When you look at it from that angle Masterminds should be b**ching the most because they currently only have 48 choices and after the proliferation they will have a whopping 54 combinations.
Blasters have 77 combos now (11 primaries x 7 secondaries); 60 before this proliferation. Dominators have 49 (7 primaries x 7 secondaries).
If you consider the APPs/EPPs, blasters have 9 choices and doms have 8. 77 x 9 = 693 vs 49 x 8 = 382. That's over 300 more.
You know what the 'good' news for doms is going to be post-I21? That blasters won't be getting any farther ahead as they've gotten EVERYTHING proliferated for them that's possible.

Even controllers got thrown a bone with /poison and that's not even a 'heroic' poweset!
And blasters... don't get me started. They have the most powersets already and they're getting not one but TWO! WTH.

I'm launching an official protest of the I21 powerset proliferation. No proliferation and nothing new for dominators coming this year is an outrage. Meanwhile blasters get Dark Manipulation created for them. Low hanging fruit indeed. I could say the same about a dark control set. Oh, and looking at the power changes for energy aura and poison, I don't see why those cottage rule breakings aren't being applied to an illusion port or to getting rid of Dimension Shift in gravity.

I'll be matching my pets to my characters' themes and not worrying if their powers enhance the character's or fill holes.

So is Drain Psyche during fights with AVs and up. That said, I do agree it is a bit odd to call it supportive as it is a Dominator. It is understandable as the OP has never played the AT before, though.
Anyway, Mind is a great control set and /psi secondary meshes pretty well with it adding some -rch, -regen, and stun to the mix. It can 'support' a team quite easily. In fact, I'd say it can carry the team. But then again, I think that of most dom builds. -

Ice Bolt is 5.2 end with 1 sec cast time and 4 sec rech.
Ice Blast is 6.9 end with 1 sec cat time and 6 sec rech.

So a simple attack chain with just those 3 is 20.6 end or 1/5 your total in less than 5 seconds. I'd say you can just about defeat an even con minion with those 3 attacks. However, a standard spawn will have 3 minions, so you'll need to spend 61.8 end to defeat them in about 24 seconds. But that's if you hit with every attack and do zero controlling. More likely you'll miss a couple attacks, so you can put that total closer to 75 end or 3/4 of your bar and take a little over 30 seconds.
If you do a little controlling as well, you'll need:
BoI at 8.5 end
Chilblain at 7.8 end
Combined with the attack chain above, you'll be just about out of end versus a simple spawn of 3.
You need stamina 3x slotted ASAP and you'll need to slot end redux in everything. -

There's still some low hanging fruit lying around which could be proliferated relatively easily. Traps for controllers isn't too bad, you can give them the corrupter version.
Melee sets are generally fine between Brutes, Tanks and Scrappers. Stalkers are more tricky but still doable. Broadsword or Katana are more questionable in terms of Parry on a Tank or Brute.
Psi blast for corruptors.
/FF for corruptors
/Poison for corruptors.
/Fire blast for defenders.
Thermal radiation for defenders.
Could be done tomorrow. -
I strongly recommend another round of proliferation to be added to I21. I21 is going to bring new starter experiences with the GC tutorial, AP and MI revamps of the zones and contacts. There'll also be a new low level sewer trial. That's incentive for a lot of folks to start new characters to check it out. However, the only new set to ice the cake is Time Manipulation. So rather than having everyone running around with a TM/ defender, or /TM cor, MM, controller, please have another round of power set proliferation to lend more variety.

Empathy does not a healer make.
Then with the magic of the invention system, they could put entropic chaos chance to heal procs in their blasts giving them another 2-3 heals. And with the psi APP, they could take Mass Hypnosis and slot the Call of the Sandman heal proc and get even more heals.
And don't forget they could take the medicine pool and pick up Aid Self and Heal Ally, so that's 2 more heals.
Finally, they can go incarnate and snag the Destiny heal set and a lot of Lore pets have heals, too.
So it's not doom and gloom for the healer if they just work with the system. -

There's also a very brief, .75 sec, intangible after the teleport, which usually goes unnoticed. Frankly, I think it needs its activation shortened, its radius increased, and the intangible moved to the beginning of the power rather than after the teleport in order to prevent enemies from firing back. Oh, and it would be nice to get the power at level 12 when other control sets are getting reliable AoE.
I will admit Singularity is a very nice pet, but the rest of the set needs touching up. Until it gets some attention, I won't be rolling another.
I'll add making Lift an AoE power. They could reduce its damage back to pre-revamp and double its recharge. Would provide a really nice early level soft control. Doing that they could even level Dimension **** alone and leave Wormhole at 26. -

Ice control is a study in contradictions and is thus the weakest control set.
Ice slick is ranged and decreases run speed, but doesn't stop fliers.
Frostbite is ranged and drops fliers, but negates ice slick's knockdown.
Flash freeze is range, but is negated by Ice slick's knockdown and draws aggro because it does damage first before the sleep.
AA is melee, but its effects are moot when the targets are falling (ice slick) or sleeping (flash freeze). Also, confused targets rarely get off many attacks as they're also slowed to a crawl.
Glacier is melee, but it's on a really long timer and it negates the knockdown of slick and the advantages of staying at range using frostbite, ice slick, shiver, BoI, chilblain.
Shiver is ranged, but is redundant to the other slows.
Jack has a glass jaw but loves to run into melee with his sword and freezing touch.
Chliblain and BoI both negate the knockdown of Slick and the sleep of flash freeze.
A couple buffs you could slip in that would help would be to remove the -kb from the AoE immobilize frostbite. Also, a fear component could be added to shiver (maybe too good) or a -fly at the least so the mobs fall into slick. -
I got the Void Judgement on my Earth/Thorns/Soul Dom and it rocks the house. Toss in the damage and control from VG, QS, Trops, thornburst, dark oblit, fling, soul drain, stalag, etc and he just mows down the opposition.
I was soloing a x8 Nem farm and their vengeance buffs were no match for all the damage and debuff I was hammering them with.
These incarnate powers have taken a plodding control monster and turned him into a chain saw. -
The same slotting that would allow you to reliably slot your wormhole or gravity distortion field to take out a group of 54 bosses I'd imagine.
Except either of those 2 powers won't cause the confusion or phased mobs and you'll actually be able to damage and get iXP off them.
The best slotting for DS in this situation is to right-click 'remove from tray'.

Congrats, Beef. I also wanted to compliment your pulling of the AVs to the kill zone. Made is nice for my ice/psi/ice dom to do her thing. -
Something that irks me about the system (maybe one of you mentioned this already) is the need to also unlock the basic slot with the new forms of XP. For instance, I got enough threads last night to create my tier 1 Judgement power after 4 BAF runs (90 min or so). However, I could not slot it because I only have 35% of the needed XP. So that means I'll have to run the BAF another 8 times just to slot the thing I already made.
That's kind of dumb to me. I thought the Alpha unlock process was boringly repetitive, but this will be worse as at least I could autocomplete one mission of alpha and ghost/zerg the other 2. -

It can single-hold bosses that way. Domination doesn't affect VG, but this does. You'd be mad not to slot it there. -
The combo is a debuffing machine. Lots of controls. Lots of -def, -res, slows, knockdowns, knockbacks. Lots of places to put damage procs. Great team contributor. Not so much solo. Can single-handedly hold off massive spawns. Depending on APP/PPP, you could become a destroyer on top of that or an even better controller.

BTW, did it ever come back up? My teammates headed over to Virtue and we ran an ITF + the new wizard SF instead. -
Confused opponents that damage each other award less inf depending on how much they damage each other. If they do 100% of the damage, you get 0 reward.
So make sure you score some hits to get credit. The reduction isn't that bad if you have some AoEs. Also, confusion powers can increase your rewards because they typically increase the RATE of defeats. So even though you earn less per kill, you kill more per minute.

I have some questions about these two:
Plant/Plant Assault
This dom uses chemicals. Do they do splash damage? For example, when I use the other holds/Immob I could "catch" all in the net. But with the Plant my holds aren't so "comprehensive." I have to apply 2 or 3 throws to hold a group.
Psionic/Psionic Assault
My Dom has something called total/mind/mass hysteria domination but when I read about it closer it says that I get no XP when I use this. Why is this?
All of my other Doms are set to hold their own easily now but I have concerns about these two. -

If you're running Cardiac, that'll more than make up for not having that extra 16% end recovery, so yes, move that slot somewhere else. You could put some extra end redux somewhere with it or get another IO set built up with +end/recovery in it. -
