It just means that if you want a pretty convenient source of insps to use in PvP, you should do the missions. Zone out, grab them from your starting contact, zone back in. Really quick way to stock up.
It doesn't mean that you'll be prevented from using them. -

My own (highly speculative) pet theory is that two game changes have indirectly contributed to this decline: Real Numbers made guides less essential for explaining what the powers actually do, and IOs made it harder to give simple, concise slotting advice that would be useful for a wide audience. So it's harder to write a genuinely useful guide nowadays, and of course there are also fewer people to do it.

My own theory is that given the relatively large number of nerfs/buffs/game changes (and no end in sight) that have occurred since NCSoft bought out Cryptic's ownership of Co*, that people have decided to hold off on writing guides that will be rendered obsolete within months.
There's no point to going through the work of it until they've decided that they are done with this round of "balancing". -

For example, what if I linked to a thread in another forum that had no explicit images, but if someone browsed to a different thread, there might be a link in there to something? How many degrees of separation must a link have from content not allowed on these boards before the link itself is not considered to be a violation of those rules?
At some point the parents need to pay attention to the browsing habits of their children because the mods on these boards can only regulate what is on these boards. One way of doing that might be to set up their computers so that their kids could only visit these boards and other safe sites, which is the kind of thing Dark_One was talking about.

Exactly.
There is a distinct difference between someone linking their blog/DA/whatever account, that happens to contain NSFW stuff, and someone directly linking the image in question.
Heck, linking DA itself could be construed a violation of the rules simply because there is NSFW there. -

Point of fact...
Co* is not an "all ages game". It clearly states that it is a T-rated game, with the justifiers of "Violence" and "Suggestive Themes", down at the bottom of these very forums.
That being said, if nudity or other NSFW things appear in blogs/DA accounts, some degree of onus rests on the parents of any children or teens playing and/or viewing these forums, either through monitoring the child's/teen's online habits, installing nanny software, or just flat out blocking those sites. The mods can't get everything, and believe it or not, nudity can be artistic and not merely porn. -

If I might... actually discussing such things is, by defintion, off topic, and they broadly disallow off-topic discussion.
Mentioning them for context or somthing isn't likely to be a problem. "I want Martial Arts to look like it does in Street Fighter" should be OK.

In terms of the Comics forum, not in terms of the General or other subsections.
For instance, there's a stickied 360 Gamertag exchange thread. If that rule is read as stated, there is the possibility that such a thing "breaks" the rule.
If it only applies to MMOs, even MMOs that aren't competition yet, then the rule should be revised to state as such. The first sentence could be seen to be a blanket order, that even in the offtopic forums, that discussion about any game is not allowed. -

Edit - For me to attend any convention, I have to fly. I have not been to a single one, ever. I really wanted to go to SDCC, but I highly highly doubt I will ever be able to go. -

See...that's your problem right there with TF. You don't use it as an opener on a boss, but rather after he's Held.
As Ice/*, you've got access to a minimum of two holds (and potentially a third hold with the Epics), Freeze Ray and Bitter Freeze Ray. Open with BFR on a Boss, hit him with FR, and then he's no longer a problem. Bonesmash another in the mob group (for a good chance at a disorient), rehit the boss with FR (to maintain the hold), TF another in the group. -
The Hero Gear Kit is a no-longer produced item offered by NCSoft.
It contained the stuff that was in the CoH Collector's Edition (minus the DVD iirc). It had the Statesman Hero Clix, a mini comic, the Prestige Power Slide, Cape of the Four Winds, the V.I.P badge, and some other stuff I think. -

Nope. It didn't come in logoized/retail boxes.
What it was, iirc, was that there were leftover goodies and they were packaging up as many full sets as they could and selling those.
I bought one way back when and I believe it was just basically a plain cardboard box with the goodies. I don't believe there was an actual DVD in it though. Not sure on that point.
I remember asking either Cricket or CuppaJo if they were ever planning on making a Villian Gear Kit... -

Are you 100% sure about this?
I only ask because I've got 2 LR's and 2 Black Scorpions. I've got two accounts, bought the original non-CE edition of CoV for both, and then at a later point, bought the CE edition to upgrade my main account. So, if that's right, then I should only have 1 LR. -

Also, please forgive the darkness of the screenies. Dunno why it does that. I've got potentially 34 points.
One. Contains: blue (the trenchcoat), NPCs emoting (might be faint, but the Contaminated emotes), Outbreak, plant, brick building, depiction of Villany (the Contaminated fighting the hero), someone mezzed (the Contaminated gripping his head - dunno if NPCs count for that), upside down truck (iffy, but in the background is a tipped over truck)
Two. Contains: blue (the war walls around Terra Volta), small boat (small and off to the side), NPCs emoting, a Giant Monster, someone using a power (my character), ragdoll physics.
Three. Contains: blue (water), plant, Giant Monster, beach, someone using a power, depiction of heroism (a lone Ice Tank valiantly fighting two Giant Monsters)
Four. Contains: blue (pants on the NPCs), someone using a power, long line of people, NPC emoting (the Arachnos arbiter-types), spider web (it's stretching the definition, but the web around the Grandville tower), wizard (the character in green is a Necromancer which is a type of wizard), and protestors (the zombies)
Five. Contains: blue (water), plant, beach, brick building (the building might be hard to discern, but it's right by the Snake Charmer badge in Mercy, it's brick), snake, graffiti, dead player, and someone using a power. -
Speaking as someone who has had an Ice/Eng since Jan/Feb-ish of 2005 (and writer of two Ice/Eng guides
), I need to comment on a few things.

Boost Range does have a decent enough use. Pulling the AVs in the final mission of the States TF. I recently did one where I was the only Blaster on the team. A hit of BR + Ice Blast and I was able to successfully pull the AVs apart for easy mop up. A combination of BR + one Dmg/Range Hami and I was getting close to sniper range.

Synergistically/rp-wise, Electrical Mastery goes quite well with the Energy secondary.
I really like EM Pulse. It addition to the disorient component, which lasts quite a while with 3 Disorient Durations, it does quite good Endurance drain on the baddies.
The shield does less resist for smashing/lethal, but it gives decent resist for Energy damage. More than worth the tradeoff in my opinion.
The hold is quick firing and pairs well with Freeze Ray.

I took Stealth and love it. One of the great things about Ice/Eng is that you do end up with some extra slots to throw around. Given that Conserve Power/Power Boost/Boost Range/BU/Aim all are good with 3 Recharges, you can spare a couple extra slots to throw into Stealth for +Def.
Granted, that Def gets halved when you attack, it is still more than you would get normally and the end cost isn't that bad for what you get.
The best part though, is that while not total invis, you can zip around mobs without them noticing. I would consider Stealth a must have for a Blaster. To each their own though. -

I already see enough advertising in my day to day life...radio, tv, basically every internet website, magazines, newspapers. Everywhere we go we are bombarded with consumerism and "Buy our stuffz!!". It gets tiresome hearing everybody and their dog hawking something.
Co* was that one refuge that was blissfully RL ad free (beyond those miniscule video card/sound card things).
I'm going to be one of those that turns it off.
Also, I'm a bit concerned about the fact that the billboards are only a "start". It would be nice to know what they plan on to expand the advertising if this is "successful". -
So long as costume pieces aren't somehow lost or disabled in this set setup, all well and good. I think that is something that has to be double and triple checked just to make sure things don't get lost in the aether.

Haven't read the whole thread, but Ice Brutes are most likely not going to happen. They had them in CoV beta iirc, but due to the inherent slowing nature of Ice, it worked counter to the whole concept of Brutes. More time between incoming attacks from mobs lead to a decrease in Fury build up, or something along those lines. The idea of Ice for Brutes was scrapped.
Though it is a good concept in theory, but in practice, not so much. -

Death Mages are only risky to those without mez protection. Sure, your Plant/Fire Dominator might have some problems, but that person with the Fire (or SS)/Stone Brute? Not so much of a problem. All those RMT farmers have to do is get one good Rare Magic Salvage drop from those bosses and they've more than made up for whatever change in inf/hour. -

It doesn't take two to farm. It's easier, but guess what...two Death Mages can be negated by Break Frees. A Fire/Kin with a tray of BFs (for emergencies) will still go through it.
And we finally get to why you like it, it doesn't have to do with farming, it doesn't have to do with RMT, it has to do with you being annoyed by anchor requests.
