some earth melee attacks. I'd rather take SS (dump the zone tp) and then you have invis with stealth + SS to zip into melee.
Oh and single slot Power Boost then 50 +5 it with enhance boosters. That'll give you like 50% rech on that power. That + your global rech will allow it to be up often enough that another rech slot won't be needed.
Oh and despite being perma, you're going to have end problems. Make sure you slot accordingly to account for that and seriously consider incarnating with cardiac or vigor for the end redux. -

However, those same strengths make it a not so good x8 +4 farmer. I'd say plant is one of the tops there.
Secondary needs AoEs for large mobs, but needs punch for AV take downs. The secondaries are all fairly similar with a cone and PB AoE available, so you'll want to look at the availability of BU like with /fire or /earth's straight up smash. Actually, most of your AoE damage will come from your APP/PPP. For instance, fire has fireball and RoF. Ice has ice storm and sleet.
But what makes a good AoE damage set for taking out x8 mobs doesn't necessarily help take down an AV. Earth is a horrible AoE set, but it has massive ST damage. Same with energy to a degree. If you want to take down single AVs, then I'd pick up power mastery to boot and add Energy Transfer. Also comes with two AoEs - cone and T AoE.
In essence, I think you might want to refine what you want to do. Soloing AVs and TFs would be fairly easy for a Mind/Earth/Power or Mind/Energy/Mace (for poisonous ray debuff) cuz you could sleep and confuse and ST whump people. Scorching through x8 mobs I'd go with plant/fire/fire or fire/fire/ice. Otherwise, you may have to go more middle of the road. -

I have an idea for a dominator with fire control, dark assault and soul mastery. Melee-oriented. High damage.
Curious if anybody has run one of these before and has some thoughts on how they function.
How's the endurance?
DPS?
Control ability?
Is -to hit in dark + Smoke sufficient protection for melee life?
Pair with defense from CJ, maneuvers, stealth, weave, etc.?
Any thoughts from someone with experience would be appreciated. -
I'd say Martial Assault bodes well. It suggests a martial control set is to follow.
I also think the co-development with blasters is a good sign. If the 2 ATs get treated like the cousins they are, then more stuff will be coming for both as work on one equals work on the other.
I wouldn't be surprised to see a water assault in the pipeline for instance.
Oh, and I've been a loud critic of the lack of dev time for dominators in the past. So for me to get excited about this means hades has frozen over. -

Not sure you have enough defense going to bother taking Weave. Might look at CJ instead. Can still put LotG in there, but also gives you immob resist, increase jump and minimal end cost.
I'd take Lift over Crush. Does more damage and will benefit from 'Impact'. You'll be able to immobilize AVs with your CF.
CF btw should get more slots. It's end hungry and low accuracy. You can boost those and put up to 4 dmg procs in it.
You could get your slots from the LotG 3x in hover and weave. Not boosting defense much anyway. Could just put the LotG recharge in there and call it a day.
Hover, if you're using it for movement, will be dead dog slow without flight enhancement. If you just want it for kb protection, you can get that with IOs. For instance, you could put the kin crash set in Lift and get kb protection and recharge with 6 slots. If you just want hover for LotG mule, you could take stealth instead.
Those purple sets are going to cost you. Do you have the money for them?
The OF set in propel seems a waste with the changes made to propel a few months back with the grav revamp. A better spot would be energy torrent (or explosive blast if you plan to take that).
5 slots in slowed response looks to be overkill. Especially with Chronoshift sitting there with only 2. Might want to reverse those 2 powers' slotting.
Anyway, those are just my thoughts. It's hard to say without more specifics for what you're looking to do. Being able to team and solo well is fairly generic. The combo of sets will certainly allow that regardless of slotting I think. But if you were say trying to max your DPS, then I'd recommend X. Or if you were going for uber recharge, then I'd say Y. -

What are the goals of this build? I don't want to comment unless I know more about what you're trying to accomplish.

Does the hybrid proc jump with jolting chain? If so, then you'll get some good mileage with control. Otherwise, your only real benefit is going to be with Static Field and all those targets are sleeping, so I don't see that being all that.
What's your secondary? Elec as well? And Mu patron?
I'm leaning toward Assault would have been better with this combo. Or support depending on your other powers and incarnates. Maybe even Melee. That'd give some nice regen stacking with your aura, no?
I like control hybrid with damage or control auras and patches where you'll get lots of proc chances. Hot Feet. Arctic Air. Mud Pots. World of Confusion. Volcanic Gases. Thorntrops.
You get the idea. -

Phantom Army is not overpowered because it comes with a price. The price you pay for having Phantom Army is being stuck with an otherwise Roll tier primary, and not being a brute.
Now, if the devs decide they don't like Illusion Control being 1 great power, a couple decent powers, and everything else garbage, that's fine. But that's not a proliferation problem, and it's not a dominator problem. It's a set problem, and PA should be evenly dealt with across both archetypes.
And, as long as the devs remember that modest reductions in the great power must be matched by much larger increases in the poor powers, to account for substitution effects, I'd be okay with that. -

When the invasion starts, the sky goes green, the War Walls come down, and the sirens start blaring. All the mobs on the street disappear.
About a minute or two later, a series of Rikti dropships begin flying through the zone, bombing everything in their path. Some bombs explode on impact, others sit delayed. You get a badge for blowing up the delayed ones.
That lasts about 5 minutes. Then waves of Rikti (based on the # of heroes in the zone) begin teleporting in AROUND you. For crowd control, this is why heroes/villains tend to gather in one spot. AoE is your friend. The more in one zone, the better the chance that the invaders will bust out the Heavy Armored Assault Suits (you get a badge for those as well).
Eventually the Walls come back up and they teleport away.
When you attack, they are automatically ranged to your level, so EVERYONE is on an equal playing field. This is a great chance for healing badges, debt badges, inf, prestige, etc.
If you're in a high populated server that's REALLY feeling motivated, you can put together a dropship team and go to town.
