Maintain a 2:1 primary-to-secondary slotting ratio until your primary is fully slotted (and a 2:1 ratio between secondary and pool), and for heaven's sake put some Defense DOs into your secondary.
I made exactly the same mistake as you on my first ever SR character. The above guidelines for slotting work quite well for Scrappers and Brutes. -
Stalker DB>Tanker, Scrapper, Brute DB
Build Up is not a debuff. -
Batman is not a Stalker. Batman is not a Scrapper. Any given comic character is not any Archetype in this game, because they have whatever capabilities and whatever weaknesses are dictated by literary need, whereas in this game strengths and weaknesses are dictated by game balance/mechanics.

Best to get out of Energy before it's too late. After the Dom buffs Energy will be worth a second look, but right now I'd reroll if I were you.
And don't pick Psi as a replacement. -

I agree the PToDs are the real problem here, but I recognize that's never going to change and the damage boost is welcome at any rate.
Also, Doms recently gained access to Power Surge, giving them a defensive tier-9 to help with those PToD Bosses.
IMO Doms should be able to hold EBs (not AVs but EBs and AVs that have been downgraded to EBs) through PToDs while in Domination, but this is a pipe dream. -
Look, you have to understand where the market haters are coming from. I myself am a reluctant marketer. Essentially I only use the market because it's the only realistic way for you to get complete IO sets (sure you can get them with Merits, but that would take a very long time given the IO recipe Merit costs). If there were another, I'd happily use it instead. Right now, there's not. Making rare salvage available with Tickets was a big step in the right direction.
So why do people dislike it? Is it because they simply lack the knowledge/insight required to use it to its potential? No, that is one of the least reasons.
1. Most people are here to be the superhero or the supervillain. They're not here to be capitalists (even though there's nothing wrong with being a capitalist). Having to deal with the market ends the fun and starts the work. Sure, you can ignore it. If you don't mind being stuck with SOs. Faced with having to stop punching face and start plugging numbers into a boring interface, many players end up feeling frustrated with the very paradigm of the market. Remember that scene in The Incredibles when the main character is working for the insurance company, hears someone who needs help outside, but can do nothing about it because he's stuck at work? That is how a lot of people view the market.
2. A better system could have been implemented. Just look at how you can buy rare salvage with Tickets. That's how the whole system should work instead of a market. You're rewarded for playing the game instead of playing the market. In the current system, you're much more handsomely rewarded for playing the market. That's broken. A drop-trading system would have worked better, too (eg, any rare IO could be traded at a store for any other rare IO).
3. The market encourages distrust of other players. This is where that lack of knowledge comes in. Most players don't read the forums. They always suspect they're being taken advantage of when dealing with the market (and sometimes they're right). The game should never make people feel like this, it's bad for the community.
4. The market brought spam. IOs are partially responsible, but I'm sure playing the market makes a great way to generate Inf for gold sellers to farm up and sell. The market was ready-made for gold sellers, really.
I'm sure there are other reasons other people who question the market have too, but you can see here it isn't simple lack of knowledge that does it (though that can be a contributing factor, but only one among many).
Here's hoping you can buy specific recipes with Tickets and the Merit costs of specific recipes gets reduced from current, ridiculous levels. And here's hoping the market can be bypassed entirely with future modifications to the game along those lines. Until then I'll still use it...begrudgingly. -

DA has the best survivability of any melee armor set outside of tier-9s (and it's as good as some teir-9s).
The problem is, nobody likes having their costume hidden. -

My Bane is Patronless but my Scrapper does have Jump Kick. It shocks me how many kills I land with Jump Kick.

Yep, Banes are meant to blap, not toe-to-toe melee (this is obvious upon examining their strengths and weaknesses). Web Cocoon is very useful for slowing down tough bosses so you can kite them.
This is an aspect of their play most seem to miss. Active defense is very much a part of their apparent intended play style. -

Stalkers aren't a very good way to experience the Dual Blades "as intended". The combos are a bit wonky and it has Build Up. Now, if you like Stalkers and/or Build Up (I know I do!), this option would be the option to go with.
Brutes get "true" Dual Blades and Dual Blades works very well with them as they build Fury very, very quickly. More quickly than any other set, in fact. Lacks Build Up, and doesn't feel particularly Brute-like animation-wise (and the animations for DB are some of the best in the game). This is probably your best option unless you're really into the stealth-alpha strike play style of the Stalker. -
The mission complete ticket cap should be removed. I'm no farmer, I play for story and rewards, I read mission clues and critter descriptions. And I'm collecting "tickets over the cap" badges. Something's definitely not right with that. I'm exactly the kind of player ticket caps shouldn't be hurting, but they are. Takes some of the fun out of it.

Fiery/Fiery is my favorite Scrapper because it's the Scrapper that thinks it's a Blaster...and it's right.
Honorable mention goes to MA/SR because that combo is thematically beautiful and it's TOTALLY SWEET! And remember, your Health bar is your Awesome bar. The redder it gets, the more awesome you become until you become so awesome you have an awesome containment failure and you are killed by your own sheer awesomeness exploding all over you. -
Mind/Psi was my first Dom. Looking back on it, I would've been better off rolling almost anything else. Mind/Psi should only be rolled once you have experience in one of the more "conventional" Dominator combos. The saving grace of the set is it has a strong late-game (as Dominator late games go...Dominators being probably the weakest Arch in the 40+ game; hopefully the upcoming buff addresses that.)

Fissure and Mud Pots should be replaced with actual attacks. I would like to see a Earth Assault set, and I'd doubly love to see the Controller Earth APP available for Doms. I love that APP, but I'm not playing a Controller for 40 levels just for it.

It's a great set...for Tankers.
For Brutes it builds Fury at a miserable pace, so people tend to walk away from it.
A weapon set that builds Fury much better is War Mace. And War Mace's damage these days is much, much better than in the past. Crowd Control and Shatter are two of the greatest attacks in this game, and Clobber is amazing these days.
Axe is fun though. Good secondary effects, sounds nice and vicious, some of the most fun customization options in the game available for it.
But your Fury will suck. So put it on a Tanker instead. Tankers don't care about slow. -
5% chance for 5 seconds is just too weak. If it weren't Unique, it might be a different story. But as a Unique, it's a waste of a slot. Unless you want the set bonus which 6-slotting provides, that is the only condition under which you should ever slot this thing.
