  1. Maneuvers was another option I was thinking, not for the added LoTG (already have 5), but for the added Defense. I could just use inspirations for healing if it was needed, but if I wanted to do some crazy challenges without insps, this build might just be better.

    Then again, for general teaming the one with Maneuvers should be superior, not by much, though.

    It seems that I19 will be published today so I need to decide on a build within the first week in order to stash the second freespec. Anyone got time to help or is everyone fiddling with their own builds?

  8. First things that spring to mind

    1) Rage wants 3x Rech and Hasten in order to avoid the -Def crash. The -20% or -25% Def hurts a lot, especially when you don't have +Def from IOs. Go for 95% enhanced Rech in Rage and 20-30% global Rech if you don't want to take Hasten.

    2) Dull Pain desperately needs +Rech. You want the equivalent of 3x Rech SO in it on top of the 2-3x Heal. The recharge is very long as it is (6mins) and it isn't short even when enhanced (just over one and a half minutes at best in any sensible build), so your best bet is to try and get it as close to two minutes recharge as possible to benefit from the +maxHP as much as possible.

    3) Foot Stomp wants +Rech and endurance reduction. This is IMO the best power in Super Strength so you want to spam it as much as possible so it needs +Rech to be up faster and -End to use less of your endurance.

    4) KOBlow also wants +Rech, IIRC the base recharge is 25 seconds which is nowhere close to what I'd call fast.

  10. I value my time much more than my play money, so it's a no for any new artificial price caps. I'd rather pay some extra and get my stuff within a relatively short time than either get into a "real black market clique" where I can get my stuff for a lot extra right now or then wait ages and ages.

    On a more serious note, it does provide quite a large increase in survivability as Werner noted. Against certain enemy groups it may be much more significant than 10%, and I don't really like being at a disadvantage against AoE heavy groups.

    Wrong.

    Before you got 75% * 1.0 which you thought was 100% * 1.0.
    Now you get 75% * 1.0 which you realize is 75% * 1.0 and think it's broken.

    Please learn stuff first and tell us how to fix it after that.

    The numbers you see in Mid's are your final chance to hit. Divide that number by 75% and you get what the "inherent accuracy modifier" of the power you're looking at is.

    Jab: 75% / 75% = 1.0
    Hand Clap: 60% / 75% = 0.8 (typical for AoE mez)
    KOBlow: 90% / 75% = 1.2

    See?

    I really wish people would get more knowledgeable about stuff before they start whining about it.

  18. Wrong again. Powers still have a base ACCURACY of 1.0. Player base TOHIT has been 75% for as long as I can remember.

    Final hit chance is not the power's accuracy, it's base ToHit multiplied by the power's accuracy.

  20. You're confusing accuracy and ToHit.

    Player characters have a base ToHit of 75% which AccMod modifies. 75% * 1.0 = 75% as it has always been. The formula without debuffs or level differences taken into account is actually:

    Hit_Chance = Base_ToHit * AccMod

    For most powers this is Base_ToHit * (1 + Acc Enhancement), which again translates to 0.75 * (1 + Acc Enhancement).

    No stealth nerfs, you just understand the system wrong.

  22. I find my DB/Elec (which should be very much like a Claws/Elec) plenty survivable for anything I want to do with her. I haven't tried soloing AVs or anything like that yet, but that wasn't what I originally wanted. What I wanted was a Scrapper that plays a bit differently from my other ones, so I made one that uses endurance drain and Shadow Meld for survivability.

    Here's the build if you want to tweak your Claws/Elec, the only thing I'd probably change as a Brute would be Shadow Meld to Darkest Night.

  25. I don't mind giving away builds I already have saved in Mid's that meet the criteria the person posted. These criteria should preferably be stated in an elaborate and friendly manner. Basically this means that the person who wants a build without posting one themselves, has to have very clearly stated goals for it. If, however, there are no criteria posted other than "best build for x/y plz" I rarely even bother responding.

    Rolling builds completely from scratch is one thing I'm just not willing to do. If you don't even bother thinking or telling me what you want to do with the build, why should I bother making the build for you? It's another thing if you don't have access to Mid's for whatever reason, but you should at least mention it so that people don't automatically assume you're lazy.
