Yep. Any content with S/L damage as the most common type (pretty much 90% of the game) will be very easy for a Kat/Inv thanks to your enormous defenses against S/L.

Anyways, Kat/Inv is a really strong combo when built right. As said, it does not have the offense of a Kat/Dark, but it's less susceptible to Def Debuffs and IMO it is better off when looking purely at survival. Of course, there are situations where DA will triumph (Psi Damage...), but overall I think Inv is a sturdier set. -
I don't actually think it's necessary for the regular content to become harder* as I level up. I think it's much better that you actually have to increase the difficulty level to be challenged. After all, we have quite a few different difficulty levels available (40, taking in all combinations of level / number of heroes). It makes me feel much more super when I can at level 50 fight enemies two levels higher than I am set for four players. It's a definite increase in power (which I think is how it should be) from level 1-10 where I prefer -1 enemies set for one.
*I realize the level of the enemies does change and they get more powers at their disposal, but their relative power doesn't really change. -
Currently running a duo with my RL friend and it's a beast. Elec/Shield scrapper with Emp/Sonic defender is just way nice. Currently we're lvl 30 and can easily duo +1/4 and we'll crank difficulty up to +1/8 as soon as I get Lightning Rod.

For me, it's basically a set mule, but it's nice to have available if I want to hit something REALLY hard.
I take BU on all my Scrappers and whatever other ATs that have it available, but I often forget to use it. It's very nice to have it around when I notice something that requires some burst damage (Sappers, for example). I also like the sets you can put in BU, Gaussian's for good +Def, Adjusted Targeting for more +Rech and even Rectified Reticle for a first tier S/L Def bonus. -
As others have stated before, DPS means the average damage per second you put out over a given amount of time. Easiest way to calculate your DPS is to measure how long it takes for you to run through an attack chain and divide the damage you've done by the time it took.
This will most probably get you a value where the nominator (time) is greater than one second, but just cranking it in a calculator will give you the value of damage you dealt on average per seoncd. As an example, if you dealt 1000 damage over 10 seconds, you'd get 100 DPS. -

I leveled my own Kat/Inv 1-50 without either REN or REL and only picked them both after I could afford to drop Hasten (67.5% +rech from sets, basically pre-ED perma Hasten) and Unstoppable (enough Def that I never needed US). And even then I picked them at 47 and 49. Slotted with 3 pieces of Aegis I get a nice 6% F/C Defense out of them and a bit of extra Resistance. If they hadn't buffed the passives recently, meaning 5.63% base Res and none of the extra effects they have currently (End Drain Res, Slow Res) I wouldn't see too many reasons to pick them.
The budget; you're a bit contradictory about it here. You say you don't want purples and Hami-Os because of the cost, but yet you have some really expensive and even harder-to-get PvP IOs in your build. As a tip, if you don't want to pay that much swap the Shield Wall IOs for respective pieces of Luck of the Gambler (you have two pieces of Shield Wall in each power) to get the same 10% Regen at a much cheaper price. Also swap Gladiator's Armour for Impervium Armour (also 2 piece-sets scattered around in many powers) to get the same 2.5% Recovery.
You also have the PvP +3% Def IO which costs even as much as two billion inf these days. I'd really reconsider your slotting if you're worried about the budget. -
From your builds I assumed (PvP IOs for no apparent reason: could get same bonuses with rares at a much cheaper price) you are going for an unlimited budget sort of thing, so I came up with something you might like...
Near soft capped S/L def with one foe in melee, 30+ for E/N/F/C. Also good regen and recovery and some recharge on top of it.

I think it's also a bit misleading to use fully enhanced Damage and Recharge values.

I'd probably go for Defense. With the Mace Mastery shield it shouldn't be too hard to get some reasonable S/L/E def (say, 30% for each or more).

If you retune the build to handle non s/l damage, you could probably get similar results however.

I think currently the only problem with MA is its lackluster AoE. You only get one PBAoE (no cones or anything) with a short radius. I don't know if the radius of Dragon's Tail is smaller than that of the other generic Scrapper PBAoEs, but it sure does feel like it...

That's darn nice Nihilii. The best I've done so far with my Kat/Inv is 3 AVs at once but then I didnt have any Invincibility fuelers around. Might actually try a few more with some fuel and insps for herding the enemies around me.

The problem with influence is that to improve it to a level where it'd actually mean something, you'd have to make it 100k+.

I'm actually quite sure that once when I got stunned playing a tank during the Khan TF I checked the attack Reichs used and it said Stun at mag 100. I could be wrong, though.

I've had an Ice/Rad controller for ages that I originally rolled for PvP but never got around to that scheme. Currently he has a build which serves next to no purpose for general teaming (no AoE control) so I thought I should probably respec him and give him some medium priced IOs for good measure.
What I've been thinking of is a lockdown sort of build running both AA and CC. I know it'll be endurance heavy, but I guess AM and Stam will see me through it. Of course, I could drop Stone Mastery and grab Primal for PB and Conserve Power. Might not be such a bad idea after all, but I really like Fissure and Seismic Smash :P

There are loads of good choices here and it all depends what you want. A fire/kin/* might be fastest but it demands focus because it has loads of clickies and can go down in a couple of hits unless you watch for that transfusion button.
As for scrappers, an elec/SD or spines/SR might be the best for me because they demand next to no concentration to stay alive. -
IIRC already two lvl 50 Enzymes ED cap the Def aspect of a power so 2 Enzymes + a LotG might be the best solution, considering that the extra endreduc is barely worth it in any +Def toggle I can think of.

And to answer your question, you'd lose 20-40% Regen depending on how well your Health is slotted. This is assuming you will copy the exact slotting of Health into Physical Perfection. -
