Make PPP's available to Heroes through some series of quests.
Make EPP's available to Villains.
Call it a day.

More choices = more better.
At 40+, everyone should have a choice between
1) a Patron Pool (one of the Arachnos Elite or Freedom Phalanx, depending on your faction - basically a set of powers in the theme of your patron)
2) a Mastery Pool (elemental/weaponry/generic energy type pools like the current hero "epics" - for people who don't like the Patron Pools for flavor or suck reasons)
3) a 5th Generic Power Pool for people who think both the Patron and Mastery pools are a waste of their time, but would really like to fit in Recall Friend in a build that already had 4 Power Pool choices.
Then you could have your cake and eat it too. You could still have "pick one patron you're stuck with forever", but you could respec FROM that Patron Pool to one of the Mastery pools or the 5th generic.

Great idea if you want to see the villains screwed. Blue side had lots and lots and lots of people with billions of influence to burn. Villains would not have been able to compete with that.

yet somehow my dead-broke or brand new heroes managed to not only compete, but thrive.
given equal access my villains would have done the same, instead of being mothballed because the red market is a boring waste of time.

They probably didn't want to deal with the plethora of threads about how the Devs hate CoV so much, they combined the consignment house, allowing the 'rich blue side' to steal everything they wanted.
They've always wanted separate economies for the two sides, so that is the sole reason.
IMO, now that the absurd pricing part of the system has passed and enough villains have 50s and can farm for inf, they could probably combine them withough many issues. -

Trying to catch up with this thread that's getting somewhat repetitive now...
IMO, there are things that need improvement on both sides. But I see nothing to be gained from the "us versus them" mentality of some in this thread.
There is one game system and one game world, and one game background. The argument someone made several pages back about the Rikti invasion having nothing to do with CoV is a load of rubbish.
I agree that CoV could use some tweaks. More branching story lines would be great. Not having to jump down a bunch of snake holes every new character I make would be great. Reducing the lag created from that one special map would be a huge help. (I know of some players that won't play throught CoV any more because of how that affects their play.) Another zone or two would be cool, patterned more like Striga and Croatoa in their mission content.
Heroes could use some revamping of zones to make some of them into places people want to go, ala Faultline. It's time to do something more with Boomtown, Dark Astoria, Creys Folly, and Eden. The mission maps could use a bit more visual tweaking and variety. And the new Hami raid isn't a success, IMO.
Starting with the premise that the Devs hate something they created is a non-starter and untrue, and immediately brings about dozens of pages of arguing that accompish nothing. Again, from the "us versus them" mentality some have.
The best way to move forward and hope to see improvements is to make constructive suggestions. The devs *do* listen to us, and you will gain alot more from a well-reasoned request that you ever will from 'off the handle' statements and attacks. -

They wouldn't. They don't. They (the company) wants to make money, I'm pretty sure. -
Similarly, I use one of the yellows and one of the yellow-oranges for a lighter blonde look.
Vary up and down the yellows, yellow-oranges, and orange/orange-reds with differing ones as primary and secondary and alternate those until you find a combination you're looking for.
You can also use other colors as a secondary for some interesting looks - white for a platinum blonde, grays to dull it down, etc. -

CoV has a higher percentage of polished missions than does CoH, but it has less variety too (even if the variety portion in CoH tends to be the earlier more generic missions given by standard city contacts).

I doubt that will work. It's been like this since CoV launch or shortly thereafter. I-7 gave CoV the Mayhem missions and added 40-50 level content. I-8 gave heroes the safeguard missions and revamped one zone that no one harldy ever used. So they were roughly alternating in focus.
I-9 then added the invention system as it's main feature, I-10 added a new co-op zone and high level content with the Rikti invasion as its main feature. I-11 featured Ourorobos allowing you to revisit content and new sets for the 4 melee ATs, two each side. So the last three have been more or less equal to both CoH and CoV.
And yet somehow the Devs hate CoV and don't do anything for it, only for CoH. It's not true at all, regardless of how many recurring threads we see that say so. -
I've done some costume reminiscent of heroes or heroines before, but the character and name weren't anything like them.
As for celebrity Lookalikes, I think I've seen a character looking a bit like Pamela Anderson before. At least in the topular zonage. -

You know you don't have to fill your collection all at once - you can spread them out over a few months. -
I really like that last one. I'd suggest cropping it a bit in height to enlarge the moon and the figure. Might make a cool wallpaper.
For art purposes, though, the figure needs to be front and center and much larger. Probably best to take some overall screenies at the costume editor screen and paste them into paint or something. -
